Municipal Report Number 763 Page No. 155 It is respectfully recommended to Council that the minutes of the Regular Meeting of Monday July 24 th, 2017, the Special Meeting of Tuesday August 8 th, 2017 and the Closed Meeting of Tuesday August 8 th, 2017 be adopted as circulated. Page No. 156 That Council of the Town of Mattawa authorizes Mr. Thomas Davis of Valin Partners, on behalf of the municipality, to prepare a Notice of Vesting to be registered on title for the property described as PIN LT 747 John Street. Page No. 157 That the disbursements for the month of July 2017 in the amount of $581, be adopted as submitted.

7 Page 161 Page No. 158 That the Town of Mattawa authorizes staff of the John Dixon Library to conduct a barbecue on the sidewalk in front of Foodland on Saturday August 19 th, 2017 from 11:00 am 2:00 pm in order to raise money for the John Dixon Public Library. Page No. 159 It is therefore recommended that the Mayor and Council of the Corporation of the Town of Mattawa authorizes staff to proceed with the firm of Goodridge Goulet Planning & Surveying Ltd. to provide Ontario Land Surveyor work required for the Town of Mattawa Light Industrial Park project. Furthermore, that the work to be carried out as listed above within an upset limit of $15, plus HST to be applied on the Corporation s line of credit. Resolution Number Moved by Councillor C. SARRAZIN RAYMOND BÉLANGER, CAO/TREASURER WATERFRONT DOCKS REPAIR _ Draft By-Law X Item Policy Recommendation Mayor D. Backer and Members of Council: The Recreation & Facilities Service Manager, through his Recreation Reports (attached - April 24 th and July 10 th, 2017), stated to Council that the Mattawa Waterfront docks are showing signs of aging: April 24, 2017 The Mattawa Waterfront docks are really showing signs of aging some being in the water since the 1980 s and others since This has been reported to Council each year and staff have done their best in repairing them as best as possible. Staff repaired some of the docks again in the past week but some more intense work must be carried out to one of the main floating dock header. The header has deteriorated to a point that the large angle cleats are no longer attached. Recommend that the Town request a meeting and site visit with Oceans and Fisheries representatives. July 10, 2017 Speaking of the docks, a number of repairs had to be carried out to the decking and connection plates on the docks. There have been 2 incidents where the public have broken through the decking on the docks. The docks have aged to a point where they need more than just repairs as we go. On July 31, 2017 the Town of Mattawa received Invoices# to (attached) dated July 29, 2017 for repairs carried out to the Mattawa Waterfront Docks. These repairs were not budgeted for and staff is requesting approval from Council for payment. Recommendation: It is recommended that the Mayor and Council of the Corporation of the Town of Mattawa authorizes staff to process Invoices# to from Reg Belanger Home Repair in the amount of $5, for materials, $17, for labour, and $2, for HST for a total of $26, It is also recommended that these funds be transferred into the 2017 Municipal Budget from the Working Funds Reserve. MICK FRANCINE DESORMEAU, CLERK PROSTATE CANCER AWARENESS MONTH Draft By-Law _X_ Item Policy Recommendation Mayor D. Backer and Members of Council: In the correspondence section of the August 14 th agenda, a letter (4.11) from Prostate Cancer Canada requested all Canadian municipalities proclaim the month of September as Prostate Cancer Awareness Month. Council spoke to this request and agreed a resolution of support was in order. WHEREAS prostate cancer is the most common cancer to affect Canadian men; and WHEREAS 1 in 8 Canadian men will be diagnosed with the disease in his lifetime; and WHEREAS an estimated 24,000 Canadian men will be diagnosed with prostate cancer this year; and WHEREAS the survival rate for prostate cancer can be over 90% when detected early; and WHEREAS those with a family history of the disease, or those of African or Caribbean descent, are at a greater risk of developing prostate cancer; and WHEREAS Prostate Cancer Canada recommends that men get a PSA test in their 40s to establish their baseline. Recommendation: Therefore Council of the Town of Mattawa does hereby proclaim the month of September 2017 as Prostate Cancer Awareness Month. Respectfully recommended Councillor L. Mick

