Adoption of Agenda & Addition of Late Items RES #120/13 Seconded by Councillor Zacharias That Council approve the addition of the late items to the agenda and adopt the agenda as amended. C1a. A/P Computer Cheque Listings RES #121/13 Moved by Councillor Bourdon That the accounts payable computer cheque listings for the periods ending March 21, 28 and April 4, 2013 be received for information. COUNCILLOR RATHOR REGISTERED A NEGATIVE VOTE. C1b. Parcel Tax Roll Review RES #122/13 That pursuant to the report of the Director of Financial Services dated April 4, 2013, Council direct Staff to publish in a local newspaper notice of availability of the parcel tax rolls for inspection and the requirements and time frame for lodging complaints/challenging the rolls; and further, that Council schedule tentative dates for the Parcel Tax Roll Reviews to be held in Council Chambers as follows, if required: - Water and Sewer: Wednesday, April 24, 10:00 am - Water and Sewer-South Lakeside: Wednesday, April 24, 10:15 am - Downtown Parking and Beautification: Wednesday, April 24, 10:30 am.

Zoning Amendment Application - Bylaw No David & Louise Campbell - Legalize Existing Four-Plex & Permit Upgrades - R-2 to R-3 Zone A Edwards Drive RES #123/13 Seconded by Councillor Zacharias That pursuant to the report of the Planning Technician dated March 28, 2013, Council accept the application from David and Louise Campbell to amend City of Williams Lake Zoning Bylaw No. 1825, 2002 by changing the zoning of Lot A, District Lot 8843, Cariboo District, Plan situate at 3020A Edwards Drive from Two-Family Residential (R-2) Zone to Low Density Multiple Family Residential (R-3) Zone, subject to the following: removal or relocation of the shed that lies partially on the east side of the subject property as well as the shed that lies on the west side of the subject property; installation of eight parking spaces in conformance with Division 400 of the City of Williams Lake Zoning Bylaw No. 1825, 2002; and the owner submitting a Code Analysis Proposal for review and approval by the City's building inspection department; and further, first and second readings be given to Zoning Amendment Bylaw No C4a. Brine Header Replacement - Rink #2 - Cariboo Memorial Recreation Complex RES #124/13 Moved by Councillor Walters Seconded by Councillor Zacharias That pursuant to the report of the Purchasing Agent dated March 28, 2013, Council award the contract to replace the existing Brine Headers in Rink #2 to Fraser Valley Refrigeration Ltd. for the bid price of $63,800.

Tim Horton's Bicycle Rodeo - May 4, 2013 RES #125/13 Moved by Councillor Zacharias That pursuant to the report of the Recreation Coordinator dated April 3, 2013, Council and the community be encouraged to attend the annual Tim Horton's Bicycle Rodeo on Saturday, May 4, 2013 at the Canadian Tire parking lot from 11:00 AM to 2:00 PM. C4c. Project Comeback RES #126/13 That pursuant to the report of the Manager of Social Development dated March 26, 2013, Council approve entering into a partnership with the BC Rural Network as a community partner for Project Comeback. D1. Zoning Amendment Bylaw No Lake City Christian Centre (Tanya Taschuk & Martin Kalin) Mason Road - Civic, Assembly & Institutional (P-1) Zone to Acreage Reserve (A-1) Zone RES #127/13 Seconded by Councillor Bonnell That approval from the Ministry of Transportation and Infrastructure dated March 21, 2013 be received and Zoning Amendment Bylaw No. 2170, 2013 be reconsidered and adopted.

Backyard Chickens Bylaw RES #128/13 Moved by Councillor Zacharias That pursuant to Committee of Whole Council Report # , the report of the Planner dated February 14, 2013 be received and Staff be directed to prepare bylaws for first reading only to allow for the keeping of backyard hens and to allow for the keeping of bees; and further, Staff return a bylaw for the keeping of backyard hens with a consultation plan to gather input from the community regarding this bylaw. Backyard Beekeeping Bylaw RES #129/13 Moved by Councillor Zacharias That pursuant to Committee of Whole Council Report # , the report of the Planner dated February 14, 2013 be received and Staff be directed to prepare bylaws for first reading only to allow for the keeping of backyard hens and to allow for the keeping of bees; and further, Staff return a bylaw for the keeping of bees with a consultation plan to gather input from the community regarding this bylaw. Rezoning Request Broadway Avenue South - Proposed RV Park RES #130/13 That pursuant to Committee of Whole Council Report # , the report of the Planning Technician dated March 19, 2013 be received and Staff be advised not to proceed with the application to rezone a part of Lots 2 and 3, District Lot 8871, Cariboo District, Plan 7311, Except Plan to allow for a Recreation Vehicle Park along Highway 97 South, and the applicant be so advised. E4. Road Closure of Signal Point Road Lane RES #131/13 Moved by Councillor Bourdon Seconded by Councillor Bonnell That pursuant to Committee of Whole Council Report # , the report of the Planning Technician dated March 19, 2013 be received and Council decline the request to purchase the land currently dedicated as road/lake access situated between 1707 and 1645 Signal Point Road, and the applicant be so advised. COUNCILLOR ZACHARIAS REGISTERED A NEGATIVE VOTE. F1. Aboriginal Day Celebrations & Parade RES #132/13 That pursuant to the request from the Northern Shuswap Tribal Council in their letter dated March 14, 2013, and pursuant to City policy, approval be given for the Aboriginal Day Celebrations parade at 10:00 am on Friday, June 21, 2013, along the route as outlined, and emergency services and the Williams Lake Central Business Improvement Area be so advised; and further, Mayor and Council and the community be encouraged to attend.

