1 CITY OF ORILLIA COUNCIL COMMITTEE MINUTES MINUTES OF THE MEETING OF THE COUNCIL COMMITTEE, MONDAY, NOVEMBER 21, 2011 AT 6:00 P.M. IN THE COUCHICHING BOARDROOM AND AT 7:00 P.M. IN THE COUNCIL CHAMBER, ORILLIA CITY CENTRE Present: Also Present: Councillor Hill in the Chair (Open Session) Councillor Murray in the Chair (Closed Session) Mayor A. Orsi Councillors: P. Bowen M. Fogarty A. Hill D. Jenkins P. Kehoe T. Madden L. Murray P. Spears Bob Ripley, Deputy CAO/CFO (including Closed Session) Lori Bolton, Director of Human Resources Peter Dance, Director of Public Works Ralph Dominelli, Fire Chief Ray Merkley, Director of Parks and Recreation Craig Metcalf, Director of Culture and Heritage Ian Sugden, Director of Planning and Development Gayle Jackson, City Clerk (including Closed Session) Megan Williams, Records Management Jim Harris, Farmers' Market Manager Mayor Orsi, assisted by Doug Bunker and Bill Price of the Orillia District Chamber of Commerce, presented the 2011 Santa Claus Parade participant awards to the winning entrants. Approval of Agenda Moved by Kehoe, seconded by Jenkins, that the agenda for the Council Committee meeting held on November 21, 2011, be approved, as distributed.

2 Disclosure of Interest - None declared. Minutes Moved by Jenkins, seconded by Bowen, that the minutes of the following meetings be adopted, having been printed and distributed: - November 2, 3, 2011 Budget Committee - November 3, 2011 Special Meeting of Council Committee re Land Matter - November 7, 2011 Council Committee Closed Session Motion to move into Closed Session Moved by Madden, seconded by Bowen, that, pursuant to Section 239(4) of the Municipal Act, 2001, S.O. 2001, c.25, notice is hereby given that Council Committee intends to hold a closed session meeting in the Couchiching Boardroom to deal with a matter pursuant to Section 239(2) (b) of the said Act (Personal Matter). Council Committee moved into closed session in the Couchiching Boardroom. Councillor Murray assumed the Chair. Closed Session Items 1. Personal re Department Organizational Review. The report dated November 14, 2011 from the Deputy CAO/CFO was discussed. Motion to Rise to Open Session Moved by Orsi, seconded by Jenkins, that Council Committee move into open session in the Council Chamber. Meeting recessed - 6:50 p.m. Meeting re-assembled - 7:00 p.m. Councillor Hill re-assumed the Chair.

3 Motions Arising from Closed Session Discussions Moved by Jenkins, seconded by Bowen: THAT this Committee recommends to Council that, further to the report dated November 14, 2011 from the Deputy CAO/CFO, Council realigns the reporting relationship of the existing Economic Development Committee (EDC) staff from the EDC Committee to the City Manager's Office; AND THAT Chapter 75 of the City of Orillia Municipal Code - Economic Development Committee, be amended to reflect the staffing change. Board Reports - Nil Council Referrals 1. Simcoe County Farm Fresh - re requesting a partnership with the City through an annual financial commitment. File: A01-GEN a) Report - Farmers' Market Management Committee. Moved by Bowen, seconded by Fogarty: THAT this Committee recommends to Council that, further to the report dated November 15, 2011 from the Farmers' Market Management Committee, Council enter into a three-year partnership, through an annual financial commitment of $1,000 with the Simcoe County Farm Fresh Marketing Association (SCFFMA) for the purpose of promoting public awareness of the part local food production plays in the local economy; AND THAT the funds be appropriated from Operating Contingency. 2. City Clerk - re recruitment of City Manager. File: H11-GEN a) Report - Director of Human Resources. Moved by Fogarty, seconded by Bowen: dated November 10, 2011 from the Director of Human Resources, the new hiring criteria and job advertisement for the City Manager be approved by City Council; AND THAT the City Manager search be launched in February 2012 with interviews occurring after the March school vacation week (March 12-16, 2012);

4 AND THAT the position title be changed from City Manager to Chief Administrative Officer. 3. City Clerk - re air quality concerns following a recent fire downtown. File: P03-GEN a) Report - Fire Chief. Moved by Jenkins, seconded by Orsi: THAT this Committee recommends to Council that the report dated November 15, 2011 from the Fire Chief regarding air quality concerns at the fire at 20 Front Street South, be received as informational. Departmental 1. Public Works Department - re Mandatory Recycling & Composting By-law. File: C Moved by Jenkins, seconded by Spears: dated November 10, 2011 from the Public Works Department, Chapter 877 of the City of Orillia Municipal Code - Solid Waste Management, be amended as outlined in the report under Policy Impact; AND THAT all of the amendments to Chapter 877 take effect on July 1, Public Works Department - re Drinking Water Quality Management System. File: E05-DWR Moved by Fogarty, seconded by Madden: dated November 15, 2011 from the Public Works Department, the City of Orillia Drinking Water Quality Management System (OMS) and Operational Plan continue to be endorsed by Council as required by the Safe Drinking Water Act, 2002; AND THAT the Mayor and City Clerk, on behalf of Council, as a requirement of their role as Owner, Director of Public Works (Top Management designate of OMS) and Manager of Environmental Services (OMS Representative and Implementation Lead designate) provide their continued commitment and endorsement of the Operational Plan by providing signatures on the copy of the Associated Document for Element 3 - Commitment and Endorsement; AND THAT the Orillia Drinking Water System - First Permit and Licence be received; AND THAT the annual Management Review Meeting and the Summary, Infrastructure Review and the Raw Drinking Water Quality Reports be received.

5 3. Clerk's Department - re Business Licence Fees. File: C Moved by Bowen, seconded by Kehoe: dated November 10, 2011 from the Clerk's Department, the fees set out in Schedule "A" of Chapter 700 of the City of Orillia Municipal Code - Business Licensing, be repealed and replaced with the schedule of fees set out in the report. Adjournment The Committee agreed to rise and report to Council in the form of Report Number , a copy of which is attached to these minutes. THAT, further to the report dated November 14, 2011 from the Deputy CAO/CFO, Council realigns the reporting relationship of the existing Economic Development Committee (EDC) staff from the EDC Committee to the City Manager's Office; AND THAT Chapter 75 of the City of Orillia Municipal Code - Economic Development Committee, be amended to reflect the staffing change. 2.
