SECTION 1 1. CALL TO ORDER 2. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. 3. APPROVAL OF AGENDA Moved by Mr. Clark, seconded by Councillor Gignac and carried to approve the agenda as presented, with the addition of S5/1F 2014 Budget, and S9/1B Coordinated Bargaining. Mayor Francis introduced the new municipally appointed board member, Tom Clark. In addition Mayor Francis also thanked Peter Osinga from the Ministry of Community and Correctional Services for his attendance at the meeting. 4. APPROVAL OF MINUTES
2 It was moved by Mr. Clark, seconded by Councillor Gignac, to Approve the Minutes of the Regular Public Meeting held on September 26, 2013 A. Hong Kong Police, Senior Inspectors Visit 5. BUSINESS ARISING FROM MINUTES 6. DELEGATIONS SECTION 2 1. NEW BUSINESS Moved by Councillor Gignac, seconded by Mr. Clark and carried to note and file the correspondence as B. Proposed 2014 Board Meeting Schedule Moved by Mr. Ray, seconded by Councillor Gignac and carried as follows: RESOLVED THAT the Windsor Police Services Board approves the proposed meeting schedule for C. RBI Toys Inc., Request for Renewal, Use of WPS Crest and Markings Moved by Mr. Clark seconded by Councillor Gignac and carried as follows: RESOLVED THAT FURTHER RESOLVED THAT the Windsor Police Services Board grant permission to RBI Toys, Inc. to use the Windsor Police Service Crest and markings, as outlined in their request of November 15, 2013, for a period of two (2) years, commencing January 1, Motormax Toy Factory Ltd may produce and supply these products in partnership with RBI Toys, Inc. SECTION 3 1. REPORTS A. Crime Statistics, September, October, 2013 Deputy Chief Power presented the highlights of the report, a 10% decrease from total reported crimes from the same time last year, 10% decrease in violent crime, and 11% decrease in property crime from the same time last year.

Crime Stoppers, September, October, 2013 Moved by Mr. Ray, seconded by Mr. Clark, and carried to note and file the report as C. Professional Standards Branch, September, October 2013 Moved by Mr. Clark, seconded by Councillor Gignac and carried to note and file the report as D. Freedom of Information, Third Quarter Report E. Motorcycle Noise- Highway Traffic Act Enforcement Councillor Gignac expressed her appreciation for the report. F. Downtown Homelessness Issue Councillor Gignac expressed her appreciation for the report, as it is a reoccurring issue, and asked how WPS can connect with social services to give increased awareness that there is public assistance available. Superintendent Langlois indicated that there is a significant issue, as the calls for service have increased, and that the C.O.A.S.T unit has taken on the responsibility with patrol service. The C.O.A.S.T unit has met with the Homeless Coalition, DWBIA, and the Crime Prevention Committee to discuss ways to educate the community to find different solutions for the individuals who are affected, and mentioned that there is a meeting scheduled for January with these stakeholders, to discuss plans moving forward. Mayor Francis commented that he was made aware of an instance where certain citizens have made $300 a day, and stated that this concerning. Supt. Langlois confirmed that it is not unheard of for individuals to make this amount, and that they are not all homeless, or on the verge of homeless, but rather from lower-income situations and are on social assistance, and that C.O.A.S.T has found that this is a money making venture. Further, he believes that the crime prevention committee, will have to develop a comprehensive public plan to educate the community, to help alleviate the issue. Mayor Francis clarified that there are a number of community services which provide the support which residents need. In addition, citizens can contribute to these agencies, as they are
4 the best to receive the financial contributions, in order to support the citizens in need. Mr. Ray stated that he doesn t want it to appear that the police are heartless, and agrees, and indicated that there are citizens who are in difficult situations, and has great sympathy for what is happening and feels it is a social problem. Councillor Gignac followed, that it is not an issue of being heartless, and recognized that there are situations where citizens have difficulty and need assistance. She then indicated that there are social agencies in place which can provide assistance and can direct how the money is spent. Councillor Gignac raised a second issue, in which residents had contacted her who had felt threatened, after being approached