Mayor Bradley took the Chair and the following Members of Council were present: Councillors D. Boushy, A. Bruziewicz, T. Burrell, J. Foubister, A.M. Gillis, M. Kelch, B. MacDougall, and J. McEachran Closed Meeting - 3:45 p.m. That Sarnia City Council move into closed session pursuant to section 239 (2) (b) of the Municipal Act to consider a proposed or pending acquisition or disposition of land by the municipality or local board with respect to the Bayside Mall and section 239 (2) (e) to consider litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board with respect to an assessment appeal. "O CANADA" In accordance with City Council s policy, the National Anthem was played. OPENING PRAYER Bishop Greg Layne of the Church of Jesus Christ of Latter Day Saints attended and opened the meeting with prayer. REPORT OF THE CLOSED MEETING That the Committee rise and report. Council met in Closed Session on to discuss a property matter. No votes were taken other than to give direction to staff. Staff were 1
2 directed not to proceed at this time with an offer to purchase the Bayside Mall lands. Council met in Closed Session on to discuss Assessment Appeals. No votes were taken other than to give direction to staff. Staff were directed to execute the Minutes of Settlement for the property for the years That Sarnia City Council adopt the report of the closed meeting. Disclosures of Pecuniary Interest (Direct or Indirect) and the General Nature Thereof There were no disclosures of pecuniary interest. CORRESPONDENCE 1. Director of Economic Development & Corporate Planning, dated January 2, 2014, regarding Service Vehicle (Pickup) Replacement Sarnia Chris Hadfield Airport Moved by Councillor Burrell, seconded by Councillor Kelch, and That Sarnia City Council now authorize an expenditure of up to $35,000 (inclusive of net non-refundable H.S.T.) from the Airport Operations Reserve Fund for the purchase of a replacement service vehicle (pickup truck) for the Sarnia Chris Hadfield Airport. 2. City Engineer, dated January 3, 2014, regarding Overnight Parking Pilot Project Moved by Councillor Kelch, seconded by Councillor McEachran, and That due to the success of the overnight parking enforcement pilot project, the amendments to By-Law 100 of 1996 approved by Council on April 8, 2013, remain in effect. 2

Director of Parks and Recreation, dated January 7, 2014, regarding RFP No Concession/Rental Services - Parks Moved by Councillor Foubister, seconded by Councillor Gillis, and That Sarnia City Council awards RFP No Concession/Rental Services Parks as follows: (a) Canatara Park Location 2 To R&B s Fries Inc., Sarnia, ON, 3 (three) year term, 2014 to 2106, total payment over the term is $16, (b) Canatara Park Location 3 To R&B Fries Inc., Sarnia, ON, 3 (three) year term, 2014 to 2016, total payment over the term is $18, (c) Bayshore Park To Tricky Ricky s, Sarnia, ON, 3 (three) year term, 2014 to 2016, total payment over the term is $36, (d) Kenwick on the Lake Park To Tricky Ricky s, Sarnia, ON, 3 (three) year term, 2014 to 2016, total payment over the term is $10, (e) Centennial Park To Bluewater s Best Fries, Sarnia, ON, 1 (one) year term, 2014, an annual payment of $16, That, the Mayor and Clerk be authorized to sign the necessary agreements with the respective vendors. Moved by Councillor MacDougall, seconded by Councillor Gillis, and That Staff be directed to bring back a report regarding the possible use of the former concession building at Canatara Park for service on the beach. Councillor Gillis inquired about the current use of the former concession building, and the Director of Parks and Recreation advised that he would include this information in the report. 4. Director of Finance, dated January 3, 2014, regarding Investment of Surplus Sarnia FC-Capital Funding Moved by Councillor McEachran, seconded by Councillor Foubister, and 3
4 That Council approve the investment of surplus Sarnia FC Capital funding in the amount of $218, which is remaining from the Alix Field project at Norm Perry Memorial Park; That Council approve the investment of these surplus funds with BMO Nesbitt Burns which is the City s investment manager for funds held outside the City s bank account; and That Council approve the investment of the surplus funds in a 1 year GIC to be renewed annually in order to meet the requirements of the license agreement between Sarnia FC and the City of Sarnia. 5. Fire Chief, dated December 31, 2013, regarding Radio Communications Subscriber Agreement Moved by Councillor Kelch, seconded by Councillor MacDougall, and That the Mayor and Clerk be authorized to sign any necessary agreements pertaining to the renewal of the digital voice radio subscription with Spectrum Communications. MINUTES That the Minutes of November 28, 2013 (Closed Meeting), the Minutes of November 28, 2013 (Special Meeting), and the Minutes of December 2, 2013 (Regular Meeting), and the December 10, 2013 (Budget Deliberations Meeting), as printed, be adopted. INQUIRIES, INFORMATION AND URGENT MATTERS 1. Communities in Bloom International Competition Councillor Gillis advised that because of the City s National Championship win, it is invited to participate in the International Competition. 4
5 2. O Dell Ave. Parking Restrictions Councillor Bruziewicz inquired as to when the appropriate signage would installed on O Dell Ave. as approved by Council. The City Engineer advised that he would follow-up with staff on this to ensure that it is completed as soon as possible. 3. OGRA and FCM Annual Conferences Moved by Councillor Bruziewicz, seconded by Councillor Burrell, and That any interested member of Council be authorized to attend the Ontario Good Road Association Annual Conference and the Federation of Canadian Municipalities Annual Conference. ROUTINE APPROVALS, ACTION AND INFORMATION That Items A to P, under Routine Approvals, Action and Information be introduced. A. City Solicitor/Clerk, dated December 13, 2013, regarding Home Hardware License (see by-law #2) That the Mayor and Clerk be authorized to execute a three (3) year license for the untravelled portion of the Howard Watson Nature Trail adjacent to Home Hardware Stores Limited at 1272 London Road. B. Emergency Management Coordinator, dated January 6, 2014, regarding CAER Everbridge Community Notification Network C. Director of Finance, dated January 3, 2014, regarding Water Rates Comparison 5

