Dykie "That this regular meeting of Council come to order at 7:30 p.m." The Clerk-Administrator advised of additions to the Agenda including: - Arena Infrastructure Proj~ct (site & financing) - Court Facilities and Financing - Program of Proposed Expenditures for Highway Improvements (1995) MTO (b) OPEN FORUM Mr. Drew Robinson, New Arena Fundraising Committee addressed Council regarding the status of the Arena Project. He further advised of the commitment of the Committee in co-ordinating fundraising initiatives for the Arena Project. (c) DISCLOSURE OF PECUNIARY INTEREST (d) MINUTES OF PREVIOUS MEETING /~ Moved by: P. Joseph Dookie and Ken & Susan Gore Re: Hudson Crescent Walkway Mr. Joseph Dookie and Mr. Ken Gore addressed Council regarding the location and status of walkways for Hudson Crescent. Mr. Dookie explained that the north end is of concern and that the property owners would like to proceed with what is needed for their properties "That the correspondence dated March 21, 1995 submitted by Joseph Dookie and Ken & Susan Gore regarding the Hudson Crescent Walkway be received and staff prepare a written Report for the April 18th Committee Meeting." (f) BILLS & ACCOUNTS 1. General Accounts Moved by: J. Gorzo Seconded by: P. Dykie "That CounCil authorize payment of Bills & Accounts in the amount of $2,397, " 2. Program of Proposed Expenditures for Highway Improvements (1995) Ministry of Transportation Seconded by: R. Simpson "That Council authorize and approve the application under the Program of Proposed Expenditures for Highway Improvements for the Year 1995 in the amount of $1,226, to the Ministry of Transportation." (g) REPORTS OF MUNICIPAL OFFICERS 1. Report of Fire Chief Re: Awarding of Fire Department Radio Console Tender Seconded by: R. Simpson "That the report of the Fire Chief dated March 23, 1995 regarding Contract #F Motorola Dispatcher Control Console be received and that the recommendation to accept the tender received from Williams Communications Limited to supply one single operator, desk-top 8 channel Motorola Dispatcher Control Console be approved."

3 Meeting 1995/ Report of Deputy Clerk Re: Amendments to Traffic Regulation By-law By-law Moved by: R. Simpson Seconded by: G. Lamb "That the report of the Deputy Clerk dated March 21, 1995 regarding amendments to Traffic Regulation By-law be received, and that the necessary by-law amendments be enacted." (h) ADOPTION OF COMMITTEE RECOMMENDATIONS Seconded by: R. Simpson "That Council adopt Committee Recommendations CS-001 to CS-01S inclusively, save and except CS-004." Moved by: R. Simpson Seconded by: G. Lamb "That Council adopt Committee recommendation CS-004 as amended by way of a Report of the Director of Parks & Recreation dated March 24, 1995." DEFEATED Seconded by: R. BY-LAW Being a By-law of the Corporation of the Town of Bradford West Gwillimbury to amend By-law , being a By-law to regulate traffic; to prohibit the parking, standing or stopping of motor vehicles on the designated highways; and to prohibit parking on private or municipal property in the Town of Bradford West Gwillimbury Moved by: B. Brown Seconded by: J. Gabriel "That Council waive the formal reading of By-law 9S-012." Moved by: J. Gabriel Seconded by: B. Brown ''That By-law 9S-012, being a By-law of the Corporation of the Town of Bradford West Gwillimbury to amend By-law , being a By-law to regulate traffic; to prohibit the parking, standing or stopping of motor vehicles on the designated highways; and to prohibit parking on private or municipal property in the Town of Bradford West Gwillimbury be read a first, second and third time and finally passed this 27th day of March, 1995."

4 Meeting 1995/ ) CORRESPONDENCE 1. Bradford West Gwillimbury Santa Claus Parade Committee Re: Santa Claus Parade - November 25, Moved by: B. Brown Seconded by: J. Gabriel "That the correspondence from the Bradford West Gwillimbury Santa Claus Parade Committee dated March 10, 1995 requesting the Town sponsor the parade be received, and the Town supports the Santa Claus Parade scheduled for November 25th, and the efforts of the organizers, Karen Morrison and Judy Hunt and will donate $500.00, and refers for additional funding to budget committee for consideration." 2. Bingo Country Re: Proposal for Bingo Hall Town of New Tecumseth Moved by: J. Gabriel Seconded by: B. Brown "That the correspondence from Bingo Country dated March 7, 1995 regarding a proposal by Dabber Bingo Holdings Inc. to the Town of New Tecumseth to open a new bingo hall be received." 3. Ontario Building Officials Association Re: Building Safety Week ~pril 9-15, Moved by: B." Brown Seconded by: J. Gabriel "That the correspondence from the Ontario Building Officials Association received on March 20, 1995 be received, and that Council proclaim April 9th to 15th, 1995 as BUILDING SAFETY WEEK in the Town of Bradford West Gwillimbury." (k) ADOPTION OF COUNCIL MOTIONS (I) MOTIONS AND NOTICE OF MOTIONS 1. Arena Infrastructure Project Site and Financing "That Council waive the requirements of the Procedural By-law to permit a motion to be introduced regarding the Arena Infrastructure Project."

Lamb "That the Town of Bradford West Gwillimbury, given that we have applied for a grant to build a new arena, continues to support the construction of same, and that Council directs the Mayor and Ad Hoc Committee, along with the Engineer Consultant Ainley & Associates Limited, to report back to Council by April 18th, the recommendation for site selection and approximate cost of total project." 2. Court Facilities and Financing Renovation of Old Firehall "That the Council directs staff to proceed with plans to renovate the old fire hall to become a new courthouse; and that Treasury investigate the financing of same including enquiring the potential for grants for this purpose; and the Attorney G.eneral of the Province be so advised through Crown Realty of the extension of the Court facilities being available for the coming year." Moved by: R. Simpson "That the Town of Bradford West Gwillimbury retain the firm of Matcorp Design and prepare Tender Documents to renovate Old Fire hail" (m) REPORTS OF COUNCIL AND COMMITTEE REPRESENTATIVES Planning Chairman Dykie provided an update on the CAUSE program. Councillor Dykie advised of the official announcement scheduled Monday, April 3, 1995 at 11 :00 a.m. at the Administration Centre with the Ministry of Housing for the allocation of non-profit housing units under the jobs Ontario Homes Program. Parks & Recreation Chairman Gorzo referred to final review of the departmental budget. Waste Management Representative Gorzo provided an update regarding the South Simcoe Waste Management Steering Committee. Public Utilities Commission Representative Lamb provided an update on the tender and costs for the Watermain Infrastructure Project located at Holland Street East from Colborne Street to Barrie Street. Protection Services Chairman Lamb referred to review of staffing for the Fire Department. Councillor Simpson reported on the financial statement and provided an update for activities of the Nottawasaga Valley Conservation Authority. Deputy Mayor Brown advised of the next meeting of County Council. Finance Chairman Gabriel provided an update on financial matters. Councillor Vanderpost advised of the Annual Fundraising Dinner for the Lake Simcoe Region Conservation Authority scheduled on April 21, 1995.

6 Meeting 1995/09-6- Police Services Board Representative Vanderpost advised of a proposal from the Town of Innisfil to investigate the possibility of an amalgamated Police Service.. Councillor Roughley provided an update of the HEART Meeting. Administration/Personnel Chairman Roughley provided an update as to staffing requirements, and contract negotiations for employee/collective groups. "That the Report of the Administration/Personnel Committee on Union Negotiations be received and the contents of the negotiations be approved, subject to review by the Town's Human Resource Solicitor."
