Call to Order Chairman declared the Wednesday, September 26, 2018 meeting be called to order at 8:59 a.m. CARRIED 2. Approval of Agenda Moved by J. Sampson, seconded by B. Twaddle That the agenda dated September 26, 2018 be approved. CARRIED 3. Declaration of Conflict of Interest arising out of the matter listed on the agenda. HEARING NONE. 4. Presentations, deputations, and Public Question period. Ms. Adeline Bell referred to her letter in today s information package. Board members confirmed that the letter was reviewed. Ms. Bell provided additional information and seeks a solution to the lack of officer training as it relates to mental health illness in our community. Ms. Bell criticizes the Police for inappropriate responses made towards her son and gave an example. Ms. Bell would like to see the Police have someone trained in this area to help support and de-escalate situations. Owen Sound Police Services Board Page 1 of 4 Public Meeting September 26, 2018
2 Member (Mayor) arrived to the meeting at 9:02 a.m. Both of Ms. Bell s sons addressed the Board and spoke about the inappropriate treatment Officers made towards their brother. They also seek Police assistance to help make things better. There were no questions. Chief Sornberger advised Ms. Bell that he will have another Police Service investigate the complaints regarding Mr. Bell. Chairman Pierce thanked the Bell family for attending as they were dismissed at 9:07 a.m. Ms. Sandra Hibma works as a taxi driver with Bayshore Taxi. The Board has reviewed her petition included in the information package. This has been brought forward as it is believed another company may be opening. Current Taxi Driver s feel that the City s population cannot support another taxi company and that the Board should consider putting a cap on the number of taxis and taxi companies in the Board s Taxi by-law. Drivers also feel the meter start rate of $3.85 is too low. Drivers would like to see a reasonable solution to these issues. Chief reminded the Board that this is their prevue. There was a brief discussion. 5. Moved by B. O Leary, seconded by I. Boddy That the Board requests staff to provide a report to compare Taxi meter rates and set caps on Taxi companies. CARRIED There were no further questions. Members of the public were thanked for their attendance and dismissed at 9:12 a.m. 6. Approval of Minutes Moved by B. Twaddle, seconded by B. O Leary That the minutes dated June 27, 2018 be approved as distributed. CARRIED 7. Business arising out of the minutes dated June 27, 2018 Public Meeting. HEARING NONE. 8. Chairman s Report Chairman Pierce provided an update on the recent OAPSB Labour Seminar that he and member O Leary and Sampson attended. Highlights included issues and concerns with Bill 175, OIPRD, SIU and OCPC. The status of the OMERS pension was discussed as well as bargaining trends and issues with upcoming negotiations. Chairman encouraged members to view all the papers from the conference as they are listed on the OAPSB website. Chairman provided an update on the September 18 Zone 5 meeting held in Waterloo. 9. Reports from Inspector J. Fluney (discussed Inspector J. Fluney s reports provided in correspondence package) The following reports were provided: - Collision Statistics Owen Sound Police Services Board Page 2 of 4 Public Meeting September 26, 2018
3 - Lost Hours and Training - Traffic Enforcement Chief advised (with back to school in mind) that traffic enforcement will be stepped up after speeding complaints have been received. There were no questions regarding the above named reports. 10. Reports from Acting Inspector Dazé (discussed Acting Inspector Dazé s reports provided in correspondence package) Inspector J. Fluney in the absence of A/Inspector M. Dazé provided the following reports: - Auxiliary Unit - Community Services Report an update was given regarding the safe exchange zone observations have been made that people like it and have been using it. A reminder will be put out on social media - Criminal Investigations Branch - Drug Enforcement questions were raised regarding the number of deaths using fentanyl/drugs. Chief advised members of the difficulty tracking and that this is done at the provincial level. Press releases have and will continue to go out on a frequent basis. A/Insp. Dazé will provide a report on the number of opiode deaths provincially and in our community for the next Board meeting. There were no questions regarding the above named reports: 11. Moved by I. Boddy, seconded by B. O Leary That the reports by Inspector J. Fluney and A/Insp. Dazé be accepted as presented. CARRIED 12. Reports from Director of Civilian Services K. Fluney (discussed Director K. Fluney s reports provided in correspondence package) The following reports were provided: - Board By-laws - Court - Records There were no questions regarding the above named reports: 13. Report from Director of Corporate Service s S. Bell-Matheson (discussed Director Bell-Matheson s report provided in correspondence package) Director K. Fluney in the absence of Director Bell-Matheson provided the report titled Calls for Service. The Board liked the new format this month and better understands where time is being spent. There was a discussion regarding the volume of calls and time spent on mental health issues. The influx is being looked at very closely and the Chief expressed the need for more stakeholders to be involved. There were no questions regarding the Corporate Service s report. 14. Report from Director of Information Technology Service s C. Hill (discussed Director Hill s report provided in correspondence package) Inspector J. Fluney in the absence of Director C. 4 There were no questions regarding the Information Technology Service s report. 15. Moved by B. O Leary, seconded by I. Boddy That the reports by Director K. Fluney, Director Bell-Matheson and Director Hill be accepted as presented. CARRIED 16. Financial Report Chief Sornberger advised the Board that our budget over the last three months is tracking a surplus and he is informed by Ms. Allan that this is expected to continue. There were no questions raised regarding the budget. 17. Chief s Report Chief advised the Board that the Service s custodial and cleaning services agreement is due to expire Oct. 31, There are no complaints with the current company and all feedback has been more than positive. Chief informed the Board that there is a clause to extend the contract for one additional year. 18. Moved by B. O Leary, seconded by B. Twaddle That the Board approves and accepts to extend the contract of OSPS Custodial Services to Gerald and Carolyn McKnight. This contract is effective November 01, 2018 for a period of one (1) year under the same terms and conditions as the Chief recommended. CARRIED There were no questions regarding the Chief s report. 19. Approval of Chief s Report Moved by B. Twaddle, seconded by J. Sampson That the Chief s report be accepted as Chief Sornberger presented. CARRIED 20. Other Business There was no other business to be discussed. 21. Motion to Receive Information Package Moved by B. Twaddle, seconded by B. O Leary That the Board Information Package dated September 26, 2018 be approved as circulated. CARRIED 22. Motion to Adjourn Moved by B. O Leary That the meeting of September 26, 2018 be declared terminated at 9:54 a.m. to move incamera for the purposes of discussing personnel issues, matters involving public security and intimate financial or personal matters.
