1 CITY OF BURNABY COMMUNITY POLICING COMMITTEE MINUTES An Open meeting of the Community Policing Committee was held in Council Chambers, Main Floor, City Hall, 4949 Canada Way, Burnaby, B.C. on Thursday, 2011 January 13 at 6:00 p.m. PRESENT: ABSENT: STAFF: Councillor P. Prior, A/Administrative Officer 1 The Chair called the Open meeting to order at 6:04 p.m. The Committee welcomed visitors Officer H. Lyco of the New York Police Department and Sgt. B. Thornborough, R.C.M.P., Coquitlam Detachment. 1. MINUTES (a) Minutes of the Open meeting of the Community Policing Committee held on 2010 November 18 MOVED BY MR. C. DILLON: SECONDED BY MR. T. WONG: THAT the minutes of the Community Policing Committee Open meeting held on 2010 November 18 be now adopted.

2 Community Policing Committee Page 2 The Committee noted the following correction in the minutes from 2010 November 18: on page 5, under Item 4. New Business D. Gillis advised the KINA Community Meet and Greet will be held on Wednesday, 2011 January 12 from 5:00 p.m. to 7:00 p.m. at the Poppy Residences. 2. CORRESPONDENCE AND REPORTS MOVED BY MR. C. DILLON: SECONDED BY MR. C. McCULLOCH: THAT the correspondence and reports be received. (a) Submission from the OIC, RCMP, Burnaby Detachment Re: Report from Ministry of Public Safety and Solicitor General, Police Services Division Police Resources in British Columbia, 2009 Chief Supt. Taylor provided an overview of Police Resources in BC 2009, advising that the adjusted police strength for Burnaby in 2009 was 304 Officers, and noted these figures included the integrated teams. (b) Report from the Director Planning and Building Re: Community Policing Workplan 2011 A report was received from the Director Planning and Building seeking approval for the Community Policing Workplan The Director of Planning and Building recommended: 1. THAT the Committee adopt the proposed 2011 Workplan, attached as Appendix 1, and forward it to Council for endorsement. 2. THAT a copy of the approved Workplan be forwarded to the Traffic Safety Committee for information. MOVED BY MS. D. GILLIS: SECONDED BY MR. C. DILLON: THAT the recommendations of the Director Planning and Building be adopted. Staff advised that the Terms of Reference for the Community Policing Committee require the Committee establish an annual workplan to be forwarded to Council for endorsement. As part of the work in 2010, the Committee indentified eight action areas with associated tasks to be considered for Committee priorities in the near to mid-term future. Based

3 Community Policing Committee Page 3 upon staff assessment of the identified action areas, five actions, supported by eighteen tasks, comprise the 2011 Community Policing Committee Workplan. Work on some of the items in the proposed Workplan may be extended into 2012 and 2013 if necessary. The proposed actions in the 2011 Workplan: 1. Monitor the Business Watch program; 2. Target improved traffic safety; 3. Develop a strategy to address fear of crime, and encourage consistent reporting of crime, among Burnaby seniors and newcomers to Burnaby; 4. Support the reduction of property crime; and 5. Extending the Committee s external communication / public education plan. Arising from discussion the Committee suggested task 2.a, support and cooperate on traffic safety issues advanced to Council by the Traffic Safety Committee be omitted. The RCMP are addressing traffic safety issues as a priority in their Annual Performance Plan through targeted initiatives towards aggressive, impaired and distracted driving, as well as pedestrian safety. The RCMP also provides staff representation at the Traffic Safety Committee allowing the RCMP to work directly with the Traffic Safety Committee on these issues. The Committee requested 2.b, develop user-friendly, educational materials (e.g. pamphlets or handouts) on the dangers of and enforceable regulations pertaining to jaywalking, and develop methods of disseminating these materials to the public (e.g. distribution at community events or to non-profit organizations for display etc.), be incorporated into proposed action #5 Extend the Committee s external communications / public education plan as task g. The Chair of the Communications Sub-Committee requested that all Community Policing Committee members support and participate in providing content for the CommSafe insert in the NewsLeader. Arising from further discussion, the following proposed actions were brought forward as additions to the 2011 Workplan: Feasibility of introducing the Community Safety Officer model to Burnaby; Feasibility of introducing Crime Free Hotel / Motel and Crime Free Self Storage Programs; and Continue addressing the issue of the sex trade in Burnaby. MOVED BY MS. D. GILLIS: SECONDED BY MR. C. DILLON: THAT the 2011 Workplan be now REFFERRED back to staff.

