1 SOUTH DAKOTA GOVERNMENTAL FINANCE OFFICERS ASSOCIATION An Affiliate of the South Dakota Municipal League A record of those in attendance is attached Draft Meeting Minutes Ramkota Hotel and Conference Center Sioux Falls, SD October 5, 2017 The meeting was called to order by President Jennifer Eimers (Madison) at 9:00 a.m. Pledge of Allegiance was conducted. Welcome and introduction of SDGFOA Board Members: President Eimers welcomed the members and introduced the current officers. Vice President Dawn Murphy (Tea), Secretary Mike Carlson (Vermillion), Director Lori Heumiller (Salem), Laurie Woodward (Custer) and Past President Monna Van Lint (Philip). Approval of June 7, 2017 meeting minutes: Carole Kiecker of Java moved approval of the June 7, 2017 meeting minutes. Susan Kloostra of North Sioux City seconded the motion. All in attendance voted aye. President Eimers declared the motion adopted. Approval of financial statement as prepared by SDML: The financial statement for the year ended December 31, 2016 and for the eight months ended August 31, 2017 were presented for review. Dave Dutton of Spearfish moved approval of the financial statements as presented. Paullyn Carey of Huron seconded the motion. All in attendance voted aye. President Eimers declared the motion adopted. President Eimers reported that the Net Asset Policy calculations as of August 31, 2017 was handed out for membership review reporting the amount of net assets is $21,725 over the approved policy but it was noted that $14,681 is restricted funds to be used for Finance Officer speakers. No change was made to the policy. Approval of Dues Resolution: Marie Marlow of Britton moved approval of the dues resolution authorizing a payment of $6,270 to the SDML from the SDGFOA 2017 annual dues. Candice Kappes of Leola seconded the motion. All in attendance voted aye. President Eimers declared the motion adopted. Finance Officer Scholarship: President Eimers noted the net asset policy reports excess net assets and that each year the association awards $800 of scholarships to members to assist with attending finance officers school. President Eimers stated the board would like to suggest a second $800 scholarship be made available to members for professional development class or college course. President Eimers stated this scholarship would be available to applicants from second or third class municipalities if the city is paying the expenses or applicants from any size municipality of the applicant is paying the expenses. Discussion followed. Meri Jo Anderson of New Underwood moved approval of the professional development class or college course scholarship as presented in the amount of up to $800 in addition to the $800 scholarship for finance officer school. Marie Marlow of Britton seconded the motion. All in attendance voted aye. President Eimers declared the motion adopted.

2 SOUTH DAKOTA GOVERNMENTAL FINANCE OFFICERS ASSOCIATION An Affiliate of the South Dakota Municipal League Next Meeting: FO School Sioux Falls Holiday Inn June 6-8, 2018 Election of Officers: Acting on behalf of the nominating committee, Monna Van Lint of Philip presented the following slate of officers for consideration and election: President Dawn Murphy (Tea), Vice President Mike Carlson (Vermillion), Secretary Lori Heumiller (Salem) and Director Julie Hoefert of Baltic. Continuing to serve will be Director Laurie Woodward (Custer) and Past President Jennifer Eimers (Madison). Eimers asked for any nomination from the floor. With none forthcoming, a motion was made by Audra Sternke of Hartford seconded by Carole Kiecker of Java that nominations cease and a unanimous vote be cast to elect the above slate of officers. All in attendance voted aye. Motion carried. President Eimers declared the motion adopted. With no other business to come before the organization the meeting was adjourned.
