CALL TO ORDER The Chairman called the meeting to order at 7:30 p.m. 2. CONSENT AGENDA 5.0 BY-LAWS TO BE ADOPTED Moved by Councillor Funk, seconded by Councillor Warawa, that the by-laws for adoption be dealt with individually. DEFEATED. There was acknowledgement that the increases, which were recommended by the Council Remuneration Review Committee, were not significant. It was observed that the increases were approved in May 1995 before Council had an opportunity to review the 1996 budget. Given recent budgetary cuts and efforts to achieve a 0% tax increase in 1996, some Councillors felt that the increases were no longer appropriate. However, the comment was made that Councillors were not obliged to accept the remuneration or the increases. The original motion was then put and R CARRIED. Opposed: Councillors Boyes, Funk, and Gibson 5.1 MINUTES AND CORRESPONDENCE TO BE RECEIVED Moved by Councillor Robertson, seconded by Councillor Gibson, that the following minutes and correspondence be received:.1 Minutes of the Abbotsford Traffic Safety Advisory Committee meeting held November 15, 1995;.2 Minutes of the Abbotsford Stream Conservation meeting held October 11, 1995;.3 Minutes of the Fraser Valley Regional Library Board meeting held November 30, 1995;.4 Correspondence dated December 1, 1995, from the Premier in response to Mayor Ferguson's letter taking issue with the Going Places publication;.5 Correspondence dated November 30, 1995, from the Greater Vancouver Regional District announcing that the Livable Region Strategic Plan was adopted October 27, 1995;

Recreation and Parks Association and November 6, 1995, from R.C. Sweeting Medical Services Ltd., lending support to the 100% No Smoking By-law Initiative;.9 Correspondence dated December 4, 1995, from Interfor Forestry and Logging Group providing an update on the Spotted Owl research being conducted by Carl Walters at UBC;.10 Correspondence dated December 8, 1995, from Constance Fogal Law Office addressing Canadian Unity;.11 Correspondence dated December 7, 1995, from Sumas Mountain Conservation Association to the Minister of Energy, Mines and Petroleum Resources regarding a proposed gravel quarry on Ward Road;.12 Update from the Fraser Basin Management Program dated November 1995; and 13. Report of the Gove Inquiry Into Child Protection. The minutes of the November 5, 1995, Abbotsford Traffic Safety Advisory Committee meeting, correspondence between Mayor Ferguson and the Premier regarding the Going Places publication, the letter from the Sumas Mountain Conservation Association, and the two letters supporting the 100% no smoking by-law initiative were reviewed. The motion was then put and R CARRIED.

Parks and Recreation Association, and November 6, 1995, from R.C. Sweeting Medical Services Ltd., lending support to the 100% No Smoking By-law Initiative, be forwarded to the Fraser Valley Regional District for consideration. R CARRIED. Opposed: Councillors Boyes, Funk, Robertson, and Wiebe Moved by Councillor Warawa, seconded by Councillor Gibson, that an estimated $50,000 be budgeted in 1997 for a pedestrian-activated signal at the corner of Southern Drive and Townline Road, subject to the warrants being met. R CARRIED. 6. REPORTS (STAFF/COMMITTEES) None. 7. BY-LAWS.1 By-laws No and Rescind Third Reading Moved by Councillor Robertson, seconded by Councillor Lee, that Report No dated December 13, 1995, from the Senior Planner recommending that third readings given By-laws Nos and be rescinded and the by-laws be advanced to Public Hearing, be received. Moved by Councillor Peary, seconded by Councillor Wiebe, that third reading given By-law No , cited as "District of Abbotsford Official Community Plan By-law No , Amendment By-law No ", on May 9, 1994, now be rescinded. R CARRIED.

R CARRIED. Moved by Councillor Wiebe, seconded by Councillor Lee, that By-law No , cited as "Mats qui Zoning By-law, 1985, Amendment By-law No. 522", now be introduced and read a first time. R CARRIED. 8. NEW BUSINESS.1 Justice Building and Clearbrook Library - Janitorial and Cleaning Services - Tender ( ) Moved by Councillor Robertson, seconded by Councillor Wiebe that, as recommended in Report No dated December 13, 1995, from the Purchasing Manager, the low tender from Brar Building Maintenance be accepted for janitorial and cleaning services at the new Clearbrook Library for a 12-month period commencing January 1, 1996, for the monthly price of $1, (including O.S.T.); and the low tender from Cleansweep Office Maintenance be accepted for janitorial and cleaning services at the Justice Building for a 12-month period commencing January I, 1996, for the monthly price of $1, (including O.S.T.), subject to security clearance. R CARRIED.

8 at 7:30 p.m. in the Matsqui Centennial Auditorium Page 8.2 Fraser City Installations - Contract No Tender ( ) Councillor Boyes declared a conflict of interest and excused himself from the meeting at 7:50 p.m. Moved by Councillor Gibson, seconded by Councillor Wiebe that, as recommended in Report No. 129 dated December 13, 1995, from the Engineering Technician, Contract No , Emerson Beautification Project - Phase 4, to supply and install underground works for the removal of overhead utilities on South Fraser Way at Emerson Street, be awarded to the low tenderer, Fraser City Installations, for the tendered price of $148, Councillor Lee suggested the award of the contract be deferred until the budget figures could be provided. The Manager of Engineering Services clarified that there is funding in the 1995 budget for the project, which will also use contributions from adjacent developments and a one-third contribution from B.C. Hydro. There is a potential savings of $50,000; however, other works are planned. The motion was then put and R CARRIED. Councillor Boyes rejoined the meeting at 7:55 p.m..3 SEASONAL GREETINGS Council and staff were congratulated on their efforts in successfully completing the first year of amalgamation. Members of Council then exchanged seasonal greetings, and wished the citizens of Abbotsford all the best for ADJOURNMENT Moved by Councillor Gibson, seconded by Councillor Funk, that the Regular meeting of Council be adjourned.