on the street by people asking for money, and asked the Chief what percentage of people asking for money, would be aggressive towards the public. Chief Frederick indicated that this is both a social and a health issue, and the police are not the best equipped to deal with this issue, and thus have engaged in many partnerships to help with this issue. He then furthered, that the police are very empathetic towards this situation, however, unless a law is broken, the role of the police is extremely limited. He believes that all of the partnerships in the community are engaged with the police, and that it will be a community solution and not a police action. G. C.O.A.S.T. Report (This item was discussed after Mayor Francis left the meeting at 2:50 P.M.) Councillor Gignac asked if there is any funding which comes from the L.H.I.N for the C.O.A.S.T. unit? Superintendent Langlois stated that a $50,000 donation came from Hotel-Dieu Grace Hospital in the early stages of the implementation; however there is no funding coming from L.H.I.N at this time. Chief Frederick reported that discussions are taking place with L.H.I.N. and hospital officials in regards to new approaches. Mr. Ray questioned if the shift of the C.O.A.S.T members could be extended past the day shift, and if there is one crisis intervention trained officer, per each platoon. Supt. Langlois confirmed that there is one trained officer per each platoon as a backup, and there is also a day and afternoon shift, which has both a crisis intervention trained officer, and a health care worker. Chief Frederick added the COAST unit is not for emergency situations, the front-line officers still have to respond due to use of force issues. He explained that the COAST unit is more of a follow up, investigative support unit, not the initial responders, and that all front-line officers are engaged in mental health issues in this community on a daily basis. Mr. Ray then asked how much violence is associated. Chief Frederick referred to the mental health act, and that in every case there is either violence, or the threat of violence. The Chief stated that more funding and additional initiatives are needed to support mental health. Supt. Langlois indicated that a vast majority are follow up calls, that draw a lot of WPS resources,
5 where individuals are not violent but are having mental health difficulties, and need support and mechanisms to help them. Moved by Mr. Clark, seconded by Mr. Ray, and carried to note and file the report as H. D.I.G.S - Power Point presentation by Superintendent John St. Louis (This item was discussed after Mayor Francis left the meeting at 2:50 P.M.) Supt. St. Louis presented a report of what the D.I.G.S. unit has been doing, and has accomplished. Supt. St. Louis stated that there has been an increase in the number of firearms that have been seized, in which a majority of the firearms come from Michigan. He furthered, that this unit continues to respond to community needs when there is issue of drug activity in different parts of the community. Mr. Ray questioned that of the firearms that have been seized, if these statistics include the firearms that are seized at the border. Supt. St. Louis indicated that these figures are not representative of border seizures, and are solely firearm seizures of the WPS, that were seized within the City of Windsor. Deputy Chief Power clarified that these seizures are crime guns, which are found through search warrants. Moved by Mr. Clark, seconded by Mr. Ray, and carried to note and file the report as J. Human Rights Project Update- Presentation Insp. Rick Facciolo and Sgt. Pam Mizuno Inspector Facciolo indicated that the Human Rights project is approaching the end of the 3 year project, in February, Insp. Facciolo highlighted the work and the success of the subcommittees that had been established. All initiatives are designed to be continued, moving forward. Mayor Francis thanked Inspector Facciolo and Sgt. Mizuno for their work on this project. Mayor Francis leaves the boardroom at 2:50 P.M.; Councillor Gignac assumes the role of the Chair. K. Windsor Police Service Participation in Dream Lift- Presentation Chief Frederick introduced the video shown of the WPS participation in the Dream Lift. He then introduced Inspector Tom Crowley and Ms. Melanie Kish-Lewis and thanked them for coordinating the involvement of 40 WPS Officers and staff, both Civilian and Sworn, who participated in the Dream Lift. Chief Frederick also recognized the media who travelled to Florida, in addition to Deputy Chief Derus who also took part.
