3 City of Sonoma CSEC Agenda Item Summary CSEC Agenda Item: Meeting Date: 2 11/08/2017 Agenda Item Title Selection of CSEC Chair and Vice Chair Summary Each year, the Community Services and Environment Commission (CSEC) will conduct reorganization by selecting from among its members a Chair and Vice Chair to serve for the upcoming year. The Chair presides at CSEC meetings. The Vice Chair performs the duties of the Chair during the Chair s absence. This reorganization usually takes place at the first regular meeting in December. However, it can occur earlier depending on the circumstances. The selection process proceeds as follows: Chair Brown will ask for nominations for the position of Chair. To make a nomination, CSEC members need only state I nominate. Nominations do not require seconds; however, other members may express support of a nomination by making a seconding speech. When there are no more nominations, Chair Brown will declare nominations for the position of Chair closed and will allow public comments, if any. A roll call vote will then be taken beginning with the first nominee. If that nominee receives a majority vote, they are declared the winner and no additional votes are taken on the remaining nominees. If a majority vote is not achieved for any of the nominees, the nomination and voting process will be repeated, voting on the nominees in the order of their nomination, until a candidate has received a majority vote. The same process will be followed in selecting the Vice Chair. 3

Pledge of Allegiance 2. Approval of the Minutes from August 9, 2017 It was moved by Comm. Petlock and seconded by Comm. Allebach to approve the minutes of August 9, The motion carried unanimously. 3. Water Conservation Presentation and Follow-up Discussion Water Conservation Coordinator Mike Brett with the City of Sonoma presented on the City s active water conservation program and the resources available to the community. 4. Subcommittee Reports a. Tree Committee (Standing Subcommittee). Report received. b. Climate Change Mitigation Subcommittee (Ad Hoc). Report received. Climate Action Technician Intern Connor Prince with the City of Sonoma provided an update on the progress of implementing the Climate Action Plan. Commissioners and the public provided comments for consideration as implementation of the Plan continues forward. 5. Post Event Reviews a. 4 th of July Festivities and Parade July 3 rd and 4 th, 2017 It was moved by Comm. Petlock and seconded by Comm. Pollack to approve the post event review of the 4 th of July Festivities and Parade event. The CSEC voted 5-0 (with two commissioners absent) to approve the post event review and to release the deposit. b. Napa to Sonoma Wine Country Half Marathon July 16, 2017 It was moved by Comm. Petlock and seconded by Comm. Allebach to approve the post event review of the Napa to Sonoma Wine Country Half Marathon event. The CSEC voted 5-0 (with two commissioners absent) to approve the post event review and to release the deposit. 5

6 Community Services & Environment Commission: DRAFT Minutes September 13, Event Reviews a. Lighting of the Historic Sonoma Plaza November 18, 2017 This item was authorized by the CSEC to be moved up in the agenda as Item #3. It was moved by Comm. Petlock and seconded by Comm. Rateaver to approve the Lighting of the Historic Sonoma Plaza event application for 2017 subject to the Conditions of Approval. The CSEC voted 5-0 (with two commissioners absent) to approve this motion. b. Napa to Sonoma Wine Country Half Marathon July 15, 2018 It was moved by Comm. Petlock and seconded by Comm. Pollack to approve the Napa to Sonoma Wine Country Half Marathon event application for 2017 subject to the Conditions of Approval. The CSEC voted 5-0 (with two commissioners absent) to approve this motion. 7. Additional Items to be Considered for Oktoberfest Event It was moved by Comm. Petlock and seconded by Comm. Rateaver to not allow the organizers of the Oktoberfest event the use of fencing for a Beer Garden, with the exception of a California Department of Alcoholic Beverage Control (ABC) requirement for fencing. The CSEC voted 5-0 (with two commissioners absent) to approve this motion. 8. Future Agenda Items No items were discussed to be placed on a future meeting agenda. 9. Commissioner and Staff Comments Chair Brown adjourned the meeting at 8:39 P.M. The next regular meeting is scheduled for Wednesday, October 11, 2017 at 6:30 P.M. 79 Agenda Item #6.b Model Solar PV Ordinance for Your City The California Energy Commission has developed a Model Solar PV Ordinance to make it easy for cities to require solar PV on new, small scale residential construction. 350 Bay Area is partnering with the Bay Area Air Quality Management District to get the word out and help Bay Area residents work with their cities to adopt the ordinance. We've found seven Bay Area cities currently have some form of Solar PV ordinance (San Francisco, San Mateo, Palo Alto, Fremont, Brisbane, Tiburon and Sebastopol). That leaves about 93 cities to go! 79
