RES A. ADOPTION OF MINUTES 1. Regular Council - July 17, 1995 Seconded by Councillor Villeneuve That the minutes of the Regular Council meeting of Monday, July 17, 1995, be adopted. RES Council-in-Committee - July 18, 1995 (a) Seconded by Councillor Villeneuve That the minutes of the Council-in-Committee meeting of Tuesday, July 18, 1995, be received. RES (b) Seconded by Councillor Villeneuve That all the recommendations of these minutes be adopted, as follows: Item No. C235 Zoning By-law Amendments Dealing with Large Dwellings on Large Lots File: That Council approve the following amendments to the Surrey Zoning By-law, 1993, No : 1. In sub-section D.1(b) of Part 16, RF Single Family Residential Zone, delete the word "and" at the end of sub-section D.1(b)i, insert the word "and" at the end of D.1(b)ii and insert the following: "iii Notwithstanding the above, the maximum floor area permitted is 330 square metres (3,550 sq.ft.)." 2. In Sections D, E, F and H of Part 12, RA One Acre Residential Zone, replace "700 square metres (7,500 sq.ft.)" with "900 square metres (9,685 sq.ft.)" wherever these words occur. 3. That the definition of Density-Floor Area Ratio in Part 1 Definition, be amended by deleting the word "basement" in sub-section (a) and by inserting the following two new sub-sections after the word "calculation" in sub-section (d): "(e) Where the finished grade slopes an average of less than 20% as measured between opposite building faces, the portion of the basement floor area to be included in the aforesaid floor area ratio calculation shall be equal to the percentage of the basement volume above grade. (f) Where the finished grade slopes an average of 20% or greater as measured between two opposite building faces, the basement floor area shall be excluded from the floor area ratio calculation providing one of the opposing foundation walls is 80% below finished grade."

3 Item No. C237 File: Chantrell Drainage Study - Final IDG Report That the final IDG Report on drainage in Chantrell Creek be received for information. That the consultant's recommended option for dealing with runoff flows, namely a combination of pond modifications, creek rehabilitation work, and an overflow trunk down 136 Street, be supported in principle. That the design of the identified works proceed at an estimated cost of $80,000 and a construction program be developed, with the design to be funded from the drainage advanced design budget. That a sanitary sewer be designed at an estimated cost of $10,000 concurrently for a common trench installation with the drainage trunk on 136 Street from 27 Avenue to 24A Avenue. That following completion of a detailed design, a report be brought forward to Council outlining construction costs and funding options. That a consultation process be undertaken and a report be presented to Council in conjunction with the report outlining construction costs and funding options. Item No. C238 File: Investment Policy That the "City of Surrey Investment Policy", attached to Corporate Report C238, be adopted. RES Council-in-Committee - July 25, 1995 (a) That the minutes of the Council-in-Committee meeting of Tuesday, July 25, 1995, be received. RES (b) The recommendation of these minutes was considered and dealt with as follows: Item No. C239 Neighbourhood Concept Plan (NCP) East Newton (North Neighbourhood No. 1) Stage 1 Report

4 File: /1 That Council: 1. Approve in principle the attached physical plan component (Stage 1) of the Neighbourhood Concept Plan (NCP) for the north neighbourhood of East Newton (attached as Appendix 1). 2. Authorize the NCP participants to commence Stage 2 of the NCP based on the type, size, location and densities of the specific land uses, road hierarchy and locations, subdivision concept, and general servicing concepts contained in the attached Stage 1 NCP Report (Appendix I). 3. Require the NCP proponents to eliminate the double fronting lots on 72 Avenue, and make minor adjustments to the NCP as identified in this report and Appendix IV/V. 4. Require the NCP proponents, in consultation with City staff, to secure all relevant approvals from the Ministry of Environment. 5. That the concerns raised by Council, during the July 25, 1995 Council-in-Committee meeting, be addressed by way of an interim report to Council during Stage II of the process. RES with Councillor Robinson against. 5. Public Hearing - July 24, 1995 That the minutes of the Public Hearing held on Monday, July 24, 1995, be received. RES Public Hearing - July 25, 1995 Councillors Robinson and McKinnon advised that they have read the July 25, 1995 Public Hearing minutes. That the minutes of the Public Hearing held on Tuesday, July 25, 1995, be received.

