Roll Call: Determine excused/ unexcused absences Subject 3. Public Introductions, Comments and Announcements 4. Accept Minutes of August 18, AAA Program Spotlight: In-Home Supportive Services: Ron Lee, Quality Assurance Social Work Supervisor 6. ACTION ITEM: Elect Jose Vasquez as Vice Chair to the AAA Advisory Council through December 31, ACTION ITEM: Accept nomination of Laura Medina to join the Advisory Council as a member-at-large. 8. ACTION ITEM: Receive nominations for 2017 Officers recommended from the Nominating Council Members Present: Kelly Vasquez, Wayne Dominguez, Richard Kuhen, Jose Vasquez, Bobbie Blakeney, Tom Shields, Kelly Vasquez Council Members Excused: Bob Petty. Council Members Absent: Maria Dominguez Munoz, Janet Shing, Kaytie Tong, Doris Jones. Staff Present: Margaret Huffman, Kathleen Murray-Phillips, Katrina Maxwell, Cyrah Caburian, Ron Lee. Discussion Public Attendees: Laura Medina: Present to accept her nomination to the Council Emily Mangompit, Natividad Medical Center. Minutes unanimously accepted as submitted. Ron Lee presented on the In-Home Supportive Services program for Monterey County. (Attachment A was distributed to attendees.) IHSS areas shared were the purpose and definition of IHSS, eligibility for IHSS, the Recipient s role as the employer, finding a Care Provider, what authorized services are available, and what IHSS Recipient/Provider educational resources are avaible and where to locate them. Motion to Elect was made by Tom Shields, Second by Bobbie Blakeney. Action Item unanimously approved. Motion to accept was made by Bobbie Blakeney, second by Jose Vasquez. Action Item unanimously approved. Staff will submit nomination to the Board of Supervisors and schedule an orientation session. Nominations received were: Chair: Kelly Vasquez accepted the nomination Vice-Chair: Jose Vasquez accepted the nomination Additional nominations from the floor and official election will be made During the December 2016 meeting. 2 Committee and from the Council. 9. ACTION ITEM: Review, discussion, and approval of edits to the AAA Bylaws. Discussion: Bylaws are reviewed every five years. County Counsel does not support virtual attendance due to the Public Noticing policy (Attachment B).. Bobbie expressed that she opposed the call-in due to accountability and would not be fulfilling the oath of term. Margaret stated that face-to-face meetings are her preference. Kelly expressed that personal attendance increases morale. Call-in process will apply to committees as well. Members will review the bylaws and provide feedback/suggested revisions on the bylaws two weeks prior to the next Executive Meeting. County Counsel agreed to give a three-week turnaround on any suggested changes before going to the Board of Supervisors. 10. Report from Legislation & Advocacy Committee Action item be postponed to the December meeting. Updates on California Senior Legislature (CSL) and California Commission on Aging (CCoA): California Senior Legislator Meeting takes place October 25-27th in Sacramento, CA at the Holiday Inn Downtown Sacramento. Areas of focus will be: CSL Top Ten State Proposals, Top 4 Federal Proposals, Status of the 2016 State CSL Proposed Legislation, Aging, Women and Poverty in California and Fighting Ageism Across the Globe. (See attachment C for details.) CSL is funded primarily through the State Tax donation check off and did not meet the minimum required in recent years. They are considering a name change to CA Senior Citizens Advocacy Fund that may help with more check offs on tax returns. Monterey County is Planning and Service Are No., 32. CSL representative to represent Monterey County and assist Bob Petty is needed. Applications to join CSL can be obtained through the AAA office. Bobbie Blakeney will attend the Sacramento conference on October 25-27th in Sacramento. CCOA Bob Petty will attend. Elder Justice Summit Preliminary discussion on topics for 2017 Summit will be: Housing, Health Care and Nutrition in Monterey County. Page 2 of 4
3 11. Report from Planning, Evaluation & Allocations Committee Position papers were recommended with regard to homelessness and the Veteran s Stand Down hosted by the Veterans Center in Marina. Agencies that were brought up at the coalition should be present. Areas of focus for the PE&A Committee Were: Update of Request for Proposal for Service Providers: IRA Year-end Report Report of Contractor Services, 4th Quarter. LGBT Ad-Hoc Committee Review of 2015 AAA Needs Assessment. Members were asked to volunteer for the group and contact Kathleen if they have questions about the Monthly Service Reports (Attachment D). LGBT responses: Kathleen pulled out the responses on the top needs. It reflected that the LGBT Community identified more needs than general populations. 12. Reports from designated representatives to various committees Update of RFP for Service Providers: Request for Proposals (RFP) are scheduled to be published in January, 2017 and are under County review. Funding for transportation was included in the drafted RFP. Monterey received one-time only money to distribute to contractors. It was clarified that members of the sub-committees do not need to be on the AAA Council. Wayne and Laura were asked to join the PE&A Committee. Homeless women and children is a topic of interest to Wayne. Kathleen will send updates as to the development of additional funding for transportation services. Public Authority for IHSS Advisory Committee: The Work Plan (goals) topics are: Policy Review (vacant), Program Development (vacant), Legislation (Tom Hicks), Committee Development (vacant). A staff update from Irene Cole was given that Alma Almanza passed away after her resignation from the committee. Irene Cole, staff management analyst is retiring. Monterey-Salinas Transit, Mobility Advisory Committee: The sample monthly service report was shared from the last Mobility Advisory Committee. A vast majority of users of the RIDES program was Page 3 of 4
4 for medical reasons. Taxis are another option to get people who are fragile where they need to go. A new Taxi voucher for veterans is coming soon from MST which is a high-need in the area of transportation to promote independence. Tom Hicks will provide details to council members once released. 13. Report From Staff Facebook Page for the Area Agency on Aging. The page is under construction by Kathleen and Katrina. The County webpage will be kept simultaneously with the AAA Facebook Page. Tom mentioned that people are leaving Facebook which may diminish the program.. AAA Council Members can send articles, pictures from events, and other items to Kathleen or Katrina for posting. Area Agency on Aging Address The website was updated and is being used. Kathleen and Katrina monitor the Outlook account. Address is mcaaa@co.monterey.ca.us. Coalition for the Prevention of Senior Homelessness: There is a lot of interest in the growing homeless issue and preventative measures. There is a meeting on October 27th from 9-10:30 at the Housing Office in Castroville (10860 Merit Street, Castroville) where Allison Yant will discuss the summit held in June with a suggestion that the next summit be on Senior Homelessness. Measure X impact to mobility services: The measure is a 30 year 3/8 of a cent sales tax initiative to improve transportation. Fifteen million is designated for senior and veterans transportation to enhance services. Name tags and business cards were distributed to attendees 14. Announcements by Council members encouraged everyone to Vote during the November Council Members elections. 15.
