Smith; Councillors M. Booth, C. Cameron, C. Cassidy, N. Gambioli, M. Lewis, and W. Soprovich. STAFF: N. Leemhuis, Chief Administrative Officer; B. Leigh, Deputy Chief Administrative Officer; S. Scholes, Municipal Clerk; R. Fung, Director, Engineering and Transportation; M. Koke, Chief Financial Officer; A. Mooi, Director, Parks and Community Services; B. Sokol, Director, Planning, Land Development and Permits; and M. Panneton, Deputy Clerk. CALL TO ORDER 1. The meeting was called to order at 7:01 p.m. Mayor Smith informed that: the District will withdraw from the North Shore Family Court and Youth Justice Committee effective December 31, 2014 and that the District will provide funding to support key services that have benefited from the work of the Committee, specifically $10,000 to Hollyburn Family Services for youth outreach and justice support through the North Shore Youth Safe House, $3,000 for continuation of Day in Court workshops focusing on how to access the court system, and an increase to the Community Grants budget of $2,000 for the community and social services stream to support initiatives that address youth and families affected by domestic violence; Council has reappointed Kirsty Farquharson, Eric Fiss, and Anjili Bahadoorsingh to the Memorial Library Board; and that Council has approved a Lease and Licence Agreement with Hollyburn Sailing Club regarding the use of 1326 Argyle Avenue for a term of five years. Approval of December 15, 2014 Regular Council Meeting Agenda MOVED by Lewis, seconded by Cameron: THAT the December 15, 2014 regular Council meeting agenda be approved as circulated. ADOPTION OF MINUTES 3. Adoption of Council Meeting Minutes MOVED by Soprovich, seconded by Cameron: THAT the following Minutes be adopted as circulated: November 24, 2014 special and regular Council meetings, and December 1, 2014 Inaugural Council meeting. Appointments of Council Members to Boards, Committees, and Working Groups for 2015 (File: / / / ) Moved to Item Review and Analysis of the District's 2014 Third Quarter Operating Results and Capital Plan Program (File: ) M. Koke (Chief Financial Officer) spoke relative to the subject report dated December 1, Councillor Cameron left the meeting at 7:05 p.m. and returned to the meeting at 7:05 p.m. R. Fung (Director, Engineering and Transportation) and M. Koke responded to queries of Council. MOVED by Gambioli, seconded by Lewis: THAT the report dated December 1, 2014, from the Chief Financial Officer, titled Review and Analysis of the District s 2014 Third Quarter Operating Results and Capital Plan Program be received for information. 6. Budget Update Presentation (File: ) A PowerPoint presentation was provided and M. Koke (Chief Financial Officer) spoke relative to the budget update including fund structure, 2015 averages, property taxes, budget process, 2015 budget, and long-term fiscal sustainability review. M. Koke and N. Leemhuis (Chief Administrative Officer) responded to queries of Council. MOVED by Cassidy, seconded by Lewis: THAT the Budget Update Presentation from the Chief Financial Officer be received for information. 7. Design Review Committee - Proposed New Terms of Reference (File: DRC) Discussion ensued relative to the proposed new terms of reference and B. Sokol (Director, Planning, Land Development and Permits) responded to queries of Council. MOVED by Cameron, seconded by Booth: THAT the Design Review Committee Terms of Reference (Policy ) be amended by removing Section 4.0 Membership and replacing it with Section 3.0 Membership of Appendix B attached to the report dated November 4, DECEMBER 15, 2014 REGULAR COUNCIL MEETING MINUTES M-2

3 Council members commented relative to the proposed amendments to the terms of reference. The question was called on the motion. 