Mayor Bradley took the Chair and the following Members of Council were present: Councillors D. Boushy, A. Bruziewicz, A.M. Gillis, B. MacDougall, M. Mitro, C. Scholten, and B. White Closed Meeting - 3:30pm That Sarnia City Council move into closed session pursuant to section 239 (2) (b), (c), (e), and (f) of the Municipal Act to give consideration to personal matters about identifiable individuals, including municipal employees or local board with respect to appointments to boards and committees; a proposed or pending acquisition or disposition of land by the municipality; litigation or potential litigation, including matters before administrative tribunals, affecting the municipality and advice that is subject to solicitor-client privilege, including communications necessary for that purpose. REPORT OF THE CLOSED MEETING That the committee rise and report. 2 Sarnia City Council met in closed Session on to discuss a citizen appointment to the Court of Revision. No votes were taken other than to give direction to staff. Staff were directed to notify the candidate of Council s direction, and that the appointment be made public at the next regular meeting of Council. That Sarnia City Council adopt the report of the closed meeting. Disclosures of Pecuniary Interest (Direct or Indirect) and the General Nature Thereof There were no disclosures of pecuniary interest. PUBLIC MEETING 1. Director of Planning and Building, dated, regarding Draft Plan of Subdivision: SD Lakeshore Road (see by-laws #7 and #8) Mayor Bradley opened the Public Meeting. Max William, Planner, presented the Planning Department Report and responded to questions from Council. Giselle Owen of 684 Lakeshore Road spoke in opposition to the application, and encouraged Council to rescind its resolution declaring the lands at 656 Lakeshore Road surplus. Patrick Marcella of 595 Beach Lane spoke in opposition to the application, and encouraged Council to rescind its resolution declaring the lands at 656 Lakeshore Road surplus. Lawrie Lachapelle of Bright s Grove suggested that Council consider incorporating a walkway with access to Baxter Park from Lakeshore Road. Charmaine Wasman, 1625 Mc Millen Pky W. sought clarification from staff about appeal periods and traffic studies. No one else wished to speak in support of, or opposition to, the application. 3 That Sarnia City Council grant approval in principle to Draft Plan of Subdivision SD , (see Attachment 1) which provides for the development of five (5) single-detached dwelling lots (Lots 1-5), and one Block (Part 6) for future road widening, fronting on to Lakeshore Road, subject to the conditions set out in Attachment 2; and That staff look into the addition of a walkway with access to Baxter Park from Lakeshore Road; and That Sarnia City Council adopts the by-law to implement Official Plan amendment No. 2 and authorizes the Mayor and Clerk to sign the said by-law; and That Sarnia City Council adopts the by-law to implement Rezoning Application No of 2002 and authorizes the Mayor and Clerk to sign the said by-law. Healthy Community Checklist Paul Buttery, joined by Lana Smith of Lambton Public Health discussed the Healthy Community Checklist, speaking to opportunities to improve citizen health through the built environment. Ken Swirsky discussed the draft Procedure By-Law and Deputy Mayor Position. 4. Margaret Bird discussed the draft Procedure By-law and the 2018 municipal election voting method. Councillor Kelch inquired about the editing of web streamed meetings, and the City Clerk advised that she would report back on that. CORRESPONDENCE 1. City Clerk, dated, regarding Noise By-Law Exemption Request 1042 Murphy Road Private Event Moved by Councillor Kelch, seconded by Councillor White, and That Sarnia City Council grants a Noise By-Law exemption to the owner of 1042 Murphy Road for a private outdoor wedding on Friday, August 24, 2018 until 1:00 a.m. on Saturday, August 25, Director of Engineering, dated, regarding Edgewood Street Parking By-Law Amendments (see by-law #1) Moved by Councillor Scholten, seconded by Councillor Mitro, and That Sarnia City Council amends By-Law 100 of 1996 to institute No Parking Anytime on the East side of Edgewood Street from the North Entrance of Olympus Court to 45m south of the North Entrance to Olympus Court. 3. Director of Engineering, dated, regarding Atelka Service Review Moved by Councillor Kelch, seconded by Councillor Bruziewicz, and That Sarnia Transit be authorized to continue to offer a 20% reduced bus pass purchase program similar to the Employerpurchased Bus Pass Program as provided for in the approved 2017 Fees for Service Page 4 of 13

