Call to Order The meeting was called to order at 6:35 P.M. L. McLean requested that item 9. B) Rock and Blues Festival- Request for Support is added to the agenda. 2. Disclosure of Pecuniary Interest and General Nature Thereof Councillor Kennedy declared a conflict of pecuniary interest to item 9. B) Rock and Blues Festival - Request for Support; he is on the committee. Councillor Delauder declared a conflict of pecuniary interest to item ii. B) Application/or Consent - Renald and Celine Delaurier; the applicants are relatives. Councillors Purdon and Madden declared a conflict of pecuniary interest to item 11. D) Iroquois Falls Music Heritage Festival Committee - Appointment of Members and 11. E) iroquois Falls Music Heritage Festival Committee - Request to Barricade Streets; they are on the list of individuals being appointed to the committee. 3. Delaurier That the Application for Consent from Renald & Celine Delaurier (File No. B-4-16), to sever and convey a portion of the following land: 1339 Rese Road Clerge Township, Con 5, Part Lot 8 Iroquois Falls, Ontario be granted, said consent being subject to the following conditions: 1. The land to be surveyed and registered at the Land Registry Office in Cochrane. 2. Section 50 (3) of The Ontario Planning Act. R.S.O. 1990, Chapter P.13 shall apply to any subsequent conveyance of the said lands. C) Minor Variance Application. Pat Boucher (File No. A.1 16) RESOLUTION NO Seconded by: J. Madden That the Minor Variance Application submitted by Pat Boucher (File No. A-1-16), to increase the permitted existing garage height from 16 feet to 23 feet to permit the reconstruction of the existing garage attic trusses, be approved for the following reasons: 1. The variance is considered minor. 2. No objections were received. 3. The adjacent property owners have no objections. 4. The minor variance does maintain the general intent and purpose of the Town's Official Plan and Zoning By-Law. 5. A building permit application must be submitted and approved prior to starting any construction. 0) Iroquois Falls Music Heritage Festival Committee Appointment of Members RESOLUTION NO Moved by: T. Delaurier Seconded by: C. Kennedy That the following individuals are appointed to the Iroquois Falls Music Heritage Festival Committee: Jim Howard Dominique Cadeau Rick Westbrook Jeff Madden Denis Charette Betty Lou Purdon Jake Kulgawchuk Julie Gold E) Iroquois Falls Music Heritage Festival Committee Request to Barricade Streets RESOLUTION NO Moved by: Seconded by: C. Kennedy T. Boucher WHEREAS the Iroquois Falls Music and Heritage Festival Committee has submitted a request for a street barricade to provide for safe access to and from the festival grounds; and 3

4 June 27, 2016 RESOLUTION NO (cont'd) WHEREAS By~Law No. 2254/85 provides that Council shall, at open Regular Meetings of Council, consider each application on its own merits without consideration of precedent, and shall approve or disallow each application by resolution voted on by all members present. NOW THEREFORE BE IT RESOLVED that Council hereby approves the application from Abitibi's Riversedge Inc. to barricade Cambridge Avenue between Veterans Drive and Park Street from 8 a. m. to 3 p.m. on Saturday, July 2 nd, 2016, with the following condition: 1. That all affected area residents andlor businesses, police, fire and ambulance departments are notified of the event, date and duration in writing and that a copy is forwarded to the Clerk's Department. F) Abitibi's Riversedge Inc. - Request to Barricade Streets RESOLUTION NO Seconded by: T. Delaurier WHEREAS Abitibi's Riversedge Inc. has submitted a request for a street barricade to provide for safe access to and from the festival grounds; WHEREAS By-Law No. 2254/85 provides that Council shall, at open Regular Meetings of Council, consider each application on its own merits without consideration of precedent, and shall approve or disallow each application by resolution voted on by all members present. NOW THEREFORE BE IT RESOLVED that Council hereby approves the application from the Iroquois Falls Music and Heritage Festival Committee to barricade Veterans Drive between Devonshire Avenue and Cambridge Drive from 9 a. m. on Friday, July pi until 1 a.m. on Sunday, July 3rd, 2016, with the following condition: 1. That all affected area residents andlor businesses, police, fire and ambulance departments are notified of the event, date and duration in writing and that a copy is forwarded to the Clerk's Department. G) Ontario Regulation 284/09 - Adoption of Report RESOLUTION NO Moved by: B. L. Purdon Seconded by: T. Delaurier WHEREAS the Town of Iroquois Falls is required, under Regulation 284/09, to report on amortization, post~employment benefits and solid waste landfill closures and post ~ closure expenses that are excluded from the annual budget; and WHEREAS this report must be adopted by resolution of council. NOW THEREFORE BE IT RESOLVED that Council for The Corporation of the Town of Iroquois Falls hereby adopts Report Number FIN JB.lSS. H) Town of Hearst - Algoma Passenger Train RESOLUTION NO Moved by: C. Kennedy Seconded by: T. Boucher 4