5 RES B. DELEGATIONS 1. Kuldip Singh Malhi ( ) No one was in attendance to respond to a Section 936 Order concerning an abandoned house located at Street which is considered so dilapidated and uncleanly a condition as to be offensive to the community. Seconded by Councillor Robinson That the Council of the City of Surrey hereby declares that the abandoned house located on Lot 8, Section 27, TP. 2, NWD, Plan 18284, being Street; is in so dilapidated and uncleanly a condition as to be offensive to the community. It is hereby ordered that the said abandoned house be demolished, foundation removed or filled in with clean granular material if necessary, and all debris removed from the site by the owners or agent of the owners within thirty (30) days of service of this order upon them. It is further ordered that should the owners or agent of the owners fail to comply with the aforesaid order within the said period of thirty (30) days, the City of Surrey, by our own workmen or contractors, may enter on the land and demolish the abandoned house and remove the debris from the site at the expense of the owner and the charges for so doing, if unpaid by the owner on the 31st day of December of any year, shall be added to and form part of the taxes payable in respect of that land as taxes in arrears. RES K.C. Group Properties Ltd. ( ) No one was in attendance to respond to a Section 936 Order concerning an abandoned house located at Avenue which is considered so dilapidated and uncleanly a condition as to be offensive to the community. Moved by Councillor Robinson That the Council of the City of Surrey hereby declares that the abandoned house located on Lot 3, Except: Part Highway on Plan 28411; Section 22, Block 5 North, Range 1 West, New Westminster District, Plan 14119, being Avenue; is in so dilapidated and uncleanly a condition as to be offensive to the community. It is hereby ordered that the said abandoned building be demolished, foundation removed or filled in with clean granular material if necessary, and all debris removed from the site by the owners or agent of the owners within sixty (60) days of service of this order upon them. It is further ordered that should the owners or agent of the owners fail to comply with the aforesaid

6 order within the said period of sixty (60) days, the City of Surrey, by our own workmen or contractors, may enter on the land and demolish the abandoned house and remove the debris from the site at the expense of the owner and the charges for so doing, if unpaid by the owner on the 31st day of December of any year, shall be added to and form part of the taxes payable in respect of that land as taxes in arrears. RES C. COMMITTEE REPORTS D. BOARD/COMMISSION REPORTS 1. Board of Variance - June 20, 1995 Seconded by Councillor Lewin That the minutes of the Board of Variance meeting of June 20, 1995, be received. RES Parks & Recreation Commission - June 21, 1995 In response to questions from Council, the General Manager of Parks & Recreation undertook to keep Council apprised of the funding status for the North Surrey track facility, in particular the School Board contribution. As well, he agreed to provide Council with information pertaining to the new Fees & Charges schedule. RES Boundary Union Board of Health - May 24, 1995 Moved by Councillor Lewin That the minutes of the Boundary Union Board of Health meeting of May 24, 1995, be received. RES

7 E. MAYOR'S REPORT 1. Proclamations Mayor Bose read the following proclamation (a) PNE DAYS August 19 - September 4, 1995 WHEREAS the PNE is a provincial crown corporation founded to provide a site for all British Columbians to gather and celebrate the industries, the accomplishments, and the agricultural advances that are British Columbian; and WHEREAS all B.C. communities are participants in the annual Provincial Fair hosted by the Pacific National Exhibition; and WHEREAS the mandate of the Pacific National Exhibition is to seek and encourage the participation of all British Columbians in their Provincial Fair, NOW, THEREFORE, I, Robert J. Bose, do hereby proclaim August 19th to September 4th, 1995 as "PNE DAYS" in the City of Surrey and I urge all residents of Surrey to become participants in their annual Provincial Fair. Robert J. Bose Mayor 2. Bi-National Rail Corridor Study Mayor Bose apprised Council of a Conference he attended in Olympia, Washington. The Bi- National Rail Corridor Study is a joint venture between the States and the Province of British Columbia, reports are expected to be tabled by late September. Mayor Bose commented that it would be useful to host some of the officials involved in that study after the report has been tabled. Members of Council commented on the importance of railroad service as an alternative to cars. F. COUNCILLORS' REPORTS 1. National Conference on Problem Oriented Policing (PP109) Justice Institute of BC October 20-22, 1995

