CALL TO ORDER The Chairman called the meeting to order at 4:10 p.m. 2. ADOPTION OF MINUTES.1 Regular Meeting of Council - November 20, 1995 Sweeney, that the minutes of the Regular meeting of Council held November 20, 1995, be adopted. R CARRIED..2 Public Hearing - November 20, 1995 Moved by Councillor Warawa, seconded by Councillor Sweeney, that the minutes of a Public Hearing held November 20, 1995, be received. R CARRIED.

BUSINESS OUT OF MINUTES.1 CMLG Holdings Ltd., Delair Road - Development Variance Permit No (D95-35) The Manager, Current Development, introduced Report No , dated November 20, 1995, which recommended that Development Variance Permit No be approved for issuance. The permit relaxes the minimum front and rear setbacks for one lot in a proposed three-lot single-family subdivision. The owners, CMLG Holdings Ltd., have agreed to the contents of the permit, and owners and occupiers of adjacent properties had been notified that they may comment on the proposal. There were no comments or questions. Moved by Councillor Funk, seconded by Councillor Wiebe that, as recommended in Report No from the Manager, Current Development, Development Variance Permit No be approved for issuance. R CARRIED. 4. DELEGATIONS.1 B.C. Schizophrenia Society Partnership Program - Presentation The president of the B.C. Schizophrenia Society Partnership Program stated that the mandate of the Society was to raise awareness and erase the stigma of mental illness. Members of the Society relayed how their lives have been affected by schizophrenia. J. Preston of Abby House advised that his establishment provides day programs for schizophrenia patients to help them adjust to living in a community, but limited funding prevented longer hours of operation. Councillor Peary advised that the Health Council concentrated on preventative health care, and this would, hopefully, free funds to help societies such as this one.

CONSENT AGENDA 5.0 BY-LAWS TO BE ADOPTED Warawa, that the following by-laws now be adopted: By-law No , cited as "Enns Brook Park Exchange By-law, 1995"; and By-law No , cited as "Special Events By-law, 1995". R CARRIED. 5.1 MINUTES AND CORRESPONDENCE TO BE RECEIVED Gibson, that the following minutes and correspondence be received:.1 Minutes of the Abbotsford Healthy Communities Management Committee meeting held November 8, 1995;.2 Minutes of the Central Fraser Fairs Association Board of Director's meeting held September 26, 1995;.3 Correspondence dated November 16, 1995, from the Minister of Employment and Investment enclosing a cheque in the amount of $93, comprising payment of the 1995 grants-in-lieu of taxes for properties owned by B.C.B.C.;.4 Correspondence dated November 14, 1995, from The Right Honourable Romeo LeBlanc requesting participation in developing a new Governor General's Award honouring the commitment of volunteers;.5 Correspondence dated November 15, 1995, from the B.C. Federation of Agriculture addressing Agricultural Land Commission policies pertaining to the Agricultural Land Reserve;

Member Release dated November 10, 1995, providing highlights of the November 2 to 3, 1995, Executive Meeting. R CARRIED. In regard to item 5.1.3, it was noted that there was a 4.1 % increase in the grant amount for REPORTS (STAFF/COMMITTEES).1 Joint Transit Committee Minutes - November 17, 1995 Sweeney, that the minutes of the Joint Transit Committee meeting held November 17, 1995, be approved. R CARRIED. 7. BY-LAWS.1 By-law No. 3695, Matsqui Zoning Amendment No Ebenezer Home, Marshall Road (R92-45) Moved by Councillor Funk, seconded by Councillor Wiebe, that By-law No. 3695, cited as "Zoning By-law, 1985, Amendment By-law No. 441", now be read a third time. R CARRIED.

Warawa, that third reading given By-law No. 3705, cited as "Zoning By-law, 1985, Amendment By-law No. 446", now be rescinded. R CARRIED..3 By-law No. 3724, Matsqui Zoning Amendment No First National Properties, 3500 block Lethbridge Drive and block McKinley Drive (R91-47) Report No dated November 20, 1995, from the Deputy Approving Officer recommended that third reading given By-law No on December 5, 1994, be rescinded and the by-law be advanced to a new public hearing. Moved by Councillor Warawa, seconded by Councillor Peary, that third reading given By-law No. 3724, cited as "Zoning By-law, 1985, Amendment By-law No. 456", now be rescinded. R CARRIED..4 By-law No. 3828, Matsqui Zoning Amendment No Ebenezer Senior's Home Society, Marshall Road (R92-45) Moved by Councillor Sweeney, seconded by Councillor Wiebe, that By-law No. 3828, cited as "Zoning By-law, 1985, Amendment By-law No. 492", now be read a third time. R CARRIED.

R CARRIED..7 By-law No , Matsqui Zoning Amendment No Bramhall Holdings Ltd., to Blueridge Drive (R95-24) Report No dated November 22, 1995, from the Senior Planner recommended that By-law No be advanced to Public Hearing. Robertson that, as recommended in Report No dated November 22, 1995, from the Senior Planner, By-law No , cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 551", be advanced to Public Hearing. R CARRIED. Moved by Councillor Peary, seconded by Councillor Boyes, that By-law No , cited as "Matsqui Zoning By-law, 1985, Amendment By-law No. 551", now be introduced and read a first time. R CARRIED.

NEW BUSINESS.1 Taxi Saver Program Agreement ( ) Sweeney that, as recommended in Report No dated November 22, 1994, from the Senior Planner, the Mayor and Clerk be authorized to execute the Taxi Saver Program Agreement with B.C. Transit, the City of Abbotsford, the District of Matsqui, and Central Valley Taxi. R CARRIED..2 G.V.R.D. Board of Directors Appointments Moved by Councillor Gibson, seconded by Councillor Sweeney, that Councillor Lee be appointed to the G.V.R.D. Board of Directors, with Councillor Ross as alternate. R CARRIED..3 Proclamation "Gymnastics Awareness Week" - January 20 to 28, 1996 Moved by Councillor Sweeney, seconded by Councillor Robertson that, as requested in correspondence dated November 15, 1995, from the B.C. Gymnastics Association, January 20 to 28, 1996, be proclaimed "Gymnastics Awareness Week". R CARRIED. Councillor Peary advised that Tradex raised over $40,000 for the new hospital, and thanked KPM for its support. 9. ADJOURNMENT Sweeney, that the Regular meeting of Council be adjourned (4:35 p.m.).
