MINUTES by Cronauer, carried 4 ayes, 0 nays that the Board of Education of the Franklin Central School District does hereby accept minutes of Regular Meeting March 13, 2014 and Special Meeting April 10, 2014 TREASURER S REPORT: Mrs. Renwick stated that the budget is looking good for this year. At the last board meeting the proposed budget was adopted for the school year. Information went on the website today for the budget. Held the first community meeting last week with the Franklin Community Foundation. by Swears, carried 4 ayes, 0 nays that the Board of Education of the Franklin Central School District does hereby accept Treasurer s Report for March, 2014, as submitted Resolution # Resolved, upon the recommendation of the Superintendent, upon motion by Cronauer, seconded by Swears, carried 4 ayes, 0 nays that the Board of Education of the Franklin Central School District does hereby accept Extra Curricular Report for March, 2014, as submitted Resolution # by Taggart, carried 4 ayes, 0 nays that the Board of Education of the Franklin Central School District does hereby accept Monthly Claim s Auditor s Report, as submitted Resolution # PRIVILEGE OF THE FLOOR: Several students and community members/parents expressed concern over the decision of the school to not allow a particular memorial t-shirt to be worn during the school day. SUPERINTENDENT S REPORT: Mr. Daniels informed the Board and the visitors that there will be a meeting on Tuesday morning at 9 a.m. at which time Marion Mossman, NYS Mental Health Counselor, will be present to discuss the recommendations made to the school regarding the t-shirt decision. Mr. Daniels also informed the board that he recently received information regarding a recommended policy pertaining to student data. He recommended the board consider reading and adopting the new policy tonight. NEW BUSINESS does hereby approve disposal of surplus equipment/books, as attached Resolution #13-171

3 by Cronauer, and carried 4 ayes, 0 nays the Board of Education of the Franklin Central School District does hereby approve transportation for private school students for the school year as follows: Nathaniel Iverson and Maria Burch, to Oneonta Community Christian School Sandra Noble to Lighthouse Christian Academy in Oneonta Resolution # does hereby approve the proposed Delaware-Chenango-Madison-Otsego BOCES Administrative Budget for the school year in the amount of $2,136,359 Resolution # does hereby cast one vote for each of two vacancies for the DCMO BOCES Board of Cooperative Educational Services as follows: 1. Linda Zacek 1100 County Rt. 37 Mount Upton, NY Gilbertsville-Mt Upton Central School Resolution # does hereby approve Commitment to the Purchase of Technology Equipment for the Instructional technology and NSS Services from the Broome-Tioga BOCES WHEREAS the Instructional Technology Service (557) and the Network Support Service (610) require technology equipment in addition to that which is currently available; WHEREAS the Franklin Central School District wishes to finance the cost of the additional equipment on a four (4) year installment schedule; the Broome-Tioga BOCES is hereby authorized to expend annually, on behalf of the Franklin Central School District and in conjunction with the IT and NSS services, funds to acquire the following equipment: QTY DESCRIPTION 1 Sophos UTM 320 Appliance w/3yr 1 Sophos Network Protection License 1 SophosWeb Protection License 1 Dell PowerEdge R520

The annual payment amount may fluctuate depending on the actual rate assigned 3-7 days prior to the funding date. The interest rate will not exceed 4% and the payment amount will not exceed $9,303 Resolution # PERSONNEL Resolved, upon the recommendation of the Superintendent, upon motion by Cronauer, seconded by Swears, and carried 4 ayes, 0 nays the Board of Education of the Franklin Central School District does hereby appoint additional substitutes for the remainder of the school year as follows: Certified Substitutes: James Dorn (effective April 1, 2014) Eleanore Marion Dorn Non-teaching Substitute: Leanne Nydam Resolution # does hereby appoint Suzanne Patrick as Census Taker for the school year, pending budget approval on May 20, 2014, she will be paid $1550 stipend Resolution # by Cronauer, carried 4 ayes, 0 nays the Board of Education of the Franklin Central School District does hereby appoint Lori Babcock as Census Taker Helper for the school year, pending budget approval on May 20, 2014, she will be paid $9.25 an hour Resolution # does hereby appoint the following Election Inspectors for the May 20, 2014 election: Chief Inspector: Joyce Fairchilds Inspectors: Ann Law, Arlene Tarbell, Sally Hebbard Resolution #$13-179

Mr. Harter explained that the school attorney and NYS Mental Health Counselor s advised against it.