8 ( ) Council is requested to pass a resolution authorizing all members of Council to attend the National Conference on Problem Oriented Policing (PP109), to be held October 20-22, 1995, at the Justice Institute of BC, and that expenses be paid in accordance with Council's policy. RES G. CORPORATE REPORTS 1. The following Corporate Reports to be considered: Item No. R680 Exotic Animal Performance By-law, 1993, No ( ; ) The General Manager, Corporate Services and the Manager, Legal Services submitted a report in response to Council's request of July 10, 1995, to review Langley's By-law which prohibits the accompaniment of wild animals with circuses, etc., as well as the performance of such animals. The General Manager of Corporate Services and the Manager, Legal Services were recommending approval of the recommendation as outlined in the report. That Section 3 of the "Exotic Performance By-law, 1993, No " be amended by adding the words "accompany or" after the words "exotic animals" and before the words "are required to perform". RES Item No. R681 Hawkers and Roadside Pedlars Blitz ( ) The General Manager of Corporate Services submitted a report concerning a blitz on hawkers and roadside pedlars on the weekend of July 8 and 9, The General Manager of Corporate Services was recommending that the report be received for information.

RES Item No. R682 King George Highway Corridor ( ; ) The General Manager of Engineering submitted a report advising Council on the status of engineering planning in the King George Highway Corridor Study Area. The General Manager of Engineering was recommending that Council receive the report for information. That the information be received. RES That the King George Highway Corridor Study be forwarded to Council in September for ratification. RES Item No. R683 Provincial Cycling Network Program ( ) The General Manager of Engineering submitted a report informing Council of the new Cycling Network Program announced by the Province and the applications to be submitted by the City for 1995 projects. The General Manager of Engineering was recommending that Council receive the report for information. Moved by Councillor Watkins Seconded by Councillor Robinson That the information be received.

10 RES Item No. R Roads & Transportation Budget Additions/Surplus 1994 Funds ( /2) The General Manager of Engineering submitted a report requesting approval to proceed with additional Roads & Transportation capital projects and designs in 1995 in accord with Schedule 1 (attached). The General Manager of Engineering was recommending approval of the recommendation as outlined in the report. That approval be granted to proceed with additional Roads & Transportation capital projects and designs in 1995 in accord with Schedule 1. RES Item No. R685 Engineering 1996 Local Improvement Program ( /00) The General Manager of Engineering submitted a report to obtain Council authorization for inviting opinions from the owners of property affected by proposed 1996 Local Improvement works. The General Manager of Engineering was recommending approval of the recommendation as outlined in the report. Seconded by Councillor Lewin That the Engineering Department proceed, by Council initiative, with the 1996 Engineering Local Improvement Program as detailed in the Appendix, in accordance with Section 656 of the Municipal Act. RES Item No. R686 Traffic Calming on Prince Charles Boulevard ( ) The General Manager of Engineering submitted a report seeking Council concurrence to construct traffic calming devices on Prince Charles Boulevard to reduce speeding and the volume of shortcutting traffic in this area.

11 The General Manager of Engineering was recommending approval of the recommendations as outlined in the report. 1. That temporary traffic circles be constructed for a six month trial basis on Prince Charles Boulevard at the intersections of Wallace Crescent, 92A Avenue, 92 Avenue, and Glengarry Crescent. 2. After the six month trial and subject to: (a) satisfactory performance of the traffic circles; (b) continued approval of the residents, and (c) funding (estimated at $25,000) permanent traffic circles be constructed. 3. Guidelines for processing traffic calming measures (see attached) be adopted. RES Item No. R687 Request for Tax Exemption - The Royal Canadian Legion Branch No. 240 ( ) The Generaln component (Stage 1) of the Neighbourhood Concept Plan (NCP) for the north neighbourhood of East Newton (attached as Appendix 1). 2.