Director of Engineering, dated, regarding Infrastructure Solutions Asset Management Software Agreements (see by-laws #2 & #3) Moved by Councillor Boushy, seconded by Councillor MacDougall, and That Sarnia City Council approves the Draft Contract for Decision Optimization Technology Software for Roads with Infrastructure Solutions (Software) Inc.; and That Sarnia City Council approves the Draft Delivery Agreement for Decision Optimization Technology Software for water, wastewater and storm with Infrastructure Solutions (Software) Inc.; and That the Mayor and Clerk be authorized to sign the by-laws, agreements and any other necessary documentation. 5. Director of Finance, dated, regarding City of Sarnia Participation in SWIFT Initiative (see by-law #5) Moved by Councillor Kelch, seconded by Councillor Bruziewicz, and That Sarnia City Council authorize the Mayor and Clerk to sign the SWIFT membership agreement. 6. City Solicitor, dated, regarding Insurance Renewal for 2018 Moved by Councillor MacDougall, seconded by Councillor Scholten, and That Sarnia City Council execute a renewal of the existing insurance policies with AON for $1,313, including HST, and that the Mayor and Clerk be authorized to execute any required documentation; and That Sarnia City Council execute a renewal of the existing insurance policies with Marsh for 2018, and that the Mayor and Clerk be authorized to execute any required documentation. 7. City Solicitor, dated, regarding Lochiel Kiwanis Community Centre Parapet Repair and Roof Replacement Moved by Councillor Kelch, seconded by Councillor Gillis, and Page 5 of 13

6 That Sarnia City Council award the Request for Tender received by Bullock & Sons Roofing, a division of Ont. Ltd. in the amount of $105,829.38, bid amount including nonrebateable HST for roof replacement of the Lochiel Kiwanis Community Centre; and That the contract based on time and materials be awarded to Bill Dokter Masonry in the amount of $71, including nonrebateable HST for the parapet wall repair/restoration; and That the Mayor and Clerk be authorized to sign the necessary agreements. 8. City Clerk, dated, regarding Procedure By-Law Review Moved by Councillor Scholten, seconded by Councillor MacDougall, and That Sarnia City Council accepts the draft Procedure By-law as information and directs the ad hoc committee to meet in January 2018 to review the suggestions included in this package, and that the three motions relating to the draft procedure by-law be tabled. 9. Director of Parks and Recreation, dated, regarding Sarnia Arena Lobby Renovation Tender No Moved by Councillor Gillis, seconded by Councillor Mitro, and That Sarnia City Council award the Request for Tender No for the Sarnia Arena Lobby Renovation as part of the Sarnia Arena Revitalization project in the amount of $1,071, including non-rebateable HST to Wellington Builders Inc.; and That the Mayor and Clerk be authorized to sign the required documents. 10. Director of Parks and Recreation, dated, regarding Garden City Display Fireworks Canada Day 2018 Moved by Councillor Kelch, seconded by Councillor Gillis, and That Sarnia City Council accepts the contract submitted by Garden City Display Fireworks in the amount of $31, including non-rebateable HST, for the 2018 Canada Celebration Fireworks Display; and Page 6 of 13

Chief Administrative Officer & City Solicitor, dated, regarding Sarnia Harbour Dredging and Airport Sediment Update Moved by Councillor White, seconded by Councillor Kelch, and That Sarnia City Council authorizes extra project expenditures of $259, including non-rebateable HST to be funded from the Federal Sarnia Harbour Reserve. Director of Parks and Recreation & Director of Finance, dated December 11, 2017, regarding Amending Agreement Sarnia Sting Hockey Club (see by-law #9) Moved by Councillor Kelch, seconded by Councillor White, and That Sarnia City Council authorizes the Mayor and Clerk to sign the amending agreement with SSHC CANADA ULC O/A Sarnia Sting Hockey Club. 15. Director of Parks and Recreation, dated, regarding TALL SHIPS CHALLENGE 2019 Port Sarnia (see by-law #10) Moved by Councillor Kelch, seconded by Councillor MacDougall, and That Sarnia City Council authorizes the Mayor and Clerk to sign a Port Organizer Agreement with the American Sail Training Association with the agreement to underwrite the cost of facilitating the TALL SHIPS CHALLENGE 2019 to be held in Sarnia August 8 to 12, 2019; and That Sarnia City Council commits to the Port Fee of $30,000 USD over the period of 2017 to 2019, as outlined in the Agreement on the understanding that contributions from other agencies and sponsors may be used to offset the City s cost; and That Sarnia City Council authorizes the use of the Special Projects and Activities Account for the initial installment of $10,000 USD in NOTICE OF MOTION 1. The Report would also include what partnerships could be explored to help with the cost of installation and use, and what grants offered by the Federal or Provincial government could be accessed.