8. Parking Study at the Civic Site (File: ) J. Wong (Manager, Facilities and Assets) introduced D. Howes (Howes Technical Advantage Ltd.). A PowerPoint presentation was provided and D. Howes spoke relative to the subject report dated November 24, 2014 including: study objective, scope and area; history; current issues raised; current supply on site; on site demand regular spaces; current supply on street and on street demand; summary of results; calculated demand; draft strategy: short term; alternative modes of transportation; draft strategy medium term; parking counter; time limit; draft strategy long term; and next steps. D. Howes and A. Mooi (Director, Parks and Community Services) responded to queries of Council. MOVED by Booth, seconded by Soprovich: THAT the report dated November 24, 2014 titled Parking Study at the Civic Site be received for information. MOVED by Booth, seconded by Cameron: THAT 1. staff be directed to design and prepare cost estimates for inclusion in the 2015 budget discussion for screening/landscaping on the north side of the tennis court lot at the Community Centre, and moving the current vehicular access to that lot to align with the driveway into Stonethro s parking lot; and 2. staff be directed to conduct a review of the intersection at 21st Street and Gordon Avenue for safety improvements. 9. Proposed Subdivision of Pitt Street Lands (Proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4809, 2014, Proposed Phased Development Agreement Authorization Bylaw No. 4821, 2014, and Proposed Development Variance Permit No ) (File: / / ) A PowerPoint presentation was provided and A. Browne (Senior Community Planner) spoke relative to the subject report dated November 12, 2014 including context maps, neighbourhood character, implementing bylaws and permits, and next steps, and informed that the applicant is available to answer questions. Councillor Booth left the meeting at 8:25 p.m. and returned to the meeting at 8:25 p.m. MOVED by Lewis, seconded by Cameron: THAT proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4809, 2014 be read a first time. 4 A. Browne and B. Sokol (Director, Planning, Land Development and Permits) responded to queries of Council. The question was called on the motion. MOVED by Lewis, seconded by Cameron: THAT proposed Phased Development Agreement Authorization Bylaw No. 4821, 2014 be read a first time. MOVED by Lewis, seconded by Soprovich: THAT proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4809, 2014 and proposed Phased Development Agreement Authorization Bylaw No. 4821, 2014 be presented at a Public Hearing scheduled for January 26, 2015 at 7 p.m. in the Municipal Hall Council Chamber, and that the Municipal Clerk give statutory notice of the scheduled Public Hearing. MOVED by Lewis, seconded by Gambioli: THAT proposed Development Variance Permit No be presented at a Public Meeting scheduled for January 26, 2015 at 7 p.m. in the Municipal Hall Council Chamber, to be held concurrently with the Public Hearing scheduled for January 26, 2015 at 7 p.m. in the Municipal Hall Council Chamber, and that the Municipal Clerk give notice of the scheduled Public Meeting. 10. Official Community Plan Amendment, Rezoning and Development Permit Application No for 1763 Bellevue Avenue (Masonic Hall) (File: ) A PowerPoint presentation was provided and L. Berg (Senior Community Planner) spoke relative to the subject report dated November 26, 2014 including Masonic Hall site, the proposal, massing model, Official Community Plan, proposed consultations, staff recommendation, and next steps and conclusion. M. Slater (1058 Keith Road) spoke relative to the proposed development including: proposal for seven storeys; current site zoning for community use; proposed rezoning to highrise; Official Community Plan and expectation to guide District decisions; no overall plan or vision for Ambleside that proposal fits into; it is not supported by area residents. L. Berg, B. Sokol (Director, Planning, Land Development and Permits) and K. Gustavson (Karl Gustavson Architect Inc.) responded to queries of Council. MOVED by Lewis, seconded by Gambioli: THAT 1. Community Consultation on Official Community Plan Amendment, Rezoning and Development Permit No for 1763 Bellevue Avenue take the form of consideration by the Design Review Committee and North Shore DECEMBER 15, 2014 REGULAR COUNCIL MEETING MINUTES M-4

5 Accessibility Committee on Disability Issues and a public meeting with direct notification provided to the properties shown on the map attached as Appendix C to the staff report dated November 26, 2014 and a notice of the public meeting be posted on the District website; and 2. Following the community consultation on the development proposal for the land at 1763 Bellevue Avenue, staff report back to Council on the results of the consultation, and provide a complete review of the development proposal and recommended next steps. Council members commented relative to the proposed motion. The question was called on the motion. Councillors Cameron, Cassidy, and Soprovich voted in the negative 11. Seniors' Activity Centre Advisory Board 2014 Annual Report and 2015 Work Plan (File: SACA1) A. Mooi (Director, Parks and Community Services) introduced the 2014 Annual Reports and 2015 Work Plans for the Seniors' Activity Centre Advisory Board, Gleneagles Community Centre Advisory Committee, and Community Grants Committee. A PowerPoint presentation was provided and S. Grant (Chair, Seniors' Activity Centre Advisory Board) spoke relative to the subject report dated November 19, 2014, including 2014 highlights, Garden Side Café successes, flea market funding, Keeping Connected outreach, leadership and partnerships, and 2015 opportunities. 