White, and D. M. Gillard. 1. Councillor Alty read the Opening Prayer/Meditation. AWARDS, CEREMONIES AND PRESENTATIONS 2. Mayor Heyck presented Deputy Fire Chief Gerda Groothuizen with a Queen s Diamond Jubilee Medal. 3. Mayor Heyck presented the Christmas Lights Competition awards. ADOPTION OF MINUTES FROM PREVIOUS MEETING(S) # Councillor Alty moved, Councillor Bussey seconded, That the Minutes of Council for the regular meeting of Monday, December 10, 2012 be adopted as amended.

2 Page 2 5. Councillor Alty moved, Councillor Vanthuyne seconded, That the minutes of the special Council meeting of Monday January 7, 2013 be adopted. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF 5. Councillor Bussey declared a conflict of interest with regard to the appointment of members to the Yellowknife Area Policing Advisory Committee as a close family member is being recommended for appointment. CORRESPONDENCE AND PETITIONS 6. There was no correspondence nor were there any petitions. STATUTORY PUBLIC HEARINGS 7. There were no Statutory Public Hearing. DELEGATIONS PERTAINING TO ITEMS ON THE AGENDA MEMBER STATEMENTS 8. There were no delegations pertaining to items on the agenda. 9. Councillor Vanthuyne recognized Yellowknife resident, Jaret Moshenko, for his efforts to raise money and awareness for the Canadian Cancer Society Councillor Vanthuyne noted that although his trek from Yellowknife to the Hearne Channel was cut short on the first day, he was still able to raise $10,000 at a silent auction held at the Top Knight. 10. Councillor Bell stated that he has contacted the transit provider in Whitehorse, Total North, to discuss software they are testing that tracks the location of buses for residents. Councillor Bell noted that it seems to be working for them and is inexpensive.

3 Page 3 INTRODUCTION AND CONSIDERATION OF COMMITTEE REPORTS Municipal Services Committee Report for December 10, Councillor Alty read a report of a meeting held on Monday, December 10, 2012 at 12:05 p.m. in the City Hall Council Chamber. The attendance was noted. 12. Councillor Bussey declared a conflict of interest and excused herself from the meeting at 7:12 p.m. # Councillor Alty moved, Councillor Brooks seconded, That Council appoint Mr. James Hamel, a representative of Sir John Franklin School; Ms. Caitlyn Gillingham, a representative of St. Patrick High School; Ms. Kathy Paul-Drover and Eric Bussey, representatives from the public at large to serve on the Yellowknife Area Policing Advisory Committee for a two year term commencing January 15, 2013 and ending January 14, Councillor Bussey returned to the meeting at 7:13 p.m. Municipal Services Committee Report for January 7, Councillor Alty read a report of a meeting held on Monday, January 14, 2013 at 12:05 p.m. in the City Hall Council Chamber. The attendance was noted. # Councillor Alty moved, Councillor Brooks seconded, That the Mayor and Members of Council be authorized to attend the following conferences in 2013:

That Council appoint Mr. Jason McAvoy, a representative of the Yellowknife Chamber of Commerce, to serve on the Community Energy Planning Committee for a two year term commencing January 15, 2013 and terminating January 14, There were no by-laws for the agenda. DEFERRED BUSINESS AND TABLED ITEMS 17. There was no deferred business and there were no tabled items.

5 Page 5 OLD BUSINESS NOTICES OF MOTION 18. There was no old business. 19. There were no notices of motion. DELEGATIONS PERTAINING TO ITEMS NOT ON THE AGENDA NEW BUSINESS 20. Council heard a presentation from Mr. Lloyd Thiessen, a representative of the Transportation Issues Committee, regarding Simplified Transit Routes. Administration undertook to review Mr. Thiessen s proposed routes and validate them in the field to see if the schedule can be achieved and, if achievable, perform a cost analysis of the routes. 21. There was no New Business for the Agenda. ADMINISTRATIVE ENQUIRIES 22. In response to a question from Councillor Brooks, Mayor Heyck advised that a discussion regarding whether to submit resolutions to the NWTAC will be brought forward to Committee in the near future. 23. In response to a question from Councillor Brooks, Mayor Heyck advised that the City has applied for Gas Tax Funding, however the funding may only be used for Capital Projects. Administration advised that the Federal Government has been lobbied to provide funding directly to municipalities rather than administering it through the GNWT. 24. In response to a question from Councillor Bell, Administration advised that the section of roadway between the Explorer Hotel and Niven Gate on Hwy 4 belongs to the GNWT. Once the GNWT fixes the roadway at the Legislative Assembly intersection the City will consider whether to accept transfer of that portion of the Hwy to install a sidewalk, trail or goes-under. Councillor Bell requested that this matter be discussed at the next MLA / Council meeting.
