Koehoorn, King Road; Recreational Vehicle Storage on Agricultural Land ( ) Moved by Councillor Fast, seconded by Councillor Harris, that the delegation of M. Koehoorn, King Road, regarding recreational vehicle storage, be received; and staff report back regarding use of agricultural land and the request for an extension to September 1,2005. E CARRIED. REPORTS 5.1 ADMINISTRATION AND CORPORATE PLANNING.1 Section 57 Notices - Controlled Substance Property Bylaw ( ) An opportunity for owner input was provided. There were no comments or questions. The Manager of Bylaw and Animal Control advised that consideration of the H. Quach and T. Pham property, located at Northview Place, was deferred until July 25, Moved by Councillor Beck, seconded by Councillor Gill, that Report No. ADM dated July 6, 2005, be received from the Manager, Bylaw and Animal Control, and a notice be filed in the Land Title Office against the title of the following properties, in accordance with Section 57 of the Community Charter: (1) Alpine Avenue; PID ; Li D. Shen; (2) Eaglecrest Place; PID ; Tien Q. Do; (3) 2530 Park Drive; PID ; Bonnie Y. Chen; and (4) the Mayor and Director of Administration and Corporate Planning be authorized to execute all documents related to this matter. E CARRIED..2 Abbotsford Triathlon Festival, Albert Dyck Park, July 23 and 24, 2005, Special Event Permit ( ) Moved by Councillor Gill, seconded by Councillor Ross, that Repoli No. ADM dated July 6, 2005, be received from the Manager, Corporate Planning; and the Special Event Permit application from the Abbotsford Triathlon Festival event to be held July 23 and 24, 2005, at Albert Dyck Park, be approved, subject to receipt of an acceptable traffic plan. Opposed: Mayor Reeves and Councillors Beck, Fast, Harris and Gibson.2 Abbotsford Libraries - Live Homework Help - Tutor.com and Summer Reading Club (LIB ) Moved by Councillor Gill, seconded by Councillor Gibson, that Reports No. LIB and LIB dated July 11, 2005, and presentation, be received from the Library Manager - Abbotsford, regarding the Live Homework Help - Tutor.com and Summer Reading Club at the Abbotsford Libraries. E CARRIED. 5.3 DEVELOPMENT SERVICES.1 Introduction of Social Issues Planner The Director, Development Services, introduced J. Newnham, who recently accepted the position of Social Issues Planner.

Sandhu, 2464 Clearbrook Road; Strata conversion ( /S05-010) Moved by Councillor Fast, seconded by Councillor Gill, that Report No. DEV dated June 30, 2005, be received from the Planner, and: (1) the application for a strata conversation of the J. and 1. Sandhu commercial building, located at 2464 Clearbrook Road, be approved, subject to: (a) confirmation that adequate fire separation is in place for the common corridor on the second floor; and (b) a time limit of one year for the conversion to be completed from July 11, 2005; and (2) the Mayor and Director of Administration and Corporate Planning be authorized to execute all documents related to this matter. E CARRIED..3 Road Name for New Subdivision - "Alea Court" ( ) Moved by Councillor Ross, seconded by Councillor Harris, that Report No. DEV dated July 8, 2005, be received from the Planner; and the new road located at Upper Maclure Road, be named "Alea Court". Opposed: Councillors Beck and Gill.4 Tanglebank Nursery, Downs Road; Zoning Amendment - Agri-tourism ( / A05-006) Moved by Councillor Ross, seconded by Councillor Harris, that Report No. DEV dated July 4, 2005, be received from the Director, Development Services, and: (1) staff present the necessary amendment to the Zoning Bylaw, to allow for agri-tourism, for first reading at an upcoming Regular meeting of Council, for the Tanglebank Nursery operation, located at Downes Road; and (2) a non-farm use application for the proposed bistro at the subject property, be forwarded to the Agricultural Land Commission, with support. Moved by Councillor Beck, seconded by Councillor Gill, that further consideration of Report No. ENG , be deferred two weeks, when fbll Council is present. E CARRIED.
