1 TOWN OF ATIKOKAN Council Meeting Minutes March 13, :00 PM Atikokan, the Canoeing Capital of Canada, is a safe, healthy community with a diverse economy, strong ties to the wilderness, and a creative spirit. 1 CALL TO ORDER The 68th meeting of the 38th Council was held in Council Chambers on Monday, March 13, Present: Mayor Brown; Councillors Boyko, Makarenko, Mosley, Ferguson, Shine; CAO/Clerk Sharbot; Deputy Clerk Bates. Regrets: Councillor Davidson. Mayor Brown called the meeting to order at 4:00 p.m. and commenced with a silent prayer. 2 Silent Prayer 3 Additions & Approval of the Agenda a Approval of the agenda - res RES. #55/17 RESOLVED THAT the agenda for the 68th meeting of the 38th Council be approved as amended. 4 Disclosure of Pecuniary Interest and General Nature Thereof Council members with an obligation to disclose their interest in any matter of Council business under the Conflict of Interest Act were requested to do so. 3 The letter dated February 17, 2017 from CIBC's District Vice-President Jason Bociurko was in regard to the recent announcement about the up-coming bank closure September 7, b Child & Family Services This letter will be discussed at the Public Works Committee meeting on March 14, c MEPCO Update The letter dated February 28, 2017 was in regard to the OMERS Administration Corporation's recent announcement of 2016 OMERS investment return rates. d Minister Chiarelli The letter from Minister Chiarelli was in regard to the release of the "BUILD ON 2017 Infrastructure Update" booklet. e 2017 Senior of the Year Award The letter dated March 2017 was an invite for the Town to participate in the 2017 Senior of the Year Award. The deadline to nominate is April 30, f Rainy River Cattlemen's Association The letter dated March 1, 2017 from RRCA President Murray McDonald was a request to support and help save the District Abattoir. The letter was received for information purposes at this time. g MPAC The letter dated March 7, 2017 from MPAC was in regard to assessing properties in proximity to industrial wind turbines. h Emerald Ash Borer There is a workshop being held on March 28, 2017 in Thunder Bay about the Emerald Ash Borer. This will be discussed at the Public Works Committee meeting as it is important that representation from the Town should be in attendance. i MPAC Municipal Stakeholder Survey The letter dated March 9, 2017 from MPAC was in regard to the 2017 Municipal Stakeholder Research. j Ministry of Natural Resources - Steep Rock Mine Rehabilitation Project The letter dated March 6, 2017 from MNR Regional Director - Northwest Region Amanda Holmes was in regard to the Steep Rock Mine Rehabilitation Project. k Ontario Economic Report 2017 The letter dated March 3, 2017 from the Ontario Chamber of Commerce was in regard to the release of the Ontario Chamber of Commerce's Ontario Economic Report. l Hard Hat Hunter The letter from Hard Hat Hunter was received for information purposes as the letter was forwarded to the AEDC for action. 4 m Annual Work Schedule - MNR The letter dated March 15, 2017 from the MNR was in regard to the approval of Resolute Forest Products Inc.'s April 1, 2017 to March 31, 2018 annual work schedule for the Crossroute Forest. n Resolution to attend Forest Products Association of Canada industry session RES. #60/17 M & S by H. Mosley & M. Makarenko RESOLVED THAT Mayor Brown be authorized to attend the Forest Products Association of Canada's industry session on May 17, 2017 in Ottawa. Expenses to be submitted. 10 Clerk's Correspondence 11 Supplementary Committees - Municipal Associations a Rainy River District Municipal Association - Brown b Northwestern Ontario Municipal Association - Brown c Association of Municipalities of Ontario - Brown i Strategy for a Waste Free Ontario The letter dated March 3, 2017 was in regard to the recent release of the "Strategy for a Waste-Free Ontario: Building the Circular Economy". ii Highlights of Bill 68 - Modernizing Municipal Legislation The letter dated March 8, 2017 was in regard to the proposed changes to the Municipal Act, Municipal Conflict of Interest Act, Municipal Elections Act and several other Acts. 12 Supplementary Committees - Social & Medical Services a RRDSSAB - Mosley b Northwestern Health Unit - Brown 13 Other Business a By-Law No OCIF Application-Based Component Agreement - res RES. #61/17 M & S by H. Mosley & M.
