1 MINUTES REGULAR COUNCIL MEETING City of Cranbrook Minutes of the Regular Council Meeting held on Monday, February 22, 2016 at 4:00 p.m., in the Council Chamber, 40-10th Avenue South, Cranbrook, BC. (3) ADOPTION OF MINUTES PUBLIC HEARING FEB 1/ THAT the Minutes of the Public Hearing of Monday, February 1, 2016 be adopted. RECESS Acting Mayor Graham recessed the meeting at 6:01 p.m. (4) PUBLIC HEARING City of Cranbrook Zoning Amendment Bylaw No. 3848, 2016 See Public Hearing Minutes RECONVENE Acting Mayor Graham reconvened the meeting at 6:41 p.m. (5) DELEGATIONS DELEGATION THAT Brenna Baker, BC SPCA East Kootenay Branch be heard as a delegation regarding Grant to spay/neuter cats within Cranbrook and information on licensing cats. 3 SPCA-CAT SPAY/NEUTER PROGRAM B. Baker made an electronic presentation to Council regarding the East Kootenay Branch of the BC SPCA and the spay/neuter fund. Ms. Baker provided Council with a brief history of the BC SPCA, noting the organization has 490 staff and almost 4,000 volunteers who care for 45,000 animals each year. She advised the organization is a registered charity which does not receive any ongoing federal or provincial government funding. Ms. Baker provided statistics regarding cats turned into the Cranbrook branch of the SPCA. She advised that in 2015 the BC SPCA took in 552 cats and kittens from the Cranbrook region and of these, 214 were surrendered by their owners and 338 were found as strays. She advised that cat overpopulation is an issue in the province and that the BC SPCA East Kootenay Branch launched a spay/neuter fund to provide funding for local residents to get their cat spayed or neutered. She noted Port Alberni has seen a dramatic decline in homeless and abandoned kittens as well as a decline in owner surrendered cats. Ms. Baker reviewed the grant program, advising that residents obtain a voucher from the BC SPCA for a free cat spay/neuter and permanent ID chip, and an appointment is scheduled with a local veterinarian where the voucher is provided. She requested that the City help to promote the BC SPCA Spay/Neuter Program by advertising it on the City's website, include grant information in monthly utility bills, bus stop ads, monthly newsletter, etc. Council members expressed their support for the promotion of the Spay/Neuter Program and directed staff to look at the issue of cat licensing. Acting Mayor Graham thanked the delegation for the presentation. 4 (7) BUSINESS ARISING (8) NEW BUSINESS RDEK OCP & ZONING AMEND 2683 AND THAT Council receive the Report Recommendation from the Engineering and Development Services Department titled "RDEK Referral - OCP and Zoning Amendments Bylaw 2683 & 2684"; and further, that Council indicate the City's interests are unaffected by proposed Bylaw No and COMM. DP SALVATION ARMY THAT Council receive the Report Recommendation from the Engineering and Development Services Department titled "Neighbourhood Commercial Development Permit Salvation Army Slater Road"; and further, that Council approve the application for a Neighbourhood Commercial Development Permit to enable development on property legally described as Lot A, District Lot 29, Kootenay District, Plan 9556 (PID ), consistent with the application and plans submitted YR FIN THAT Council receive the Report Recommendation from PACKAGE the Finance and Computer Services Department titled "Proposed Five Year Financial Plan - Information Package"; and further, that Council authorize the Proposed Five Year Financial Plan Information Package be taken to the public for consultation. 4 February 22,2016 (Regular)

5 Moved by Councillor Popoff and seconded CST RECREATION INFRASTRUCTURE GRANTS THAT Council receive the Report Recommendation from the Leisure Services Department titled "Columbia Basin Trust Recreation Infrastructure Grants"; and further, 1)THAT Council approve and direct Administration to apply to the Columbia Basin Trust Recreation Infrastructure Grants, for Gyro Park Upgrades, AND FURTHER THAT the CAO be authorized to execute the final agreement, AND 2) THAT Council approve and direct Administration to apply for the Columbia Basin Trust Recreation Infrastructure Grants, for Curling Club Upgrades at the next eligible opportunity following the outcome of the Gyro Park Upgrades, and further, that the CAO be authorized to execute the final agreement. 6 Moved by Councillor Blissett and seconded VOLUNTEER APPRECIATION AWARDS & GALA That Council receive the correspondence from Lori Stolson, Administrator Volunteer Services, Canadian Mental Health Association received February 10, 2016 regarding the 11th Annual Volunteer Appreciation and Awards Gala; and further, that Council sponsor a table at the 11th Annual Volunteer Appreciation and Awards Gala in the amount of $275, source of funds Council Contingency. Moved by Councillor Blissett and seconded MAYOR'S POETRY CHALLENGE THAT Council receive the correspondence from Naheed Nenshi, Mayor, City of Calgary received February 16, 2016 regarding Mayor's Poetry City Challenge: A Celebration of Poetry, Writing and Publishing; and further, that the City of Cranbrook participate in the Mayor's Poetry City Challenge and direct staff to come back with a proposal how the City will participate. STONE SOUP CHALLENGE FUNDING REQUEST THAT Council receive correspondence from Jody Jacob, Fund Development Coordinator, Cranbrook and District Community Foundation, undated, regarding Stone soup March 2 - Request for Funds; and further, that Council support the event and purchase a table of 8 in the amount of $200, source of funds Council Contingency. INFORMATIONAL ITEMS SUPPORT FOR CONTROL OF UNGULATES THAT Council receive the correspondence from Frank Lento, Chair, School District 5 Board of Education Southeast Kootenay, BC received February 12, 2016 regarding Support for request for control of ungulates; AND FURTHER, 6 February 22,2016 (Regular)

7 PORTA POTTY - PUBLIC PRODUCE GARDEN FUNDING REQUEST THAT Council receive the correspondence from Sophie Larsen, Coordinator, Cranbrook Food Action Committee Project received February 9, 2016 regarding a Request For Funds to Cover Porta Potty Costs - Public Produce Garden - McKinnon Rotary Park; I P.A.R.T.Y. PROG FUNDING REQUEST AND FURTHER, THAT Council receive the correspondence from Mandy Bessie, Executive Director, East Kootenay P.A.R.T.Y Program received February 17, 2016 regarding the 2nd Annual EK P.A.R.T.Y Convention - Request for Funds. (13) MAYOR AND COUNCILLORS - REPORTS & INQUIRIES COUNCIL REPORTS & INQUIRIES Mayor and Council advised of their attendance at various meetings and events That the Council reports be received.
