CALL TO ORDER The Youth Council meeting was called to order at 5:02 p.m. 2. DECLARATION OF PECUNIARY INTEREST None. 3. CONFIRMATION OF MINUTES OF THE PREVIOUS MEETING i) Youth Council Minutes - November 27, 2017 THAT the minutes of the Youth Council meeting of November 27, 2017 be approved as printed. CARRIED 4. APPROVAL OF AGENDA i) Youth Council Agenda - January 29, 2018 THAT the agenda of the Youth Council meeting of January 29, 2018 be adopted as printed. COUNCIL UPDATE i) Councillor Rawson to provide an update on past Council meetings Councillor Rawson provided an in depth update on various matters that have recently gone to Council. 6. NEW BUSINESS i) 2018 Work Plan - Terms of Reference There was an in depth discussion with all Youth Council members in attendance in regards to their role as a Youth Council. It was determined that the majority of the Council were interested in relevant Recreation related matters. ii) iii) Winterama Parade -Saturday February 17, 2018 at 10:30am It was determined that there wasn't enough interest from the Youth Council to organize a float for the Winterama parade, therefore, they will walk in the parade holding their banner Election The 2018 Election topic will be discussed at the next meeting. 7. 5 THE CORPORATION OF THE TOWN OF PENETANGUISHENE SCHEDULE D7 Youth Council Youth Council Membership Two (2) representatives from each school in Penetanguishene to be chosen by the student body (designated by the Mayor and ratified by Council) one of which to be elected by the members as Chair. Council representative (designated by the Mayor and ratified by Council) Staff representative (recording secretary) Committee Mandate The Youth Council is an advisory committee reporting to the Recreation & Community Services Section Committee of Council. The mandate of the Penetanguishene Youth Council is to act as a liaison to enrich and enhance the lives of Youth in the Town, identify barriers, form partnerships with the community, and act as a public forum for issues affecting youth as follows: To act as a liaison for youth in the Town, and advise on ways to enrich and enhance the health and quality of life of youth in the community. Solicit input and act as a public forum for issues that affect youth in the Town. Provide advice based on input received to improve the programs, policies and services provided to youth. Research and gather information on youth programs and serves as well as opportunities for external funding. Coordinate youth programs and services in the community on behalf of the Town or in partnership with other youth groups. Prepare promotional materials and organize/participate in events to promote or assist youth. Identify barriers to access by youth to Town services and programs. Form partnerships in the community to educate, inform and improve quality of life for youth. Chair and Vice Chair The Chair shall be elected annually from the members on the Committee. The Chair acts as the Presiding Officer at the meetings and presents any reports or recommendations flowing from the Committee at the respective Section and/or Council meeting. The Vice Chair serves as Chair at the meetings in the absence of the Chair. Delegated Authority The Youth Council has no delegated authority and is an advisory body only. The Youth Council may incur expenditures to the extent provided in the annual approved budget. Any equipment related purchases shall be preauthorized by the Deputy Clerk and be in accordance with the Town s Procurement By-law Work Plan - Terms of Reference Page 5 of 6

6 The Youth Council shall receive items for information, discuss youth-related matters or make recommendations to Council via the Recreation & Community Services Section. Meeting Schedule Regular meetings will be held on the first Tuesday of the month at a time and location to be determined. Changes in Meeting Schedule The Deputy Clerk may revise the regular meeting schedule. Meeting Location The Meetings shall be held in the Penetanguishene Memorial Community Centre (Arena), or other such location which may be designated by the Deputy Clerk from time to time for such purpose taking into regard access related issues. Agendas Agendas shall be made available a minimum of twenty-four hours in advance of the meeting to the Members and on the Town Website. The Chair in consultation with the Deputy Clerk shall determine the content of the agendas. Quorum Quorum shall consist of 50% +1 members of the Committee. Agent of the Municipality In carrying out its Mandate, the Youth Council may act as an agent of the Town of Penetanguishene while acting bona fide within the limits of the authority of the Town. No member shall incur any personal liability by reason of their participation on the Youth Council acting within the scope of its mandate. Nothing in the Mandate of the Youth Council authorizes or empowers the Committee to incur any debt, liability or obligation for which the Town may become liable without having previously obtained the consent of Council Work Plan - Terms of Reference Page 6 of 6
