Earle Meeting held on September 16, The following item was defeated by the Committee but the Committee directed that the matter be forwarded to Council. Conference Reports from Members of Council (Councillor Bursey) THEREFORE BE IT RESOLVED that each participant in a provincial or federal municipal training conference such as the Association of Municipalities of Ontario or the Federation of Canadian Municipalities, who attends on behalf of the municipality, submit a written report of information gathered and received from the conference proceedings for information purposes, to provide further understanding of current issues to both Council and the public. FAO - CONSENT AGENDA All matters listed under Consent Agenda are considered to be routine and will be enacted by one motion. Should a Council member wish an alternative action from the proposed recommendation, the Council member shall request that this matter be moved to separate the item. THAT the following items, as listed on the Finance, Administration and Operations Committee agenda are recommended by the Committee to be passed by Consent Agenda 1. Application to National Recreation Trails Program Fund (Brockville Cycling Advisory Committee) THAT the correspondence from Mr. Alan Medcalf, Chair, BCAC, dated August 5, 2014, respecting the BCAC support of the National Recreation Trails Program Funding Application be received. 2. Proposed Brockville Trail and Cycling Network Plan (Ontario Trails Council) THAT the correspondence from Ontario Trails Council dated September 11, 2014 regarding the proposed Brockville Trail and Cycling Network Plan be received. AMO Annual Conference Report (Councillor L. Bursey) THAT the report from Councillor Bursey regarding the AMO Annual Conference be received. FAO - REGULAR AGENDA Annual Financial Statements and Auditors Report (revised draft statement as noted at FAO meeting is attached) THAT the Audited Financial Statements for the Corporation of the City of Brockville to the year-ended December 31st, 2013 be received and approved; and THAT the Audited Financial Statements for the Board of Management, Downtown Business Improvement Area of the Corporation of the City of Brockville be received and approved; and THAT the Audited Statements of the Corporation of the City of Brockville Trust Funds be received and approved; and THAT the operating surplus of $22,046 be allocated to the Fiscal Policy Reserve. 4 Notice and Agenda Council, September 23, Capital Budgeting for Active Transportation (Brock Trail Committee & Brockville Cycling Advisory Committee) WHEREAS during the City of Brockville s Official Plan Public meetings and Strategic Plan public meetings the Brock Trail and Active Transportation were identified by residents as strategic pieces of infrastructure and goals for the city of Brockville to encourage and invest in; and WHEREAS the Brock Trail and cycling infrastructure encourages healthier physical activity, greater community connection, and a more attractive destination for residences and visitors; and WHEREAS the Brock Trail Committee and the Brockville Cycling Advisory Committee have researched and planned out a long term capital investment strategy that involves extensive community involvement and leveraging of municipal funding and coincides with the city s adopted official plan and strategic plan; and WHEREAS the Brock Trail Committee and the Brockville Cycling Advisory Committee have worked with City staff to develop the capital investment strategy in conjunction with the City s ongoing capital programs with regards to roads, parks, and infrastructure; and WHEREAS the committees have developed a capital investment plan that is essentially the same as the current city capital plan up to the year 2017 and then adds an additional four years of planned investment; NOWTHEREFORE Council direct the Treasurer to incorporate the proposed capital investment plan by the Brock Trail Committee and the Brockville Cycling Advisory Committee, as presented and included below, into the 10 year capital plan as council approved capital budget items. He also remarked on a presentation he attended today at the Ontario East Municipal Conference in Kingston regard age friendly communities. STAFF REPORTS Budget - Establishment of Guidelines Moved by: Councillor McFall THAT Council receive the presentation regarding the 2015 Budget; and THAT Council approve the following guidelines for the 2015 Budget: The maximum Tax Levy increase be set at 2.75% Departmental budgets to be presented based upon existing service levels or new services previously approved by Council. 20 Finance, Administration & Operations Committee Minutes Tuesday, September 16, 2014 Councillor Fullarton stated that the Trillium Grant application needs to show municipal support and this item should be included in the capital budget annually. Mayor Henderson agreed and stated that the Brock Trail ranks high in the public s list when citizens are consulted about amenities. He noted that both initiatives have been talked about a great deal in recent years with insufficient action. He stated that it was time to act on it. Councillor Baker entered at 5:10 pm. Councillor Blanchard said that he believes Council has a commitment to this project. 2. 22 Finance, Administration & Operations Committee Minutes Tuesday, September 16, Conference Reports from Members of Council (Councillor Bursey) Moved by: Councillor Bursey THEREFORE BE IT RESOLVED that each participant in a provincial or federal municipal training conference such as the Association of Municipalities of Ontario or the Federation of Canadian Municipalities, who attends on behalf of the municipality, submit a written report of information gathered and received from the conference proceedings for information purposes, to provide further understanding of current issues to both Council and the public. DEFEATED Councillor Bursey stated that anyone who approaches Council for funds to attend these types of conferences should submit a report. Councillor Earle stated that there should be an approval process of who attends. Mayor Henderson stated that this is budgeted for yearly. He said if there was something worthwhile then there could be a report submitted or the member could make a verbal report. Councillor Fullarton said that any hand-outs from the conference would be informative and could be circulated to Council members. 3. Bridlewood Drive at Laurier Blvd. Crosswalk (Councillor Bursey) Councillor Bursey said that he had a number of calls from seniors who are concerned about this road crossing. Mr. Cosgrove said that if just line markings were required then they could be added but if something more was required it would be a budget item.
