Staff Present: Acting Municipal Manager, Acting Assistant Municipal Manager, Municipal Clerk, Deputy Clerk, and J. Turner - Administrative Assistant. The Mayor welcomed the Third Central Surrey Cub Pack, who were present to view the proceedings while working towards their Citizenship badges. A. ADOPTION OF MINUTES 1. Regular Council - November 25, 1991 Moved by Alderman Fomich That the minutes of the Regular Council meeting of November 25, 1991, be adopted. RES B. DELEGATIONS 1. ICBC Traffic Committee ( / ) At the request of Council, members of the ICBC Traffic Committee were in attendance to receive recognition for their service to the community. Alderman Higginbotham gave an outline of the ICBC Traffic Committee's work with the community to reduce traffic hazards in Surrey. Tom Grady addressed Council and, along with the members of the Traffic Committee, was presented with a plaque by Alderman Higginbotham to honour the Committee's efforts. C. REPORTS OF STANDING/SPECIAL/SELECT COMMITTEES 1. Finance Committee

2 (a) Provisional Budget Moved by Alderman Watkins Seconded by Alderman Villeneuve That the 1992 Provisional Budget be received. RES (b) Expenditures/Capital Works Moved by Alderman Watkins Seconded by Alderman Schrenk That Council authorize the expenditures necessary to continue the day-to-day operations of the Municipality and to continue approved Capital Works, Municipal Utilities and Public Works, including those projects which have by-law authorization. No funds are to be expended for Capital Works that have not been previously approved by Council. RES Social Planning Committee (a) Membership/Terms of Reference Moved by Alderman Higginbotham Seconded by Alderman Villeneuve That the Social Planning Committee Terms of Reference be amended as follows: 1. Expand the number of citizen members to six from four (NOTE: with three Council members, the resulting membership would be nine.) 2. Increase the term of office for citizen appointees to two years. (NOTE: this would permit current citizen members to be granted a second year extension to their term.) 3. Maintain the quorum of the Social Planning Committee at four members. (NOTE: Section 6 of the Council Procedure By-law No states: "A majority of the members of the Council or of any committee thereof shall constitute a quorum for the transaction of business." 4. Append membership goals as a guide for Social Planning Committee recruitment as follows: "In appointing members to the Social Planning Committee, effort will be made to recruit and appoint representatives reflecting the following characteristics:

RES Item No. R473 2nd Avenue Closure/Pacific Border Crossing ( ) The Acting Manager submitted a report from the Municipal Engineer apprising Council of the current status of the 2nd Avenue closure and resolution of border-crossing problems, as well as responding to Mr. Gordon Brow, who appeared as a delegation at the September 23rd Councilin-Committee meeting, requesting the closure of 2nd Avenue. The Municipal Engineer was recommending that: 1. The Province be asked to fully fund 175A Street road opening from 2 Avenue to 4 Avenue. 2. That the closure of 2 Avenue west of Pacific Highway proceed when 175A Street is opened from 2 Avenue to 4 Avenue. 3. That Mr. Gordon Brow be advised of this position. The Acting Manager concurred with the recommendations of the Municipal Engineer. Moved by Alderman Watkins That a copy of the report be sent to Surrey's MLAs with a covering letter from Mayor Bose stressing Surrey's position.

23 RES Alderman Robinson left the meeting at 7:45 p.m. Item No. R474 Traffic Signal -Old Yale Road/Surrey Place Access ( ) The Acting Manager submitted a report from the Deputy Municipal Engineer indicating a major access to Surrey Place mall from Old Yale Road is located immediately west of the SkyTrain columns and that safety for traffic exiting the mall at this intersection can be improved by the installation of traffic signals. The Deputy Municipal Engineer was recommending that traffic signals be installed on Old Yale Road at the Surrey Place Mall access at an estimated cost of $60,000. The Acting Director of Planning indicated that it would appear rezoning to C-D Comprehensive Development would be the most appropriate mechanism to permit the proposed facility at this time and the Association should, therefore, submit an application to rezone their property from R-F to C-D. The Acting Director of Planning was recommending that this report be received by Council and a copy sent to the Women's Place Association.
