1 ITEM NO. : 9.1 MINUTES SPECIAL JOINT WINDSOR TOWN COUNCIL, WINDSOR REDEVELOPMENT SUCCESSOR AGENCY, WINDSOR WATER DISTRICT AND PARKS AND RECREATION COMMISSION MEETING Tuesday, April 17, 2018 Special Session - 6:00 p.m. Civic Center Council Chambers 9291 Old Redwood Highway, Building 400 Windsor, CA CALL TO ORDER Mayor Okrepkie called to order a meeting of the Town Council (Council), the Windsor Redevelopment Successor Agency and the Board of Directors of the Town of Windsor Water District (District) at 6:02 p.m. 2. COUNCIL ROLL CALL Present at roll call were Councilmembers Fudge, Salmon, Vice Mayor Foppoli and Mayor Okrepkie. Councilmember Millan was absent. 3. PARKS AND RECREATION COMMISSION ROLL CALL Present at roll call were Chair Lehr, Vice Chair Destruel, Commissioners Piscitello, Cain, Rennie. Youth Commissioners Pisano and Perez were absent. 4. PLEDGE OF ALLEGIANCE Michael Brooks led the Pledge of Allegiance. 5. CHANGES TO THE AGENDA 6. PRESENTATION 6.1 A Presentation by the Sonoma County Regional Parks Department regarding Challenges and Opportunities Burt Whitaker, Sonoma County Regional Parks Director, provided a PowerPoint presentation regarding challenges and opportunities for Sonoma County Regional Parks. 7. REGULAR CALENDAR 9.1 Senior Citizen Volunteer Driver Program Recreation Division Manager Davis introduced Senior Citizen Advisory Commission Chair Joannie Ransom who provided a summary report on the findings of the Senior Transportation Study Task Force. Mark Themig, Community Services Director for City of Healdsburg, discussed Healdsburg s Volunteer Driver Program that has been approved by their Senior Citizen Advisory Commission and will be considered by the Healdsburg City Council on May 7, Council and Commission discussion ensued regarding the need for senior transportation, door-through-door transportation, the current bus/shuttle system in place, and the possibility of partnering with the City of Healdsburg. Robin Nakhjaven, Resident Manager of Vinecrest Senior Apartments, spoke about the importance of implementing a transportation program and finding a solution to this problem. Mayor Okrepkie closed the public comment period. 9.2 Windsor Parks and Recreation Foundation Donation Management Analyst Lemen reported on the item and introduced Michael Brook, President of the Windsor Parks and Recreation Foundation. Michael Brook, President of the Windsor Parks and Recreation Foundation (Foundation), provided a PowerPoint presentation regarding the vision of People4Parks, Charlie Brown Christmas Tree Grove highlights, Tree Grove snow fall and 2017 lessons learned. Mr. Brook also discussed the Foundation s donation of a 6-foot tall Charlie Brown statue to be installed on the Town Green as an attraction and to honor the Charlie Brown Christmas Tree Grove. 9.3 Parks and Recreation Department Projects Management Analyst Lemen reported on the item and discussed a report on current and proposed Capital Improvement, Outlay and Operational Projects for Fiscal Year 2017 to Rosa Reynoza, Walton Way, spoke about the Michael A. Hall Park playground improvement survey and asked whether staff could make the survey available in Spanish. Ms. Reynoza also discussed the Walk Your Way to Health signage. Mayor Okrepkie closed the public comment period. 3 9.4 Old Vineyard Park Landscape Improvements Vice Mayor Dominic Foppoli and Commissioner Meredith Rennie left the Council Chambers prior to this item s discussion. Management Analyst Lemen reported on the item and discussed a proposed resolution amending the Fiscal Year budget for the Old Vineyard Park landscape improvements. Council and Commission discussion ensued. There being no public comments, Mayor Okrepkie closed the public comment period. 9.5 Special Event Policy Ad Hoc Committee Parks and Recreation Director Legge reported on the item and discussed appointing two Councilmembers to an Ad Hoc Committee to evaluate Special Event Policy concepts and provide recommendations to Town Council regarding Special Event Policy at a future date. There being no public comments, Mayor Okrepkie closed the public comment period. Vice Mayor Foppoli and Councilmember Salmon were appointed to an Ad Hoc Committee to evaluate Special Event Policy concepts and will provide recommendations to Town Council regarding said Policy at a future date. 10. ADJOURNMENT The meeting adjourned at 7:55 p.m. The next regular meeting of the Town Council is scheduled for Wednesday, April 18, 2018, at 