12. Gleneagles Community Centre Advisory Committee 2014 Annual Report and 2015 Work Plan, and Proposed Amendments to Terms of Reference (File: GCCAC) A PowerPoint presentation was provided and M. Bayes (Chair, Gleneagles Community Centre Advisory Committee) spoke relative to the subject report dated November 19, 2014 including 2014 highlights, summer camp success, holiday artisan festival, programs, leadership and partnerships, and 2015 opportunities. 13. Community Grants Committee 2014 Annual Report and 2015 Work Plan (File: CGC1) A PowerPoint presentation was provided and A. Beckett (Manager, Community Development, Youth and Families) and C. Winfield (Co-Chair, Community Grants Committee) spoke relative to the subject report dated November 20, 2014 including budget overview, 2014 achievements, community and social services and arts and culture, track and field, community safety, seniors wellness, Operation Red Nose, healthy meals, preserving history, and Keeping Well MOVED by Booth, seconded by Soprovich: DECEMBER 15, 2014 REGULAR COUNCIL MEETING MINUTES M-5

MOVED by Lewis, seconded by Cameron: THAT 1. the report dated November 19, 2014, from the Community Recreation Manager, titled Gleneagles Community Centre Advisory Committee 2014 Annual Report and 2015 Work Plan be received for information; and 2. the Gleneagles Community Centre Advisory Committee amended Terms of Reference be approved. MOVED by Gambioli, seconded by Cameron: THAT the report dated November 20, 2014, from the Manager, Community Development, Youth and Families, titled Community Grants Committee 2014 Annual Report and 2015 Work Plan be received for information. 14. North Shore Family Court and Youth Justice Committee Year End Report and 2015 Work Plan (File: NSFC1) Item withdrawn. 15. Youth Services Implementation Group Recommendations (File: ) Item withdrawn. Proposed Official Community Plan Bylaw No. 4360, 2004, Amendment Bylaw No. 4797, 2014 (to amend the Official Community Plan to incorporate minor revisions based on community and agency input in order to update West Vancouver s Regional Context Statement to align with Metro Vancouver: 2040, Metro Vancouver s Regional Growth Strategy) (File: ) Item withdrawn. 17. Reports from Mayor and Councillors on Boards, Committees, and Working Groups Councillor Cameron reported on attendance with Mayor Smith at the December 11, 2014 TransLink meeting regarding the transit referendum question. Councillor Soprovich informed that he supported Mayor Smith on his comments regarding the transit referendum. Mayor Smith spoke relative to TransLink and the transit referendum, reported on attendance at the Seniors Christmas lunch put on by the Rotary Club of West Vancouver Sunrise, and that the Rotary Club is grateful for the tremendous job that Councillor Soprovich is doing for Operation Red Nose. MOVED by Lewis, seconded by Cameron: THAT the oral reports from the Mayor and Councillors be received for information. PUBLIC QUESTIONS AND COMMENTS 22. Public Questions and Comments C. Reynolds (Editor, West Van Matters) thanked Councillor Cameron for his comments regarding uplift, suggested that Parks consider a system in which people could buy live rather than cut trees, read a poem, and wished everyone a Merry Christmas. P. Stott (2129 Gordon Avenue, on behalf of Stonethro s Strata Council President) congratulated Council on their re-election, commented regarding concern that the DECEMBER 15, 2014 REGULAR COUNCIL MEETING MINUTES M-10

11 car park was not justified and the report confirmed there is a need, screening and streetscape restoration and consideration of moving the access will go a long way to resolving nuisance problems, peak period demand and demand management, thanked Council and wished them compliments of the season.