4 Community Policing Committee Page 4 3. MONTHLY REPORTS MOVED BY MR. C. DILLON: SECONDED MR. C. McCULLOCH: THAT the monthly reports be received. District #1 Mr. T. Wong, Chair, District #1 submitted a report for December, highlighting the volunteer appreciation dinner held on December 2, 2010 at the Burnaby Golf Club. The speaker thanked S/Sgt. Lyons, as well as the City of Burnaby for supporting the volunteer recognition. Volunteers, CPO staff, members and the Chief Superintendent attended the event. The CPO supervisor will concentrate efforts on addressing traffic issues, theft from autos in the area and problem properties. In the spring of 2011, District 1 CPO volunteers will apply to participate in Operation Red Nose, a program which takes place at the end of The volunteer service takes drivers who have been drinking and their vehicles home safely. District #2 Craig McCulloch, Chair, District 2 submitted a summary highlighting activities in November Inspector Brian MacDonald, Acting Deputy Chief, South Coast British Columbia Transportation Authority Police Service (SCBCTAPS), attended the November CPAC meeting. Inspector MacDonald advised that the issues regarding speeding buses on Burnaby Mountain/SFU, as well as cars in the bus lanes at Production Way are being addressed. The speaker encouraged S/Sgt. Lyons and the CPO to continuing bringing areas of concern forward. The North Road Business Improvement Association thanked the RCMP for addressing ongoing concerns in the Rochester Avenue area. The Appreciation / Christmas Dinner was held on November 25 th. Mr. McCulloch voiced concerns regarding public safety in the UniverCity area of SFU. Outdoor lamps are burning out and it is taking an inordinate amount of time to replace them. These lamp standards are located on strata properties, pedestrian paths and on Tower Road. S/Sgt. Lyons advised that Inspector Brian MacDonald, Acting Deputy Chief, SCBCTAPS will be speaking at the upcoming CPAC meetings for District s 1, 3 and 4. District #3 Debbie Zurowski, Chair, District 3 submitted summaries for the October, November and December meetings. During the October meeting Cpl. Hamel provided information

5 Community Policing Committee Page 5 regarding recent activity in the Edmonds area and corrective actions that are taking place. The new meeting times for District 3 will be the 3 rd Wednesday of the month at 6:30 p.m. The November summary included congratulations to Ray Allen who was nominated by the CPAC and received the Hero of the Year Award. Cpl. Hamel provided the police report highlighting theft from auto and a suspected grow-op. Traffic concerns were raised regarding the intersection at Imperial and Sperling, in particular motorists not stopping at the stop signs during the morning rush. A tracking sheet will be prepared and used to track community concerns. This method of tracking will be implemented at all CPACs. In lieu of an open meeting of the District 3 CPAC meeting in December, the Christmas Get Together was held at the Burnaby Golf Course on December 8 th. The get together was a success and enjoyed by all that attended. Thanks were extended to S/Sgt. Lyons, as well as the City of Burnaby. RCMP Report Chief Supt. Rick Taylor, OIC RCMP submitted reports for 2010 November and December highlighting the District s Community Policing Office (CPO s) and volunteers activities in partnership with policing programs and initiatives. The reports also provided updates on activities of the Traffic Services Unit, the Prolific Offender Suppression Team (POST), Drug Section, Victim Services and Domestic Violence Units, Crime Free Multi Housing Program and Youth Services Program. November highlights included the opening of the Burnaby Youth Hub, 60 members attending Remembrance Day ceremonies and over 90 members who were in attendance at a Celebration of Life for Auxiliary Constable Patrick Young. December highlights included the Third Annual OIC s Award Ceremony with over 115 awards being presented, as well as recognition of service for over 60 volunteers. NLU members along with several Burnaby RCMP units and Transit Police paired up with 25 children in a CopShop Event held at Brentwood and Lougheed Town Centres. Sgt. De Jagger announced that a new format for the RCMP reports will be forthcoming in The reports will include charts, real time information, crime statistics, as well as comparisons to previous months information. The information will be linked directly to COMPSTAT and the Crime Reduction Initiative enabling easy uploading of the reports to the RCMP public website. Arising from discussion the Committee requested that the RCMP Bike Patrols in the Metrotown area extend their watch to include the Royal Oak SkyTrain station. The Committee queried the possibility of the presence of a uniformed Transit Police Service Officer at the Royal Oak SkyTrain Station as well.

6 Community Policing Committee Page 6 4. NEW BUSINESS Chief Supt. Rick Taylor Chief Supt. Rick Taylor requested that staff work with the RCMP to create a Community Policing Committee webpage on the City of Burnaby website. Suggestions included Terms of Reference, the committee application process, structure of the committee and a link to the RCMP public website and RCMP Committee Policing Committee reports. Arising from discussion the Committee introduced the following motion: MOVED BY MS. D. GILLIS: SECONDED MR. C. DILLON: THAT the RCMP and staff develop a strategy for the new policing website and material to be included from the Community Policing Committee, and report back to the Committee. Ms. Gillis Ms. Gillis conveyed appreciation and thanks to the RCMP for follow-up on an item that was raised at a previous meeting. Ms. Gillis advised the Committee that KINA would be conducting a business forum in the future to provide area businesses with crime reduction and reporting strategies. Ms. Gillis informed the Committee that she attended a meeting facilitated by Mr. Harry Bains, the Provincial Transportation Critic. Mr. Doug Kelsey, Chief Operations Officer TransLink and Ms. Cathy Corrigan, MLA were both in attendance. 5. INQUIRIES There were no inquiries brought before the Committee at this time. 6.
