2 Meeting held Thursday March 9, 2017 Page 2 of 5 Meeting to Order The Chair called the meeting to order at 5:36 p.m. Approval of Agenda Moved by Councillor Stroud Seconded by Councillor Schell That the agenda be amended to include the addendum, and as amended, be approved. Confirmation of Minutes That the Minutes of Administrative Policies Committee Meeting Number held Thursday, January 12, 2017 be approved. Disclosure of Pecuniary Interest Delegations a) Michael Fraser, Vice-Principal, University Relations, John Witjes, Associate Vice- Principal (Facilities), and Jeff Downie, Director of Business Development & Operations, Queen s Athletics and Recreation, spoke to the Committee regarding the Noise By-Law. A copy of the presentation is available in the Clerk s Department. Councillor Stroud questioned regarding the posted field schedule. Mr. Witjes explained that the field schedule is updated daily and is accessible to the public. Mr. Witjes spoke to the daily updated schedule for users of the sports field. Councillor Stroud inquired regarding the design of the berm. Mr. Witjes spoke to the height of the berm. Councillor Stroud spoke to the design and future cost considerations. Mr. Downie provided background information regarding the berm design, related consultations, and planning.

Mr. Witjes explained the approvals process at Queen s University regarding the berm. He explained that the project will keep to a specific budget. Briefings Business a) Tax Write Offs Pursuant to the Municipal Act, 2001 Desiree Kennedy, Chief Financial Officer and City Treasurer, and Jeff Walker, Manager, Taxation and Revenue, provided a summary of the Report. That Council approve the cancellation, reduction or refund of taxes pursuant to applications made under Sections 357 and 358 of the Municipal Act, 2001 totaling $28, of which $21, is the City s portion and the amounts charged back to the school boards and Downtown Kingston! BIA are $7, and $ respectively, as listed in Exhibit A attached to report AP b) Review of Sign By-Law Number Greg MacLean, Policy & Planning Coordinator, provided background information in regards to the Report. He spoke to the staff review of other municipalities rules in regards to self-storage facility signage. He explained that properties operating as selfstorage facilities would not be allowed to operate with real estate style signs. Councillor Stroud spoke to sign permit revenues in regards to self-storage facilities. Mr. MacLean explained that one storage facility in Kingston advertises with a portable sign. He noted that this firm does not pay portable sign permit fees. Ms. Hurdle explained that the Sign By-Law language must be consistent for all self-storage businesses. Ms. Hurdle explained the rationale for clarifying the Sign By-Law language. Councillor Schell explained that staff is requesting that the Committee continue with the Sign By- Law permit system as applied previously. The Chair provided members of the public with the opportunity to provide comments.

He explained the process in other municipalities regarding portable advertising for self-storage businesses. That it be recommended to Council that the draft by-law attached as Exhibit E to December 7, 2016 Report Number (AP ) be presented to Council to amend By-Law Number , A By-Law to Provide for the Prohibition and Regulation of Signs and Other Advertising Devices in the City of Kingston, as amended. Moved by Councillor Osanic As Amended See Below for Motion to Amend Which Failed Section 1.43: Delete definition of self-storage facility and replace it with the following phrasing: Real Estate Sign means a Temporary Sign used to advertise Buildings, or properties, or units within the Building for sale or lease at the point of sale. c) Review of Noise By-Law Lanie Hurdle, Commissioner of Community Services, provided background information in regards to the Report. Councillor Stroud inquired if staff is satisfied regarding the Noise By-Law and Queen s University s efforts in regards to noise mitigation. Ms. Hurdle spoke to Queen s University s public consultations. She explained that the exemption can be removed from the By-Law should Council decide to do so. Councillor Stroud stated his support for Queen s University s efforts to mitigate noise at the sports stadium. Councillor Schell indicated her approval. Moved by Councillor Stroud Seconded by Councillor Schell That it be recommended to Council that the draft by-laws attached as Exhibit D, Exhibit E and Exhibit F to Report Number AP to amend By-Law Number , A By- Law to Regulate Noise, as amended, be approved.
