St. Thomas Elgin Local Immigration Partnership Petrusia Hontar, Project Coordinator, STELIP will provide an update on the activities of the St. Thomas Elgin Local Immigration Partnership. PETITIONS AND COMMUNICATIONS Culture Days - September 29th to October 1st, Proclamation and Flag Raising A letter has been received from Megan Pickersgill, Tourism Coordinator, Railway City Tourism requesting that Council proclaim September 29th to October 1st, 2017 as Culture Days in the City of St. Thomas and that the Culture Days flag be flown at City Hall from September 25 th to October 2nd. The flag raising is proposed for September 25th, Pages Burwell Road Speed Limits, Alma Street Reconstruction and Vine Growth on City Hall A letter has been received from Reinhard Schneider, 33 Meadowvale Drive suggesting increased speed limits on Burwell Road, Alma Street reconstruction and removal of the vine growth on City Hall. Page 25 Township of Oro-Medonte - Ontario Wildlife Damage Compensation Program A copy of a letter addressed to Premier Wynne has been received from Harry Hughes, Mayor, Township of Oro-Medonte regarding expansion of the Ontario Wildlife Damage Compensation Program. Pages St. Thomas Curling Club - 38 Parkside Drive - Application for Expansion of Liquor Licence Application has been made to the Alcohol and Gaming Commission of Ontario by the St. Thomas Curling Club for an expansion of its indoor liquor licensed area at 38 Parkside Drive, St. Thomas. 15 The Corporation of the City of St. Thomas 15 Report No.: PD File No.: Directed to: Mayor Jackson and Members of Council Subject: Report Date: September 1 st, 2017 Council Meeting Date: September 11 th, 2017 Proposed Zoning By-law Amendment Shawside Development Limited, Proposed Single Detached Dwelling, Pebble Beach Court Department: Prepared by: Planning & Building Services Department Jim McCoomb, Planner Attachments: - draft amendment - site plan THAT: Report PD relating to a proposed zoning by-law amendment by Shawside Development Limited for a single detached dwelling residence on Pebble Beach Court be received for information; and further THAT: Council authorize staff to prepare a site specific draft amendment to St. Thomas Zoning By-law to permit a single detached dwelling on lands which may be legally described as Block 38, Plan 11M-184, City of St. Thomas; and further THAT: A public meeting be set for Tuesday, October 10 th, 2017 at 5:25 p.m. in accordance with Ontario Regulation 545/06. ORIGIN: Shawside Development Limited has made application to amend City of St. Thomas Zoning By-law to support a proposed residential development comprised of a single detached dwelling on lands located at Block 38 on Plan 11M-184. The property is currently vacant. A consultation meeting was held with City staff on August 24th, As a result of that meeting, it was determined that a zoning by-law amendment application would be required to support the proposal. ANALYSIS: Proposal: Shawside Development Limited is proposing to amend the zoning by-law to permit a single detached dwelling on a vacant parcel of land known as Block 38 on Plan 11M-184. The Block was originally intended for a condominium development with four dwelling units, however the applicant is now proposing that only one single detached dwelling will be built (see site plan, attached). Existing land uses surrounding the subject lands are low density residential to the east. The subject lands, which are shown in heavy solid line on the Location Plan, are surrounded on the north, west and south by a ravine system that is tributary to Kettle Creek. Official Plan Policies: The subject property is designated Residential within the Official Plan of the St. Thomas Planning Area. The Residential Policies contained within Subsection of the Official Plan permit a full range of residential uses and densities, subject to the policies of the Plan. In my opinion the proposed development is consistent with the applicable policies of the Official Plan. Zoning By-law: The subject property is currently located within the Third Residential Zone (R3-90) of the City of St. Thomas Zoning By-law The R3-90 zone only permits single detached dwellings and accessory uses, but to a maximum density of 4 dwelling units on the Block. The applicant is proposing only one dwelling unit. A zoning amendment is required to ensure that only one dwelling unit may be built on the Block, and to set site specific regulations to control coverage and building location Provincial Policy Statement (PPS): The Planning Act provides that the decisions of Council in respect of any authority that affects a planning matter shall be consistent with policy statements issued under Section 3(1) of the Act. The current policy statement is the 2014 Provincial Policy Statement.
16 16 Section 1.1.1(b) of the PPS states that Location Plan: healthy, liveable and safe communities are sustained by accommodating an appropriate range and mix of residential (including second units, affordable housing and housing for older persons), employment (including industrial and commercial), institutional (including places of worship, cemeteries and long-term care homes), recreation, park and open space, and other uses to meet long-term needs In my opinion the proposed amendment is consistent with the applicable policies of the 2014 PPS. STAFF COMMENT: Through the consultation process it was identified that an update from the applicant s geotechnical engineer would be required to address setbacks from the ravine that boarders three sides of the Block. The recommendations will be implemented through the proposed amendment. At the time of preparation of this report the requested information was not as yet received, however staff are confident that it will be received in advance of the public meeting and therefore a meeting date may be set. The proposed amendment will need to have a site specific regulation governing coverage, in order to ensure that the size/scale of future buildings and structures is compatible with the balance of the existing neighbourhood. Subject: Annual Optimist Santa Claus Parade Road Closures and Temporary Exemption to By-Law Recommendation: THAT: Report ES69-17, Annual Optimist Santa Claus Parade Road Closures and Temporary Exemption to By- Law , be received for information; and further THAT: A temporary exemption is granted to the Optimist Santa Claus Parade event organizers from Section 6.1 of the Animal Control By-Law , as amended, to permit animals to participate in the parade; and further THAT: Council approve the temporary closing of First Avenue from the north side of Talbot Street to the south side of Redan Street from 3:00 p.m. to 8:00 p.m. (northbound lanes available for emergency vehicles) and Talbot Street from the west side of First Avenue to the east side of William Street from 6:00 p.m. to 8:00 p.m. both on Saturday November 18, 2017, and further THAT: Access for emergency vehicles be maintained at all times through the closures; and further THAT: Parking be restricted between 5:00 p.m. and 8:30 p.m. on both sides of the roadways along the parade route; and further THAT: All other requirements of the Special Events Committee be fulfilled to the satisfaction of the Corporation of the City of St. Thomas. Origin: On an annual basis the Optimist Club of St. Thomas sponsors the Santa Claus Parade. A special event permit application was submitted to the Special Events Committee for consideration at their August 2, 2017 meeting where the application was approved. Analysis: The parade route will begin from a staging area on the southbound lanes of First Avenue between Redan Street and Talbot Street. From that point, the parade will run west along Talbot Street where the parade will officially end at Elgin Street and small vehicles/floats will turn left on Elgin Street to disburse. Large trucks/trailers will disburse on Talbot Street between Elgin Street and William Street. This allows for safer operations of vehicles and interactions with event participants and spectators. City operations staff will install and remove the necessary traffic control barricades and temporary conditions signing as well as additional garbage cans.
20 20 Financial Considerations: The cost of installing and removing the required traffic control as well as garbage cans for the road closures are included in the Environmental Services, Roads and Transportation Operating budget for special events. All three levels of government will be represented with the Mayor as the official host.
