DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. 3. APPROVAL OF AGENDA Moved by Councillor Gignac, seconded by Mr. Ray and carried to approve the agenda as presented. 4. APPROVAL OF MINUTES Moved by Councillor Gignac, seconded by Mr. Ray and carried to approve the Minutes of the Regular Public meeting held January 24, BUSINESS ARISING FROM MINUTES 6. DELEGATIONS SECTION 2 1. NEW BUSINESS A. Election of Chair/Members of WPSB 2013 Finance Committee Ms. Scislowski nominated Mr. Ray to the Finance Committee, seconded by Councillor Gignac, ACCLAIMED.

Statement of Claim WPSB ats DeRose, Court File No. CV Moved by Ms. Scislowski, seconded by Mr. Ray and carried to note and file. SECTION 3 1. REPORTS A. Crime Statistics January 2013 & Annual 2012 Deputy Chief Power reviewed the annual 2012 crime statistics in conjunction with the S3/1D report and provided the highlights. In response to Board questions, Chief Frederick explained three programs WPS is involved in regarding youth in our community; the programs provide a total approach or continuum for the young citizens of our City. The Safety Village targets young children and is a health and safety related program. The V.I.P. program is geared to grade 6 students and addresses such topics as peer pressure, bullying and drugs. The High School Liaison program is a relationship building program which has been extremely successful; there are three officers involved in this program. The officers are in the high schools daily. Ms. Scislowski commented on the reformation of the C.O.A.S.T. (Crisis Outreach and Support Team) in conjunction with Hotel Dieu Grace Hospital to provide a proactive response to mental health issues in the City. Superintendent Langlois reported he is finalizing the MOU; two officers are assigned and are in the process of setting up protocols. Mr. Ray reported that regarding drug enforcement, the former Chair of the OAPSB made a presentation to the Federal Public Safety Committee regarding the cost to municipalities of enforcing federal laws, noting that municipalities are not receiving proper compensation. Chief Frederick noted that as a border city, additional funding would be welcome. Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the reports B. Professional Standards Branch Reports January 2013 Monthly/Year-to-Date Internal/External Recognition Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the reports D Crime Statistics Patrol and Investigations Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the reports E. Use of Force, 2012 Annual Report Chief Frederick reported that by legislation the WPS is required to report annually to the Board on Use of Force. Inspector Crowley provided an overview of the report, noting there has been a reduction in a number of force categories compared to He reported that all 5 incidents of discharged firearms were done to put down animals. Ms. Scislowski commented on the reduction in injuries in 2012, noting that the number of injuries were less than half that of She complimented WPS on this reduction and feels it is a reflection of a good training program. Moved by Ms. Scislowski, seconded by Councillor Gignac and carried to note and file the report F. Human Rights Project Charter Ms. Scislowski reported that a Sponsor Group meeting is scheduled for March 18, An update will be done and a year-end report is forthcoming. There is approximately one year left in the program. Moved by Councillor Gignac, seconded by Mr. Ray and carried to receive the update. G. Project Accountability There was nothing to report at this time. H. Vision, Mission, Values Implementation Plan Update Moved by Ms. Scislowski, seconded by Councillor Gignac and carried to note and file the update 3

Request from A-List Event Designs The Board was in receipt of a request from the above company to re-issue a cheque which was originally issued on June 1, 2010 but was never cashed. Moved by Mr. Ray, seconded by Ms. Scislowski and carried to re-issue a cheque in the amount of $1, to A-List Event Designs. 4

Strength Replenishment Civilian Personnel Moved by Councillor Gignac, seconded by Ms. Scislowski and carried as follows. the Windsor Police Services Board approves the appointment of Mrs. Andrea McLeod to a full time position on a 60 day probationary basis.
