No Amends Setbacks for Poultry Barns and Associated Enclosed Manure Storage (R98-61) Moved by Councillor Gill, seconded by Councillor Wiebe, that By-law No , cited as "Abbotsford Zoning By-law, 1996, AmendmentBy-IawNo. 136", now be read a second and third time. Moved by Councillor Fast, seconded by Councillor Ross, that By-law No , cited as "Abbotsford Zoning By-law, 1996, Amendment By-law No. 136", be amended to reduce the setbacks for poultry barns and associated manure storage to 15 m, rather than 20 m. In support of the proposed amendment, reference was made to correspondence received at the August 17, 1998, Public Hearing, in which six groups involved in the "feather" industry had indicated support of reducing poultry barn setbacks to 15 m, similar to surrounding municipalities. It was noted that an increase to the minimum quotas necessitated larger operations and that technological enhancements had improved the handling of waste. One member of Council commented that the Agricultural Select Committee had made the recommendation for a 20 m setback without seeking input from the affected industry, and there was a suggestion that the 15 m setback would assist Abbotsford's agricultural industry remain competitive.

5 the Matsqui Centennial Auditorium Page 5 Speaking in opposition to the proposed amendment, several Council members contended that recommendations of the Agricultural Select Committee should be endorsed, and one member commented on the "industrialization"offarming, expressing concern about intensive farming operations on small parcels ofland. It was noted that amending the by-law would necessitate a new public hearing. The amendment motion was then put and ~ / DEFEATED. NEW BUSINESS.1 Marv's Excavating Ltd. - Installation of Box Culvert at Simpson Road - Contract ( /25) Moved by Councillor Wiebe, seconded by Councillor Fast that, as recommended in Report No. ENG dated August 19, 1998, from the Manager, Transportation and Drainage: (1) the contract for the installation of a box culvert at Simpson Road be awarded to Marv's Excavating Ltd., in the amount of $76,260, plus G.S.T., subject to receipt of a Ministry of Environment permit; and (2) the Mayor and City Clerk be authorized to execute all documentation relating to this contract. R CARRIED..2 Christian Reformed Church Youth Group, 931 McKenzie Road - Concert Moved by Councillor Warawa, seconded by Councillor Gill, that permission be granted to the Christian Reformed Church Youth Group to conduct a concert on private property at 931 McKenzie Road, on October 2, 1998, from 7:30 to 9:00 p.m. R CARRIED. 9.
