Alderman Robinson and Alderman Watkins entered the meeting as indicated in the minutes. Staff Present: Acting Municipal Manager, Acting Assistant Manager, Deputy Clerk, and J. Turner - Administrative Assistant. A. ADOPTION OF MINUTES 1. Inaugural Council - December 2, 1991 The Deputy Clerk requested that Res be amended by deleting reference to Aldermen Villeneuve and Fomich. Moved by Alderman Villeneuve That the minutes of the Inaugural Council meeting of December 2, 1991, be adopted, as amended. Mr. Alfred Krentz ( ) Mr. Krentz was in attendance on the occasion of his retirement after 15 years of service as a Municipal employee. Mayor Bose made a presentation to Mr. Krentz and Mr. Krentz was thanked by all members of Council for his service to the Municipality th Surdel Cub Pack Mayor Bose welcomed the 19th Surdel Cub Pack, who were in attendance to view the proceedings. C. REPORTS OF STANDING/SPECIAL/SELECT COMMITTEES 1. Social Planning Committee Memo from Municipal Clerk concerning Resolution No of the December 2, 1991 Inaugural Council minutes and pointing out that the Procedural By-law requires a majority of any committee constitutes a quorum; therefore, with a membership of nine, a quorum would be five members. 25 Item No. R ) Amendment to Local Improvement Cost-Sharing By-law No ( & The Acting Manager submitted a report from the Deputy Municipal Engineer concerning amending the Cost-Sharing By-law to incorporate revised cost-sharing provisions for Local Improvement works undertaken to resolve pollution problems resulting from malfunctioning septic disposal systems. The Deputy Municipal Engineer was recommending that: 1. "Local Improvement Cost-Sharing By-law, 1970, No. 3250" be amended as per Appendix; and 2. That upon adoption of an amending by-law, a copy of the revised Cost-Sharing By-law be deposited with the Inspector of Municipalities as per Section 661 (1) of the Municipal Act. The Acting Manager concurred with the recommendation of the Deputy Municipal Engineer. Moved by Alderman Robinson That: 1. "Local Improvement Cost-Sharing By-law, 1970, No. 3250" be amended as follows: Amend Clause 5(b)(1)(c) to read as follows: "notwithstanding the cost sharing provisions above, where the works to be undertaken are upon recommendations of the Medical Officer of Health to resolve a potential hazard affecting health, the owners' portion of the cost shall be 100% less any Provincial contribution under the Revenue Sharing Act, and also less the costs which the Sewer Utility may contribute with respect to upsizing and/or servicing of the future lots which directly benefit from the sewer installation." 2. That upon adoption of an amending by-law, a copy of the revised Cost-Sharing By-law be deposited with the Inspector of Municipalities as per Section 661 (1) of the Municipal Act. The Acting Manager concurred with the recommendation of the Acting Municipal Collector. The Municipal Clerk was recommending that: 1. Effective January 1, 1992, subscriptions for agenda packages be increased from an annual charge of $480 to an annual cost of $530 to recover the full cost of production. 2. That the news media and community organizations continue to receive complimentary copies of the agenda package. Community organizations will be limited to one copy per organization. 3. That a complete copy of the agenda package continue to be kept in the Clerk's Department for viewing at the counter, and that it not be loaned or given away.

30 Item No. R496 Footsteps to Freedom Recovery Centreat A Street ( ) The Acting Manager submitted a report from the Chief Inspector advising Council of actions taken by the Permits & License Department to address the concerns of residents near A Street regarding the Footsteps to Freedom alcohol and drug recovery centre. The Chief Inspector stated that having reviewed the treatment program offered by Footsteps to Freedom, his Department is of the opinion that it constitutes more of an activity schedule than a structured care program. As well, the Ministry of Social Services & Housing and the Boundary Health Unit have advised the persons residing are independent individuals not requiring special care. The Chief Inspector stated his Department had decided to proceed with legal action against the operator of the facility, but the house at A Street has been vacated. The Permits & License Department will be investigating any new locations the operator, Tammy Hadfield, may be operating from. The Acting Manager was recommending that the information be received. Alderman Fomich returned to the meeting at 7:45 p.m. Moved by Alderman Robinson That the information be received and a copy of the report be sent to the recent delegation to Council-in- Committee.