Director of Transit, dated January 7, 2014, regarding Provincial Dedicated Gas Tax Funds For Public Transit Program 2013/2014 (see by-law #6) That Sarnia City Council authorizes the Mayor and Director of Finance to sign a Letter of Agreement as required under the 2013/2014 Dedicated Gas Tax Funds For Public Transit Program. That a supporting by-law be executed and forwarded along with two signed copies of the Agreement to the Ministry of Transportation; and That the appropriate City Staff is authorized to proceed with all reporting requirements of the program. L. Mayor Bradley, dated January 2, 2014, regarding Mayor s Honour List 2013 M. Alzheimer Society, Sudbury Manitoulin, dated December 19, 2013, regarding National Dementia Strategy (Placed on the Agenda at the Request of Mayor Bradley) Moved by Councillor MacDougall, seconded by Councillor Gillis, and Whereas Alzheimer s disease and other dementias are progressive, degenerative diseases of the brain that cause thinking and memory to become seriously impaired; Whereas Alzheimer s disease and other dementias most often occur in people over the age of 65 but can strike adults at any age; and Whereas Alzheimer s disease and other dementias affect more than 500,000 Canadians currently and that this figure is projected to reach 1.1 million within a generation; and 7
8 Whereas Alzheimer s disease and other dementias also takes their toll on hundreds of thousands of families and care partners; and Whereas an estimated further three million Canadians face the burden and challenges of providing care for those suffering with Alzheimer s disease and other dementias; and Whereas there is no known cause or cure for this devastating illness; and Whereas the cost related to the health care system is in the billions and only going to increase, at a time when our health care system is already facing enormous financial challenges; and Whereas Canada, unlike many countries, does not have a national dementia strategy; and Whereas there is an urgent need to plan and raise awareness and understanding about Alzheimer s disease and other dementias for the sake of improving the quality of life of the people it touches; and Whereas MP Claude Gravelle Nickel Belt has introduced Bill C- 356, An Act respecting a National Strategy for Dementia, as he works for broad, all party and non partisan support for an issue that touches us all. His legislation calls for a national plan that includes the development of strategies in primary health care, in health promotion and prevention of illness, in community development, in building community capacity and care partner engagement, investments in research and other (advisory board, objectives, investment in research, and caregivers and more) Now therefore, the City of Sarnia calls on all levels of government and the Federation of Municipalities to adopt a national dementia strategy, and urges all citizens of our communities to become more aware and engaged concerning the far-reaching effects of this devastating disease. 8

City Engineer, dated January 3, 2014, regarding The Great Lakes Sustainability Fund (GLSF) Application for Funding That Sarnia City Council receives the attached copy of the submitted application for the Great Lakes Sustainability Fund (GLSF) for information. That Mayor and Clerk be authorized to sign any necessary agreements pertaining to The Great Lakes Sustainability Fund (GLSF) for the Pump Station Supervisory Control and Data Acquisition (SCADA) System project.
