1 South Dakota Building Official Association Meeting Minutes for July 19, 2018 The SDBOA meeting was held on Thursday, July 19 th, 1:00 p.m. at the Chamber of Commerce Community Room located in Pierre, SD with SDBOA President Michael McMahon (Harrisburg) presiding. A list of attendees present for the meeting is attached. McMahon called the meeting to order at 1:02 p.m. McMahon continued with old business as follows: 1) Approval of the agenda - McMahon requested an additional item under new business to discuss a potential new Code Official program being developed in conjunction with SDML. Tom Paisley (Spearfish) motioned to approve the agenda with the addition, Paul Clarke (Brandon) seconded. Upon roll call, all members voting aye, motion carried. 2) Approval of the minutes - Clarke (Brandon) motioned to approve the minutes from the October 5 th, 2017 meeting, Brett Bill (Aberdeen) seconded. Upon roll call, all members voting aye, motion carried. McMahon continued with new business as follows: 1) Approval of the financial statement: - Bill (Aberdeen) motioned to approve the financial statement as provided by the SDML, Barry Dunlavy (Aberdeen) seconded. Upon roll call, all members voting aye, motion carried. 2) Reimbursements due: - Bill (Aberdeen) motioned to approve a payment of (approximate) $600 for expenses incurred for the (July 19, 2018) SDBOA cookout, Geoff Fillingsness (Beresford) seconded. Upon roll call, all members voting aye, motion carried. 3) Payments due: - Paisley (Spearfish) motioned to approve a payment of $500 for annual dues to the (ICC Chapter) Upper Great Plains Region III, Jeff Schroeder (Lawrence County) seconded. Upon roll call, all members voting aye, motion carried. - Paisley (Spearfish) motioned to approve a $500 contribution to the meet and greet hospitality event during the 2018 ICC Convention in Richmond, VA, Dunlavy (Aberdeen) seconded. Upon roll call, all members voting aye, motion carried. - Paisley (Spearfish) motioned to approve a request from Chairman McMahon to reimburse travel expenses incurred by the SDBOA President in attending the 2018 ICC Convention in Richmond, VA, Fillingsness (Beresford) seconded. Upon roll call, all members voting aye, motion carried.

2 - Bill (Aberdeen) motioned to approve $500 towards making lapel pins to be handed out at the ICC Annual Convention, Schroeder (Lawrence County) seconded. Upon roll call, all members voting aye, motion carried. 4) Report on ICC Activities: - Jim Brown, Deputy Building Official for Gillette, WY and ICC Region II Director, presented past SDBOA Presidents with a recognition of service token and (following elections) swore in the new officers. He also reported about the ICC Leadership Academy and the opportunities available to attendees. Jim then reported on the alarming trend of ICC Codes being pirated online. Jim completed his presentation by sharing recent activities within ICC Region II. - Richard Hauffe, ICC Senior Regional Manager, briefly reported in regards to an ongoing effort to implement building codes and inspections on Tribal lands. Richard requested that individuals contact him if interested in assisting with the process. 5) Code Official program: - Geoff Fillingsness (Beresford) discussed a new Code Official program that is being developed in conjunction with the SDML to assist smaller communities in South Dakota with different types of code enforcement support. This program will be discussed in much more depth at the SDML Conference in October of this year. Fillingsness said that the program would incur expenses getting started and asked the SDBOA to consider financially supporting the program. No action was taken on this item. 6) Request for letters of support: - Paisley (Spearfish) presented the individuals who have requested letters of support as they seek election to various positions on the ICC Board of Directors. Paisley (Spearfish) motioned to provide letters of support, Dave St. Pierre (Code Works) seconded. Upon roll call, all members voting aye, motion carried. 7) Chad Nilson (Aberdeen) and Scott Sogge (Hot Springs) were announced as the 2018 SDBOA Scholarship winners to attend the annual ICC Conference in Richmond, VA. 8) Election of officers: - The Nominations Committee (lead by Paisley (Spearfish)) nominated Brett Bill (Aberdeen) for the position of President. Paisley (Spearfish) motioned to approve the nomination, Schroeder (Lawrence County) seconded. Dunlavy (Aberdeen) motioned to cease nominations. Upon roll call, all members voting aye, motion carried. - The nominations committee nominated Jeff Runyan (Pierre) for the position of Director. Paisley (Spearfish) motioned to approve the nomination, Kirby Welch (Pierre) seconded. Bill (Aberdeen) motioned to cease nominations. Upon roll call, all members voting aye, motion carried. 9) The next meeting will be held at the Ramkota Hotel and Convention Center in Pierre, SD on Wednesday, October 3 rd, 2018, 1:00 p.m. McMahon requested topics or ideas for the next meeting however nothing was presented and will be determined at a later time.

3 There being no further business, at 1:47 p.m. McMahon asked for a motion to adjourn. Ken Bucholz (Watertown) motioned to adjourn, Fillingsness (Beresford) seconded. Upon roll call, all members voting aye, motion carried and the meeting was adjourned. Following the regular business meeting, James Smith, Midwest Regional Manager for AWC, presented an overview of code applications for various laminated building products including high-rise wood framed structures.