5 RESOLUTION NO (cont'd) June 27, 2016 That Council supports the attached resolution submitted by the Town of Hearst regarding the reinstatement of the Algoma Passenger Train service. I) Town of Hearst - Cellular Service along TransCanada Highways RESOLUTION NO Seconded by: S. Giguere That Council for the Town of Iroquois Falls hereby supports the Town of Hearst's request that the Government of Canada and the Government of each Province explore the establishment of reb'ulation that would require the provision of cellular service along the TransCanada Highway. J) City of Timmins - Regulation of Fuel Prices RESOLUTION NO That Council supports the resolution submitted by the City of Timmins petitioning the Government of Ontario to regulate fuel prices to the levels that are affordable and profitable as in jurisdictions within Ontario that have lower fuel prices. K) Union Gas - Impacts of Provincial Climate Change Plan RESOLUTION NO Seconded by: S. Giguere WHEREAS the proposed Climate Change Action Plan (CCAP), which is anticipated to be released in June, details the actions that the Ontario government will take to achieve its emission reduction targets~ and WHEREAS in this proposed plan there is a commitment to eliminate the use of natural gas for home heating in newly built homes by 2030, and all others by 2050; and WHEREAS electricity costs in Ontario are already high and are scheduled to rise signi ficantl y more in the coming years placing more pressure on existing electricity bills; and WHEREAS in order to generate and transmit the power needed to electrify homes will inevitably mean more power plants and more wires, increasing costs for the average Ontarian already paying a heavy price for electricity; and WHEREAS by contrast, natural gas prices are lower now than they were 10 years ago and natural gas is a critical partner fuel in a lower-carbon future and residents should continue to be able to choose natural gas without negative consequences; and WHEREAS we value the reliability, affordability and sustainability of natural gas to our community and we should not be put in a position where we are being asked or forced to replace it with more expensive electricity driven options resulting in a negative dynamic, which would be bad for our community, our municipality, and our greater economy. 5

6 RESOLUTION NO (cont'd) June 27, 2016 NOW THEREFOR BE IT RESOL YED that Council for the Corporation of the Town of Iroquois Falls hereby urges the Premier of Ontario and the Government of Ontario to reconsider any policy or strategy within the forthcoming "Climate Change Action Plan" that would have residents and businesses replace the most affordable and the most clean energy option we have, natural gas. L) Quebec-Ontario Boreal Forest Alliance Forest Alliance - Membership Fee RESOLUTION NO BE IT RESOLVED THAT Council for the Town of Iroquois Fans win not be paying a membership fee to the Quebec-Ontario Boreal Forest Alliance. M) Mathieu Charette - Film Production on Iroquois Falls I Request for Funding An agreement would be required and tenns would have to be detennined. Staffwas directed to coordinate a meeting with Mr. Charette and Councillor Purdon. 12. Motions for Which Prior Notice has been Given - Nil 13. Mayor's Report Mayor Shea Attended a meeting on site at Chemtrade, along with the Fire Department. Attended CDSSAB meeting. Attended a NeCN meeting. The building to be used for the fanners market has been painted red. Toured with the Entomica Insectarium to local school. Attended a Porcupine Health Unit meeting; LHINS will not take over the health units. 14. Notices of Motion - Nil 15. Councillor Updates Councillor Kennedy Attended a Chamber of Commerce meeting. Attended the Manor BBQ. The Rock and Blues Festival is taking place on July 8 th to the 10 th. Congratulated all of the graduates from local schools. Councillor Boucher The Hiring Committee conducted interviews. Attended a Cemetery Committee meeting. Congratulated the graduates from local schools. Councillor Madden Congratulated the graduates from local schools. St. Anne's School will be staying intact. Attended Iroquois Falls Music Heritage Festival Committee meetings. The recipient of the Senior of the Year Award will be at the festival to receive the award. The Hiring Committee conducted interviews for the Operator positions. 6

7 June 27, Councillor Updates Councillor Purdon Congratulated the graduates from local schools. Attended the mining expo in Timmins. Met with Graham Campbell, Regional Advisor, Ministry of Tourism, Culture and Sport. Attended the LCC Annual Meeting. Attended a Community Living meeting. Attended the preschool's cultural celebration. Attended NeCN 's Annual Meeting. Attended the Seniors' BBQ at the Manor. Thanked Ray Mousseau and Marc Dube for their assistance. Councillor Delaurier Attended a N.O.W. board meeting. Attended a Crime Stoppers meeting. A ttended the Manor SSQ. There will be an announcement regarding the trestle at the grand opening of the Mill Market. Councillor Giguere Attended MIC's Annual General Meeting. Fundraising for the Manor to begin soon. Anson General Hospital was audited. Attended the cultural event at the preschool center. Attended the Manor BBQ. 16. Closed Session - Nil 17. Business Arising from Closed Session - Nil 18.
