1 MINUTES Spartanburg County Legislative Delegation Monday, May 1, :30 p.m. A public meeting of the Spartanburg County Legislative Delegation was held on Monday, May 1, 2017 at 5:30 p.m. in County Council Chambers of the Spartanburg County Administrative Office Building, located at 366 North Church Street, Spartanburg, SC. Chairman Scott Talley presided. Forestry Board Term(s) of: William E. McNeill Application(s) Received: William E. McNeill; Anthony W. Wood Motion was made by Representative Magnuson to nominate William E. McNeill. Motion was made by Representative Chumley to nominate Anthony W. Wood. A roll call vote was taken and the nomination with the highest vote percentage was Anthony W. Wood with 48.85%. William E. McNeill had a vote percentage of 36.89%. 5. Spartanburg County Transportation Committee Term(s) of: Warren Dean Anderson, Dist. 34; Charles R. Morris, Jr., Dist. 35 Application(s) Received: Warren Dean Anderson, Dist. 34 Motion was made by Representative Forrester to nominate Warren D. Anderson for the District 34 seat. Second was made by Representative Tallon. Motion was carried. No applications were received for the District 35 seat of Charles R. Morris, Jr. Representative Allison made a motion to carry over. 6. Motion carried. COMMITTEE REPORTS 10. Representative Allison Spartanburg Chamber of Commerce Rep. Allison commended the Chamber for the great job they are doing brining new businesses in to Spartanburg County. 11. Senator Martin Chapman Cultural Center 12. Representative Forrester Council of Government (COG) Rep. Forrester reported that committee assignments have been made and that he has been assigned to the Economic Development Committee and the Executive Committee. Rep. Forrester also reported that the 2017 Seniors Farmers Market Nutrition Program coming up soon and there will be free farmers market vouchers available to seniors Wednesday, May 31, 9:00 a.m. to 3 p.m. at the C. C. Woodson Recreation Center and Monday, June 5, 9:30 a.m. to 12:00 p.m. at Pacific Place at the Lyman Event Center. 13. Representative Forrester SPATS 14. Representative Tallon Spartanburg County Transportation Committee 1. Total Unobligated Funds As Of March 31, 2017 : $ 129, (These funds can be applied to new projects) Total Estimated Revenue for FY 2017: $2,009, There were no new projects approved this quarter.

4 3. State Non-Recurring Funding: New Cut Road, Phase I (SC 11 to SC 292). Full depth reclamation and intermediate course complete. New Cut Road, Phase II (SC 292 to John Dodd Road). Construction to begin in May. John Dodd Road Intent to Award was given out on March 31, The low bidder was Rogers Group (Formerly Ashmore Brothers) 4. A total of $35, was returned to C Funds from projects that were not completed within the allotted time frame or projects that were completed lower than estimated. Next CTC Committee meeting is July 20, 5:30 p.m. The May advisory committee meeting will be cancelled due to no new project request. The next Advisory Committee meeting is Thursday, June 1, 3:00 p.m. 18. Dr. Brendan Kelly, Chancellor, USC Upstate SPEAKERS Dr. Kelly introduced himself as the new Chancellor of USC Upstate and presented his future goals for the school. 19. Tom Comshaw Pres., Foothills Chapter, KMVA Korean War Wall of Remembrance Lewis Vaughn gave a presentation on the Korean War Wall of Remembrance. Mr. Vaughn reported that in 2016 the US Government passed House Resolution 1475 authorizing a wall of remembrance to be constructed at the site of the Korean War Memorial in Washington, DC. The estimated cost to construct and the install the wall is $26M. (No tax dollars can be used). South Korea has committed to raising $13M leaving a balance of $13M for the US to raise. South Carolina had 547+ KIA s/pow s in the Korean War. Mr. Vaughn and his committee are raising money for this wall to be constructed. If $ was donated for each name, from South Carolina, to be added to the wall, South Carolina could raise approximately $200,000 (all donations are tax deductible). Mr. Vaughn is asking Spartanburg County to participate in the fund raising. 20. Eddie McNeill, Fire Chief, Campobello FD, - Federal excess property for Sptbg. County Fire Depts. Chief McNeill reported that the Campobello FD purchased equipment through the SC Forestry Commission Federal Excess Property Program. Through this program they were able to acquire a much needed piece of equipment at a reduced price. Chief McNeill wanted encourage other fire departments to utilize this program to purchase used equipment that was affordable. Chief McNeill thanked the Forestry Commission for sponsoring this program. 21. Jonathan Hammond, Director, Department of Social Services, Spartanburg

5 Mr. Hammond is the new director of the Department of Social Services, Spartanburg Office. He reported on the goals of the DSS and the need for willing applicants on the DSS Board in order to effectively help the children of Spartanburg County. 22. Mike Pankey, RN, MBA, Administrator, Ambulatory Surgery Center of Sptbg. Continued support of CON Law in SC Mr. Pankey reported on the need for continued support of the CON (Certificate of Need) Law in South Carolina. Without this law and the support of legislation, surgery centers are being built that are not up to standards to give patients the quality of care that they need. These centers are taking much needed staff and patients from existing surgery centers. Mr. Pankey asked the delegation for their continued support of the CON Law, to keep regulations in place. 23. Travis Brown, Director, Spartanburg County Public Works C Funds Mr. Brown gave a presentation of the Spartanburg County C Funds program. Mr. Brown gave an overview of the program and updates on how much money the CTC receives each year, delegation set-a-side amounts and what they can be used for and what projects are appropriate for use of C Funds. Mr. Brown also reported on the one-time appropriation from the State and the projects that have been approved for this money and the construction schedule. 24. New Business Approval of the minutes from the February 6, 2017 Delegation meeting. Motion was made by Representative Allison to approve the minutes as written.
