Professional Standards Branch Reports - June 2012 & July 2012 Monthly/Year-to-Date Internal/External Recognition Moved by Ms. Scislowski, seconded by Mr. Ray and carried to note and file the reports as D. Independent Civilian Review G20 Summit: Executive Summary and Recommendations of the Honourable John W. Morden Mr. Ray noted that both the Ottawa and Durham Boards have responded to this report and recommend that both the OAPSB and the Ministry consider it further. Mr. Ray stated that this is the best legal opinion available to date on the role of Police Services Boards and it suggests that there is a greater role for Police Services Boards than has been previously defined. Mr. Ray asked for input on this matter that he can bring forward at an OAPSB meeting later this week. Councillor Gignac felt that although the recommendations are not binding, the OAPSB should request clear direction from the Ministry. Ms. Scislowski felt that for consistency, Boards need clear direction on whether the recommendations are viable, whether they fall within the purview of the Act, how the recommendations are to be implemented and where the risk lies. Acting Chief Frederick stated that certain principles in the document are valuable to Board Members. For example, information exchange with the Chief of Police is a good practice and a number of the recommendations speak to the flow of information between Chiefs and Boards. 2

3 Other recommendations deal with good policies and procedures and the overall board governance roll. Mr. Ray raised the matter of the recent student music festival at the riverfront and the fact that Acting Chief Frederick provided the Board with a package concerning the WPS Operational Plan. Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to receive and file the report as E. International Conference of Police Chaplains Annual Training Seminar Report of Reverend Chuck Congram Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to receive and note the report as F. Freedom of Information Second Quarter Report Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to receive and note the report as G. Human Rights Project Ms. Scislowski reported that the groups have met over the summer and that presently an internal census is being done as well as outreach sessions regarding recruitment. The Sponsor Group will meet in October and the Accountability Group has been reviewing policies and directive to ensure they are Human Rights compliant. Moved by Mr. Ray, seconded by Councillor Gignac and carried to receive the verbal update. H. Windsor Police Service 2011 Annual Report Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to receive and note the report as I. SIU Section 11 Review of Custody Injury Acting Chief Frederick noted that in May 2012, on his recommendation, the Board decided to make all SIU reviews public. This is the first such report and it relates to the deployment of a police dog. As a result of this review updates and changes have been made to the WPS policy regarding police dogs. Moved by Councillor Gignac, seconded by Mr. Ray and carried to note and file the report as SECTION 4 1. POLICY 3

WPSB Revenue and Expense Statement January July 2012 Moved by Councillor Gignac, seconded by Mr. Ray and carried to note and file the report as E. Request for Financial Support Children s Aid Foundation Moved by Councillor Gignac, seconded by Mr. Ray and carried receive for information. Mayor Francis returned to the meeting room at 1:17 p.m. and resumed the chair. F. Request for Financial Support All Saint s Anglican Church Moved by Councillor Gignac, seconded by Mr. Ray and carried receive for information. SECTION 6 1. PERSONNEL MATTERS/MULTICULTURAL RECRUITMENT/LABOUR RELATIONS A. Requests for Re-Appointment of Special Constables University of Windsor Moved by Mr. Ray, seconded by Councillor Gignac and carried as follows.