Letter from Peter Epp re South Lakeside Drive Project RES #133/13 Moved by Councillor Bonnell Seconded by Councillor Rathor That the letter from Peter Epp dated March 23, 2013 regarding the South Lakeside Drive Project be received. F3. Letter from Cariboo Regional District re City of Williams Lake and CRD Subsidized Composter Program 2013 RES #134/13 Moved by Councillor Bourdon That the letter from the Cariboo Regional District dated March 20, 2013 be received and approval be given to participate with the CRD in the 2013 Subsidized Composter Program for the amount of $ from the landfill account. F4. Fee for Service Program for Arts & Culture in Central Cariboo - Proposed Process and Criteria for Renewals and New Agreements RES #135/13 Moved by Councillor Walters That the correspondence memo of the Director of Community Services dated April 3, 2013 together with the memo of Darron Campbell, Manager of Community Services, Cariboo Regional District regarding the Fee for Service Program for Arts and Culture in the Central Cariboo and proposed process and criteria for renewals and new agreements be received and endorsed.

Central Cariboo Arts & Culture Project Grant Recommendations and 2012 Program Results Report RES #136/13 Moved by Councillor Walters That the correspondence memo of the Director of Community Services dated April 3, 2013 together with the memo of Darron Campbell, Manager of Community Services, Cariboo Regional District regarding the Central Cariboo Arts & Culture 2013 project grant recommendations and 2012 program results report be received and endorsed. G1. Proclamation - "National Public Works Week" RES #137/13 That pursuant to the request of the Public Works Association of BC in their letter dated March 18, 2013, the week of May 19 to 25, 2013 be proclaimed as "National Public Works Week" in the City of Williams Lake, pursuant to City policy. H1. In-Camera Report # re South Lakeside Drive Project RES #138/13 Moved by Councillor Zacharias That In-Camera Report # regarding early budget approval and proceeding to tender for South Lakeside Drive be received for information.

In-Camera Report # re Proposed 5-Year Rural Fire Protection Services Agreement with CRD RES #139/13 Moved by Councillor Zacharias Seconded by Councillor Bonnell That In-Camera Report # directing Staff to bring forward a rural fire protection services agreement based on: 1) a 5 year term with a 5 year renewal option commencing January 1, 2014; 2) the original fire service area; 3) a net residential assessment formula for operating and capital costs; 4) an annual $31, payment towards debt servicing costs for the new fire hall; therefore, based on 2012 assessment figures, this would result in a total payment of $534,494.06; and further, the Mayor and Corporate Officer be authorized to sign and present the agreement to the Cariboo Regional District for their April 12 Board Meeting be received to become a matter of public record. COUNCILLORS BOURDON AND HUGHES REGISTERED NEGATIVE VOTES. E1. City Place Brand RES #140/13 Moved by Mayor Cook Seconded by Councillor Bonnell That Council receive the place branding presentation as outlined and undertake a public process which communicates the purpose of the place branding initiative and the process that was followed; AND that following the public communication process that a report be brought back to Council for further consideration. In-Camera Report # re April 5, 2013 Letter from CRD on Williams Lake Fringe Fire Protection RES #142/13 That In-Camera Report # regarding the letter from the Cariboo Regional District dated April 5, 2013 on Williams Lake Fringe Fire Protection be received to become a matter of public record. Letter from PMT Chartered Accountants re 2012 Audited Financial Statements RES #143/13 Seconded by Councillor Hughes That the letter from PMT Chartered Accountants dated March 20, 2013 regarding the process for the auditing of the City's 2012 financial statements be received and Council appoint the members of the Finance Committee as the Audit Committee for the City and PMT Chartered Accountants be so advised.