6:00 p.m. in the Civic Center Council Chambers, located at 9291 Old Redwood Highway, Building 400 in Windsor. PRESENTATION/PROCLAMATION 5.1 A Proclamation Proclaiming May 20 through May 26, 2018 as National Public Works Week Mayor Okrepkie read and presented a proclamation to Engineering Technician Rich Metcalfe, Senior Civil Engineer Carl Euphrat, and Deputy Director of Engineering John Jaeger proclaiming May 20 through May 26, 2018 as National Public Works Week. Deputy Director of Engineering Jaeger thanked Council for the acknowledgement and invited the Council to the annual Public Works BBQ in recognition of National Public Works Week. 5.2 A Proclamation Declaring May 6 through May 12, 2018 as Municipal Clerks Week Mayor Okrepkie read and presented a proclamation to Deputy Town Clerk Irene Camacho-Werby and Administrative Assistant Melanie Torres declaring May 6 through May 12, 2018 as Municipal Clerks Week. Deputy Town Clerk Camacho-Werby thanked Council for the acknowledgement in Page 1
5 recognizing Municipal Clerks Week. 6. ANNOUNCEMENTS a. Upcoming Town Events Councilmembers announced various upcoming Town events. b. Status of Lytton Rancheria Development Town Manager Jansons provided an update on the Legislative Hearing to Consider H.R. 597 and H.R held on Wednesday, April 25, CONFLICT OF INTEREST DECLARATION 8. PUBLIC COMMENT Sonoma County Tourism Chief Operating Officer Tim Zahner introduced himself and introduced ITV Meridian Television Presenter Sangeeta Bhabra from Windsor, United Kingdom. Sangeeta Bhabra introduced herself and spoke about her production assignment abroad to hear from the people of Windsor, California on the upcoming Royal wedding of Prince Harry and Meghan Markle taking place at the Windsor Castle in England. Ms. Bhabra also thanked the Windsor Council and community for their hospitality. Julian Cohen, Silk Road, welcomed Ms. Bhabra and invited her to tour the Town of Windsor. 9. CONSENT CALENDAR Councilmember Millan moved to adopt the following Consent Calendar items as indicated below. Vice Mayor Foppoli seconded the motion. The motion to adopt all items passed by the following vote: 9.1 Approval of Minutes Approved the regular Town Council meeting minutes of April 18, Cancellation of the May 16, 2018 Regular Town Council Meeting Cancelled the regular meeting of the Town Council scheduled for May 16, Approval of First Amended MOU Regarding the Sonoma-Marin Saving Water Partnership Approved the First Amended Memorandum of Understanding Regarding the Sonoma- Marin Saving Water Partnership for Signature by the Mayor. 6 9.4 Downtown Holiday Light Installation Adopted Resolution No amending the Fiscal Year budget in the amount of $21,242 for downtown holiday lights acquisition and installation. 9.5 Service Agreement with WaterSmart for a Utility Billing Web Interface Approved an Agreement with WaterSmart to implement a utility billing web interface for a cost of $78,009 over a three-year term and authorized the Town Manager to execute said agreement. 9.6 Award a Street Maintenance Contract to Sierra Traffic Markings, Inc. for the Annual Pavement Marking Project Awarded a contract to Sierra Traffic Markings, Inc. for construction of the Annual Pavement Marking Project in the amount of $72, and authorized the Town Manager to execute the contract and any required construction change orders up to the authorized budget amount of $73, PUBLIC HEARING 10.1 Consideration of Adoption of an Interim Ordinance as an Urgency Measure Extending the Moratorium on New Retail Uses Selling Firearms Community Development Director MacNab reported on the item. Mayor Okrepkie opened the public hearing. There being no public testimony, Mayor Okrepkie closed the public hearing. Councilmember Millan moved to adopt interim Ordinance No , as an urgency measure pursuant to California Government Code Section extending for a period of ten months and fifteen days a temporary moratorium on the establishment of new retail uses selling firearms. Vice Mayor Foppoli seconded the motion. The motion passed by the following vote: 11. REGULAR CALENDAR 11.1 Adopt Resolutions of Intention as part of Fiscal Year (FY) Annual Proceedings for Windsor Landscaping and Lighting Special Assessment District and Windsor Landscaping and Lighting Assessment District No. 2 Senior Civil Engineer Euphrat introduced John Wanger, Principal Engineer with Coastland. Mr. Wanger reported on the item. There being no public testimony, Mayor Okrepkie closed the public comment period. Page 3
