PUBLIC MATTERS NOT ON THE AGENDA. Member Peters relayed a message to the Committee that she will be doing a quick presentation at the Board of Realtors tomorrow morning (July 21, 2016) about the City of Sutter Creek Design Standards. 2. COMMITTEE MATTERS. A. FENCE REPLACEMENT Business owner: Mark Wooldridge Property owner: Jay Michel 3 RANDOLPH STREET (APN ). Zoning District: Downtown Commercial (DTC) Historic District Committee review and recommendation on Design Clearance for fence replacement. Business owner Mark Wooldridge was present. Due to conflict of interest, Member O Neill recused himself from this matter. M/S Otto/Brown to approve Design Clearance as presented, with a 4 hog wire fence including post caps, stain color, a rolling door/gate (not an outswing gate), applicant to obtain Amador Fire Protection District approval, applicant to meet all requirements of Alcoholic Beverage Control for outdoor wine tasting. FRONT DOOR PAINT COLOR Property owner: Jay Michel 76 Main Street (APN ) Zoning District: Downtown Commercial (DTC) Main Street Historic District Committee review and recommendation on Design Clearance for the paint color chosen for the front door. Due to conflict of interest, Member O Neill recused himself from this matter. Property owner Jay Michel was present. Member Brown suggested the Committee refrain for six months on making a recommendation on the Chinese Red door color. Member Otto reviewed Design Standards Chapter (a) (e) in relation to this matter. He feels the contrast is overwhelming and suggested the property owner select a different color as the Chinese Red door color is not compliant with the Design Standards. Audience member Mike O Neill likes the Chinese Red color. M/S Brown/Baracco to continue this matter in six months (January 2017) with the Design Review Committee for continued discussion and recommendation. EXTERIOR PAINT 95 RANDOLPH (APN ) Zoning District: Residential (R1) - Design Standards: Historic District Approval of Design Clearance for exterior paint colors for a residence in the Historic District. Pursuant to the Design Standards Flow Chart, Design Review Committee approval is not required for projects within the Historic District that do not require either a Building Permit or Planning Entitlement. 13 Member Otto discussed the need for Committee review based on the text contained in Design Standards Chapter Committee discussion continued with the result that Staff will return this matter to the next available agenda for performance review of the Design Standards since inception on November D. OLD STYLE SIGNAGE FIRE 18 MAIN STREET (APN ) Zoning District: Downtown Commercial (DTC) Design Standards: Main St Historic District Discussion and direction from the Design Review Committee on signage options for the north side wall of the old firehouse/museum. Ed Arata provided a short PowerPoint presentation of the historic painted wall of the former So Cal & Chisholm Garage which was the Authorized Dodge Dealership in Sutter Creek. He asked for Committee input on approval of a similar style painting on the side of the Old Firehouse. Member Peters suggested painting the old style sign on wood to hang on the Old Firehouse. Member Baracco liked the old style painting and supported the art work. Mr. Arata suggested that it may work well on a 4 x8 rough wood background for a more historic appearance. Committee consensus for Mr. Arata to return to the Committee for a formal recommendation once he has specific option(s) for consideration. E. BUILDING PERMIT 135 GOPHER FLAT (APN ) Zoning District: Residential (R1) Design Standards: Historic District Approval of Design Clearance for the issuance of a Building Permit for the re-roof of a residence.
