CALL TO ORDER The Chairman called the meeting to order at 4:04 p.m. 2. ADOPTION OF MINUTES.1 Regular Meeting of Council Minutes - January 27, 1997 Moved by Councillor Gibson, seconded by Councillor Warawa, that the minutes of the Regular meeting of Council held January 27, 1997, be adopted. CONSENT AGENDA 5.0 BY-LAWS TO BE ADOPTED Moved by Councillor Fast, seconded by Councillor Wiebe, that By-law No , cited as "Abbotsford Zoning By-law, 1996, Amendment By-law No. 47", now be adopted. R91-97 CARRIED. 5.1 MINUTES AND CORRESPONDENCE TO BE RECEIVED Moved by Councillor Gibson, seconded by Councillor Gill, that the following minutes and correspondence be received:.1 Draft minutes of the Fraser Valley Treaty Advisory Committee meeting held December 17, 1996;.2 Minutes of M.S.A. Museum Society meetings held June 13, September 12, November 14, and December 12, 1996;.3 Correspondence dated January 29, 1997, from the Ministry of Employment and Investment, replying to Mayor Ferguson's letter regarding potential staff reductions or closure of the Province of British Columbia Business Immigration Branch;.4 Correspondence dated January 24, 1997, from the Heritage Society of British Columbia, announcing that February 17 to 23, 1997, is "Heritage Week";.5 Correspondence from J. and L. Brown, Marshall Road, and various Abbotsford businesses petitioning Council to reconsider its proposed tax increase for 1997;.6 Correspondence dated January 24, 1997, from L. Gibson, Super Save Group of Companies, requesting that the City correspond with the Provincial Government objecting to its proposed propane tax;

REPORTS (STAFF/COMMITTEES).1 Abbotsford Parks and Recreation Commission Regular Meeting - Minutes January 21, 1997 Moved by Councillor Wiebe, seconded by Councillor Gill, that the minutes of the Abbotsford Parks and Recreation Commission Regular meeting held January 21, 1997, be approved. BY-LAWS.1 By-law No , "Industrial Waste By-law, 1996" - Regulates Discharge of Industrial Waste into Sewage System Moved by Councillor Wiebe, seconded by Councillor Warawa, that By-law No , cited as "Industrial Waste By-law, 1996", now be introduced and read a first, second, and third time. R94-97 CARRIED.

Amendment No.9 - R. Siemens and A. Wall, 3606 and 3670 Townline Road; Redesignates from Low Density Residential to Community Commercial Moved by Councillor Warawa, seconded by Councillor Fast, that By-law No , cited as "Official Community Plan By-law, Amendment By-law No.9", now be introduced and R96-97 CARRIED. Moved by Councillor Peary, seconded by Councillor Gill, that By-law No is consistent with the most recent capital expenditure program, waste management plan, and economic strategy plan. R97-97 CARRIED..4 By-law No , Z.A. No R. Siemens and A. Wall, 3606 and 3670 Townline Road; Rezones from RR3 to C3 (R96-41) Moved by Councillor Gill, seconded by Councillor Fast, that Report No. DEV dated January 28, 1997, from the Director of Development Services, recommending that the R. Siemens and A. Wall property at 3606 and 3670 Townline Road be rezoned from One Unit Country Residential Zone (RR3) to Community Commercial Zone (C3), be received. R98-97 CARRIED.

NEW BUSINESS.1 Mierau Construction Ltd. - M.S.A. Arena Refrigeration System Upgrade Tender ( ) Moved by Councillor Gill, seconded by Councillor Fast that, as recommended in Report No. PUR dated January 30, from the Purchasing Manager, the tender to upgrade the refrigeration system at M.S.A. Arena be awarded to Mierau Construction Ltd. in the total amount of $380,292, including all taxes. RlOl-97 CARRIED..2 Library Board - Publici Private Partnerships ( ) Moved by Councillor Ross, seconded by Councillor Lee, that a resolution be submitted to the 1997 Conference of the Union of British Columbia Municipalities, requesting the Province to grant public libraries the authority to pursue publici private partnerships, in order to generate revenue.