7 Councilmember Fudge moved to adopt Resolution No indicating intention to levy and collect annual assessments, preliminarily approve the FY Annual Engineer's Report for the Windsor Landscaping and Lighting Special Assessment District (LLAD-1) and set the time and date for the public protest hearing. Vice Mayor Foppoli seconded the motion. The motion passed by the following vote: Vice Mayor Foppoli moved to adopt Resolution No indicating intention to levy and collect annual assessments, preliminarily approve the FY Annual Engineer's Report for the Windsor Landscaping and Lighting Assessment District No. 2 (LLAD-2) and set the time and date for the public information meeting and the public protest hearing. Mayor Okrepkie seconded the motion. The motion passed by the following vote: 11.2 Presentation on Connecting Central Windsor Final Report Senior Civil Engineer Perez provided a background on providing a study on connecting Central Windsor and introduced Principal Architect and Engineer Steven Grover of Steven Grover Associates. Mr. Grover reported on the item. Julian Cohen, Silk Road, spoke in support of the report and commended Steven Grover Associates for reaching out to the community to retrieve a large volume of collective community feedback. Mike Freedman, Windsor resident, addressed his concerns on items not included in the report and requested further study. Betsy Mallace, Windsor resident, requested grant funding information and stated that the residents would be more supportive of this item if the Town could secure grant funding. Mayor Okrepkie closed the public comment period. Following Council discussion, Councilmember Fudge moved to accept the Connecting Central Windsor Final Report, prepared by Steven Grover & Associates, dated May 2018, and directed staff to begin with the recommended solutions included in the report, work with Caltrans to obtain the necessary permits for widening the U.S. 101 Undercrossing, lettering for the Undercrossing, and look into less expensive alternatives such as Page 4
8 improving the pathways connecting Old Redwood Highway and Conde Lane, in addition to planning for future budget needs. Councilmember Millan seconded the motion. The motion passed by the following vote: 11.3 Preliminary Fee Discussion for Public Art Program Management Analyst Lemen reported on the item. The following members of the public spoke in opposition of charging in-lieu fees for public art: Rosa Reynoza, Windsor resident Betsy Mallace, Windsor resident Julian Cohen, Silk Road, spoke in opposition of the proposed option to allow developers to bring in their own art at their discretion and instead request the 1% in-lieu fee. Mayor Okrepkie closed the public comment period. Following discussion, Council directed staff to survey developers for feedback on imposing in-lieu fees for public art and research alternative fee schedules, then return to Council at a future meeting to present new findings Consider Selection of Association of Bay Area Government s (ABAG) General Assembly Delegate and Alternate Town Manager Jansons reported on the item. There being no public testimony, Mayor Okrepkie closed the public comment period. Councilmember Fudge moved to appoint Councilmember Salmon as the voting delegate for the upcoming ABAG General Assembly Business meeting that will be held Thursday, May 31, 2018, no alternate was selected. MAYOR'S & COUNCILMEMBERS' REPORTS 12.1 Individual Councilmember Reports and Comments, including Reports on Meetings/Conferences and Activities of Miscellaneous Agencies Councilmembers reported on recent and upcoming activities, including reports from meetings attended Councilmember Requests for Future Council Agenda Items Councilmember Salmon requested a status report on active development projects. The request was supported by Council majority to be added to a future meeting. Vice Mayor Foppoli requested information on the conditions of the Keiser Park baseball fields. Town Manager Jansons stated that Parks and Facilities staff is aware of comments received by Windsor residents regarding current field conditions and will provide a development update progress report at a future meeting. 13. TOWN MANAGER S REPORT (ORAL REPORT) Town Manager Jansons reported on recent sales tax information and new business updates. 14. ADJOURNMENT The meeting adjourned at 8:12 p.m. The regular meeting of the Town Council for May 16, 2018 has been cancelled.
