1 FRANKLIN CENTRAL SCHOOL REGULAR BOARD OF EDUCATION MEETING January 12, 2017 Room 206 6:30 p.m. Executive Session (if needed), 7:30 p.m. Open Session IN ATTENDANCE Stanley Swears, President Joan Cronauer, Vice President Patricia Taggart, Board Member Jamie Archibald, Board Member Steven Cox, Board Member Brad Zilliox, Superintendent Kellie Renwick, District Treasurer Donna Dean, District Clerk Absent: 0 Staff: Julie Bergman, Noelle Granger Students: Joe Nowhitney, Emily Chaloupka, Sabra Warner, Ali Eichler Visitors: Katrina Worden, Chris Worden President Swears called the meeting to order at 6:30 p.m. EXECUTIVE SESSION Upon Motion of Archibald, seconded by Cronauer and carried ayes 5, nays 0, the Board of Education went into Executive Session at 6:31 p.m. to discuss Special Education Report and a particular person. The board came out of Executive Session at 7:30 p.m. MINUTES By consent agenda, upon motion by Archibald, seconded by Cronauer and carried ayes 5, nays 0, upon the recommendation of the Superintendent, the Board of Education approved the board minutes as follows: Resolved, upon the recommendation of the Superintendent, the Board of Education of the Franklin Central School District does hereby approve Public Hearing (Smart Schools) Minutes December 8, 2016, as submitted. Resolved, upon the recommendation of the Superintendent, the Board of Education of the Franklin Central School District does hereby approve Regular Meeting Minutes December 8, 2016, as submitted.

2 President Swears had the senior and AVP students give their presentations for the senior class trip and AVP trip. TREASURER S REPORT Mrs. Renwick reported the following to the Board: We are half way through the fiscal year and she has been working on projections. Right now the district is looking at a $75,000-$100,000 deficit which is about what has been seen the last few years. There has been a fluctuation in Special Education with students moving out and new ones coming in. She will continue to monitor and report any changes. Governor Cuomo started his state tour with his state of state addresses. We are not sure where he stands at this point as he did not discuss education in his first address. We are not sure when we will get the information for the state budget. He does have to respond within a certain time period. A meeting was held with Mrs. Renwick, Mr. Zilliox and Mr. Basil, the Town Assessor concerning a community group that is looking into solar farms. This will allow tax exempt entities to produce energy. The school attorney suggests that we do not do anything at this time. There has been some interest by parents for the school to accept credit cards for meal accounts. This function is available through our current vendor. There is no cost to the school and the vendor takes full responsibility. Parents will incur a 3% fee when replenishing student s accounts. Mrs. Renwick would like to move forward with this and do a trial run for the remainder of this school year with the intent to have it fully operational for the start of the school year. The board members gave permission for Mrs. Renwick to move forward. 3 President Swears addressed the high school student in attendance and explained the process of the board meeting. CORRESPONDENCES no correspondences SUPERINTENDENT REPORT Mr. Zilliox presented to the board the following: Mr. Zilliox provided the board with information concerning ESSA which is an update to the No Child Left Behind Act (NCLB). ESSA will be effective for the school year. Each State has to submit a plan to the U.S. Department of Education. NYS has created a Think Tank to answer several essential questions relating to the development of the NYS ESSA Plan. As a result of the Think Tank, NYSED has proposed a list of high concept ideas. Governor Cuomo has announced Tuition Free College for families earning less than $125,000 yearly. The Governor has proposed the creation of an independent inspector general for the State Education Department. These is some confusion about this position and also has the State Education Commissioner requesting more details. Mr. Zilliox provided the board with information concerning the decision making analysis for his dissertation. Focus groups and interviews will be held to gather data. Once completed the decision analysis can be implemented within the district if the board chooses. 4 Franklin Central School District does hereby approve IRS Mileage Reimbursement Rate Decrease to 53.5 cents per mile, effective January 1, 2017, as submitted - Resolution # Franklin Central School District does hereby approve Senior Class of 2017 trip on June 2 & 3, 2017 to Quincy Market in Boston, MA and Six Flags New England - Resolution # Franklin Central School District does hereby approve AVP trip on February 17 & 18, 2017 to Flight Trampoline Park in Albany, NY - Resolution # PERSONNEL By consent agenda, upon motion by Taggart, seconded by Archibald and carried ayes 5, nays 0, upon the recommendation of the Superintendent, the Board of Education approved Resolution # through Resolution #16-149, as follows: Franklin Central School District does hereby appoint Steve DeCarlo as Student Council Advisor for the remainder of the school year - Resolution # Franklin Central School District does hereby approve Chaperones for the Senior Class of 2017 trip on June 2 & 3, 2017, to, as follows: Noelle Granger, Kristen Lavigne, Julie Bergman, Kirk Bergman - Resolution # Franklin Central School District does hereby appoint additional Substitutes for the school year as follows: Non-Instructional: Audrey Zuk (pending fingerprint clearance) -Resolution # Resolved, upon the recommendation of the Superintendent, upon motion of Taggart, seconded by Cronauer and carried ayes 4, nays 0, the Board of Education of the Franklin Central School District does hereby appoint Ski Club Monitors for the school year, as follows: Monitors: Steven Cox and Jennifer A. 5 Board member Steven Cox abstained from the vote on Resolution # by Taggart and carried ayes 5, nays 0, the Board of Education of the Franklin Central School District does hereby appoint Donna Dean as an additional election inspector for the February 7, 2017 Capital Project Vote Resolution # PRIVILEGE OF THE FLOOR No one spoke Julie Bergman invited the board to attend the January 30 th Staff Development Day. The staff will be participating in a Poverty Simulator conducted by DCMO BOCES. Mr. & Mrs. Worden arrived shortly after 8:06 as they were invited into executive session by President Swears.