6 Mayor Francis also acknowledged and thanked Inspector Crowley and Ms. Kish-Lewis for their work and involvement in the Dream Lift. Moved by Mr. Clark, seconded by Councillor Gignac and carried to note and file the report as L. Labour Disputes, Report by Chief Frederick Chief Frederick shared the report with the board, and indicated that the role of the police is very limited in labour disputes, unless criminal activity has taken place. M. Section 11 Review-SIU Incident August 21, 2011 SECTION 4 1. POLICY A. Fees and Charges By-Law (to amend By-Law ) Mr. Ray asked if there had been any increases to the fees presented, and Mayor Francis indicated that there were small increases. Chief Frederick confirmed that there are nominal increases. Councillor Gignac questioned if the expedited record check had been introduced, and Chief Frederick confirmed that it has been introduced. Moved by Councillor Gignac, seconded by Mr. Clark, and carried to receive as follows: RESOLVED THAT the Windsor Police Services Board approves By-Law Number and amended fee schedule, and authorizes the Chair to execute the document as SECTION 5 1. SERVICE BUDGET/FINANCIAL MATTERS/BOARD ACCOUNTS A. Replenish Petty Cash $ Moved by Mr. Ray, seconded by Mr. Clark, and carried as follows: RESOLVED THAT the Windsor Police Services Board approves reimbursement of the Board s petty cash fund in the amount of $ E. Confirmation of Poll: Support for the 2013 Auxiliary Dinner Moved by Mr. Ray, seconded by Mr. Clark and carried to endorse the following resolution, previously approved by poll: RESOLVED THAT the Windsor Police Services Board approves financial support of the Windsor Police Auxiliary Patrol Unit Banquet 2013 in the amount of $4, F Budget Report Mayor Francis indicated that the 2014 WPS budget was previously approved at an increase of $1.5 Million, and submitted for the 2014 City of Windsor budget. Chief Frederick commented that the budget has increased 2% over last year s budget, in order to cover the arbitrated salary increases, and confirmed that all other budget lines have been held to a 0% increase. He then thanked Rita Pennesi, Budget & Finance Manager, as well as all Senior Officers and Directors for their work in preparing the budget. Moved by Councillor Gignac, seconded by Mr. Clark to receive the information as
8 SECTION 6 1. PERSONNEL MATTERS/MULTICULTURAL RECRUITMENT/LABOUR RELATIONS A. Windsor Police Service Retirements for information Special Constable S. PLANT/EQUIPMENT/PHYSICAL RESOURCES A. Main Office/Information Services Renovations Chief Frederick indicated that two years ago WPS looked for ways to improve customer service and efficiencies in the main office. After the reallocation of human resources and physical space needs, this report indicates that some changes are needed to the front counter. The improvements will accommodate the data entry personnel, and provide a more streamlined approach to citizen needs upon approaching the front counter. Mayor Francis questioned if this had been budgeted for. Rita Pennesi, indicated that this was approved by the board in the 2013 Capital Budget in the amount of $100, for the renovation. Mayor Francis then questioned if all of the issues surrounding the front counter had been resolved. Rita Pennesi clarified that there is one outstanding issue which is currently in the legal department. Mayor Francis then requested that he be notified, and that the legal
9 department sign off, to ensure that all of appropriate steps have been taken prior to any cheques being signed. Councillor Gignac questioned the engineering of the front desk, and if the front desk would be moved lower. Chief Frederick stated that it would not be moved, and Mayor Francis clarified this is a safety requirement. Coordinating Bargaining Mayor Francis commented how he has been receiving calls in regards to the City of Windsor s police services, lack of participation with the coordinating bargaining strategy. Mayor Francis stated that the board did not join the coordinating bargaining strategy, and while they are thankful for the request, the board has passed the opportunity, and is not prepared to join. 2.