12 Date: MONDAY, AUGUST 28 TH, 2017 Page No: 166 THE CORPORATION OF THE TOWN OF MATTAWA COMMITTEE: CHAIRPERSON: DEPT. HEAD: TITLE: PERSONNEL COUNCILLOR C. LACELLE RAYMOND BÉLANGER, CAO/TREASURER RECREATION & FACILITIES SERVICES MANAGER _ Draft By-Law X Item Policy Recommendation Mayor D. Backer and Members of Council: On April 24, 2017 the Recreation & Facilities Services Manager announced his retirement to Council. Later, at the Special Meeting of July 4, 2017 Council authorized staff to simultaneously post this vacancy both internally and externally with a closing date of July 28, A total of 26 applications were received and Council at their Special Meeting of August 8, 2017 with a majority of Council agreed and instructed the CAO to present a job offer to one of the candidates. The new Recreation & Facilities Services Manager will take office commencing Friday, September 15, As part of the management team, the manager will work closely and report to the CAO and also be guided by the requirements outlined in the job description (copy attached) and other working conditions as set out in the policies and procedures of the municipality. The following terms and conditions will apply during this employment with the municipality: The probationary period will be for six (6) months, subject to reduction or extension if circumstances warrant it. During the probationary period the successful candidate will be considered on leave from the bargaining unit. Upon successful completion of the probationary period the appointment will be considered permanent; and if unsuccessful will be returned to the bargaining unit. The gross annual salary will be $65, as per Step 3 of the non-union employee group 5-Step Salary Grid. Accumulated vacation and sick leave credits will be carried forward. The Recreation & Facilities Services Manager may be required to travel and work varying and additional hours, which are considered to be part of the overall compensation package.

13 Employment is conditional on the ability to satisfy criminal reference check requirements. As part of the management team, expectations are to act in a manner that reflects positively on the reputation of the municipality, to avoid any conflicts of interest, and to guard the confidential and sensitive information that may be encountered. Recommendation: It is therefore recommended that the Mayor and Council of the Corporation of the Town of Mattawa approve the hiring of Lucie Desrochers as the new Recreation & Facilities Services Manager at an annual salary of $65, This appointment will include a 6-month probation period and will be required to report to the CAO and also be guided by the requirements outlined in the job description (copy attached) and other working conditions as set out in the policies and procedures of the municipality. LAROSE WAYNE CHAPUT MUNICIPAL LAW ENFORCEMENT TRAINING & BUILDING CODE TRAINING Draft By-Law _X_ Item Policy Recommendation Mayor D. Backer and Members of Council: There is a Municipal Law Enforcement Training four day Seminar being offered which will address the officer s responsibilities in preparing for and attending court, issuing and writing P.O.A. Part III Information & Summons, proper conduct in the courtroom and prepare the officer to present evidence. The seminar is being offered from September 11 th to September 14 th, The cost to attend this training seminar is $ and normal travel policy will apply. The course will be held in London. There is also a Part 3 - Large Buildings - Classification & Construction-2012 five day course being offered which considers the important elements of a structure regulated by Part 3 Large buildings including mid-rise construction. The course would be beneficial to Mr. Chaput in helping him obtain his full certification. The total cost is $ and normal travel policy will apply. The course runs from December 4 th to December 8 th, 2017 at the OBOA Office in Woodbridge, Ontario. There is a combined total of $ remaining from the By-Law and Building Department 2017 budget for Travel/Conventions/Schools. Recommendation: It is recommended that Council authorize the By-Law Officer/ Chief Building Official Wayne Chaput to register and attend the Municipal Law Enforcement training Seminar September 11 th to September 14 th, 2017 in London at a cost of $ and normal travel policy will apply & the Part 3 - Large Buildings - Classification & Construction-2012 course December 4 th to December 8 th, 2017 at the OBOA Office in Woodbridge, Ontario at a cost of $ and normal travel policy will apply.
