1 Tuesday, August 23, 2016 The Regular Meeting of the Municipal Council was held in the Council Chambers at 21 Gordon Street East, Teeswater and commenced at 6:00p.m. COUNCIL PRESENT: Mayor: Robert Buckle Deputy Mayor: Ron Schnurr Councillors: Margie Bates Mark Goetz Wayne Huber Mike McDonagh Mike Niesen Absent: STAFF PRESENT: Kendra Reinhart, Administrator/Treasurer Leanne Martin, Clerk Chuck Lobsinger, Fire Chief Laura Christen, Recreation & Facilities Manager 1. CALL TO ORDER: Mayor Buckle called the meeting to order at 6:00p.m. 2. ADDENDUMS TO AGENDA: MOTION M Agenda That the Agenda for the Regular Council Meeting of August 23, 2016 be amended to include agenda item 12.1 a closed meeting report related to litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; (Building) And further that the Agenda be amended to include item number a report from the Manager of Recreation and Facilities titled Recreation and Facilities August Activity Report update; And further that the Agenda be amended to include a delegation for the Bruce County 150; And further that the Agenda for the Regular Council Meeting of August 23, 2016 be adopted, as amended. 3. DISCLOSURE OF PECUNIARY INTEREST AND NATURE THEREOF: 4. MINUTES OF THE PREVIOUS MEETING(S): MOTION M Minutes That Council hereby adopts the Minutes of the Regular Meeting of Council held August 9, 2016 as printed and circulated.

DELEGATIONS 6.1 Joe Zettler Construction of a driving shed Delegation was unable to attend. 6.2 Phil Beard - Maitland Valley Conservation Authority Work Plan Mayor Buckle welcomed Phil Beard and Wilf Gamble from Maitland Valley Conservation Authority to the meeting to review the MVCA Work Plan. 6.3 Ann Marie Collins - Bruce County 150 Mayor Buckle welcomed Ann-Marie Collins from Bruce County and Ron Oswald a former Mayor of Bruce County to the meeting to provide information on the County s plans to celebrate Bruce County s 150th anniversary in REPORTS 7.1 Report of the Fire Chief Activity Report for July 2016 The Fire Chief presented the report entitled Month End Report for July 2016, which had been circulated to Council prior to the meeting. MOTION M Report That the Fire Chief s Month-End Report for July, dated August 23, 2016 be received for information. 7.2 Report of the Recreation & Facilities Manager Recreation & Facilities August Activity Report The Recreation and Facilities Manager presented the report entitled August Activity Report which had been circulated to Council prior to the meeting. MOTION M Report That Report# REC titled Recreation and Facilities August Activity Report be received for information purposes. MOTION M Report That Council instructs the Recreation and Facilities Manager to submit an application for the Teeswater Town Hall to the Arts & Heritage Legacy Fund And Further that the Rec and Facilities Manager submit an application for the MCRC Lobby Renovation for the Ontario 150 Community Capital Grant. 3 7.2.2 Recreation & Facilities August Activity Report Update The Recreation and Facilities Manager presented the report entitled August Activity Report Update which had been circulated to Council prior to the meeting. MOTION M Report That Report# REC B titled Recreation and Facilities August Activity Report Update be received for information purposes. MOTION M Report That Council approves the Recreation and Facilities Manager to contract out the mowing of the hill behind the Mildmay Pool for the balance of the 2016 season; 7.3 Report of the Clerk Report of the Clerk Administrative Matters The Clerk presented the report entitled Administrative Activity Report which had been circulated to Council prior to the meeting. MOTION M Report That the Municipality of South Bruce Council receives the report number Clerk related to Economic Development matters. MOTION M Report That Council appoints a member of Council and Clerk Martin to sit as members representing South Bruce on the Advisory Committee to support the County of Bruce and Bruce Power s economic development and innovation initiative. MOTION M Report That Council appoints Councillor Mike Niesen and Clerk Martin to sit as members representing South Bruce on the Advisory Committee to support the County of Bruce and Bruce Power s economic development and innovation initiative. 8. OTHER BUSINESS 9.1 Correspondence List 9.1 Correspondence List 9.2 Committee Minutes MOTION M Report That the minutes of the following committees and/or boards be received as presented to Council: Maitland Valley Conservation Authority Minutes June 15, MVCA Conservation Authorities Act: Proposed Priorities for renewal MOTION M Moved by: Mike Niesen Seconded by: Ron Schnurr Report That the correspondence received from Maitland Valley Conservation Authority regarding the Conservation Authorities Ace: Proposed Priorities for Renewal be noted and filed Young Heritage Leaders and Lieutenant Governor s Ontario Heritage Awards MOTION M Report That the correspondence received regarding the 2016 Young Heritage Leaders program and awards be noted and filed. 9.5 Town of Lakeshore Support Resolution-Debt Incurred from the 2016 Pan AM and Parapan AM Games MOTION M Report That the Municipality of South Bruce Council supports the request from the Town of Lakeshore requesting all Ontario municipalities to suggest that the $342 million additional costs incurred for the Pan Am and Parapan Am Games be funded by the City of Toronto; And further that a copy of this resolution be forwarded to the Town of Lakeshore. 9.6 Teeswater Agriculture Ambassador Support MOTION M Report That the correspondence received regarding the Teeswater Fall Fair Ambassador competition be noted and filed. 9.7 CUPE Child Care Worker Appreciation Day Page 4 of 5

5 MOTION M Report That the resolution received from Ontario Coalition for Better Child Care and the Canadian Union of Public Employees and other labour partners representing child care workers across Ontario be noted and filed. 10. Councillor Reports 11. By Laws 10.1 Mayor Buckle AMO Conference Update Mayor Buckle provided council with an update related to his attendance at the AMO Conference. He provided information related HST increase. Preached about sharing services for smaller communities. 12. Closed Session: MOTION M Closed Session That Council of the Municipality of South Bruce proceeds into a Closed Meeting at 7:45 pm to discuss: litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; OPEN SESSION MOTION M Open Session That Council returns to Open Session at 8:26p.m. 13. CONFIRMATION BY-LAW: MOTION M Moved by: Mike McDonagh Seconded by: Ron Schnurr By-law That the following By-laws be READ a FIRST, SECOND and THIRD TIME and FINALLY PASSED and numbered as follows: Being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of South Bruce. 14.
