Approval of February 5, 2018 Regular Council Meeting Agenda THAT the February 5, 2018 regular Council meeting agenda be approved as circulated. ADOPTION OF MINUTES 3. Adoption of Council Meeting Minutes Meeting minutes to be provided. THAT the following Minutes be adopted as circulated: January 22, 2018 special and regular Council meetings. DELEGATIONS 4. Ocean Wise and Howe Sound Biosphere Region Initiative, regarding the Howe Sound Marine Reference Guide (File: ) Presentation to be provided. 2 REPORTS 5. Official Community Plan Review: Preparation of a Draft Plan (File: ) Presentation to be provided. THAT 1. the report titled Official Community Plan Review: Preparation of a Draft Plan dated January 18, 2018 and the Phase 3 Public Engagement Summary attached as Appendix A to this report be received for information; 2. staff prepare and release a Draft Official Community Plan for public review and feedback as described in the report; and 3. staff report back to Council with engagement findings and recommendations for proceeding to formal Council consideration of a Proposed Official Community Plan Bylaw in accordance with the legislative authority. BYLAWS Bylaws are passed by a simple majority affirmative vote unless otherwise noted. 6. Proposed Building Bylaw No. 4400, 2004, Amendment Bylaw No. 4961, 2018 (Energy Step Code Implementation) (File: ) The proposed bylaw received first, second, and third reading at the January 22, 2018 Council meeting. THAT proposed Building Bylaw No. 4400, 2004, Amendment Bylaw No. 4961, 2018 be adopted. 7.
