Confirmation of Poll: Human Rights Complaints Nassr v. WPSB Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to endorse the following resolution previously approved by poll. in the matter of the Human Rights complaints of Mr. Jason Nassr, the Windsor Police Services Board directs Mr. George Wilkki, Board Legal Counsel, to respond to the Human Rights Tribunal of Ontario and to participate in the half-day summary hearing teleconference. H. Windsor Essex County District School Board Proposals to Offer Surplus Property for Sale/Lease Correspondence of September 7, 2012 re: Tuscarora Correspondence of September 20, 2012 re: 5305 Adstoll As the Board has no requirements for this property it was moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the above correspondence. The Board directed that the appropriate correspondence be forwarded to the school board. I. Business Plan Chief Frederick noted that the Board has mandated a 45-day plan to transform the WPS. He reported that 15 hours of meetings have taken place with the Senior Leadership Team and they have identified 32 recommendations for project status along with a number of capital 2

3 requirements that are project worthy. The Chief requested permission to embark on a Strategic Business Plan as the current Plan is an obsolete document that does not reflect the new leadership or the new direction/transformation that is underway. Chief Frederick believes everything the Board is asking for will be encompassed in the Strategic Business Plan. There was discussion regarding whether the Transformational Plan and the Business Plan would be considered as separate plans or as one. The Mayor suggested the Board may wish to consider holding a special session in which Senior Command could present the Transformational Plan first and, following that, discuss the next steps. He noted the Board s desire to participate in this process. Moved by Councillor Gignac, seconded Ms. Scislowski and carried as follows. the Windsor Police Services Board will hold a special meeting within the next two weeks to allow Chief Frederick to present the draft plan. SECTION 3 1. REPORTS A. Crime Statistics - September 2012 & October 2012 Moved by Ms. Scislowski, seconded by Mr. Ray and carried to note and file the reports as B. Crime Stoppers September 2012 & October 2012 Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the reports as C. Professional Standards Branch Reports - August 2012, September & October 2012 Monthly/Year-to-Date Internal/External Recognition Moved by Councillor Gignac, seconded by Mr. Doherty and carried to note and file the reports as D. Freedom of Information 3 rd Quarter Report Moved by Councillor Gignac, seconded by Mr. Rayand carried to note and file the report as E. S.I.U. Statistics Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the report as 3

Fight Calls in Downtown Core Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the report as G Year to Date Statistics In response to Councillor Gignac s question Deputy Chief Power noted that the number of MHA apprehensions is high and he will be preparing a year-end report with comparisons. Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the report as H. 920 Ouellette Councillor Gignac expressed concerns regarding the issues at 920 Ouellette and asked whether the Board could assist in any way. Superintendent Langlois updated the Board and noted that at a meeting held on November 6 th the majority of tenant concerns were not with police response but with CHC. Following discussion it was moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note & file the report as I. WPS Section 11 Reviews Mr. Ray pointed out that the custody injury incident occurred six years ago and that new procedures are now in place. Regarding the sudden death, Councillor Gignac commented that there are not many who would give CPR to a stranger, as WPS officers did in this case. Moved by Councillor Gignac, seconded by Ms. Scislowski and carried to note and file the reports as J. Project Accountability The Board noted that these items would be part of the agenda package for the special meeting as noted in the S2/1I resolution regarding the Business Plan. K. Human Rights Project Charter Inspector Facciolo reported that a census of WPS has been done with a 96% return rate. Results will be made available to WPS Members and the WPS Board in mid-december. Results will also be released publicly. 4

5 Ms. Scislowski reported that the WPS Training Facility was a good venue for the last swearing-in as it was attended by community partners as well as persons who attend the Human Rights Outreach meetings. Request for Financial Support Windsor Police Auxiliary Banquet Moved by Ms. Scislowski, seconded by Mr. Doherty and carried as follows. the Windsor Police Services Board approves financial support of the Windsor Police Auxiliary Patrol Unit Banquet 2012 in the amount of $4, E. WPS Board Rewards Budget Recommendation The Board was in receipt of a recommendation from Budget and Finance Manager Rita Pennesi to move the $41, allocated for rewards to a separate Board bank account to be replenished only when depleted. In response to Councillor Gignac s question the Chief explained that the WPS operating budget would then be reduced by $41, Moved by Councillor Gignac, seconded by Ms. Scislowski and carried as follows. the Windsor Police Services Board approves the transfer of $41, from the Operating budget to a separate WPS Board bank account for the purpose of funding potential reward payouts; AND FURTHER newly issued rewards will be budgeted for in the following year as required. 6
