Time limit is two minutes. If a group/organization is present to speak on any agenda item, only two designated representatives will be allowed to address the Commissioners. Regular Meeting 1. Call to order. 2. Pledge of Allegiance and Invocation (moment of silence) 3. Adoption of Agenda: (Adopt the agenda with amendments, additions and/or deletions). 4: Public Hearing 1

2 Economic Development Incentive Grant : A public hearing to consider the award of an economic development incentive grant pursuant to G.S and the Waxhaw Downtown Small Area Plan Incentive Grant guidelines to InteliChart, a software company for the healthcare industry. The grant will not exceed $50,000 and will be payable in five (5) annual installments. The grant is based on the company s projected job creation of 50 jobs by the end of 2015 and ancillary economic development benefits. The source of funding for the proposed grant is general fund revenues. 5. Interim Town Manager s Weekly Council Reports: (Interim Town Manager Mahar will provide weekly council reports for the past two weeks) 6. Project Manager Report: (Progress update by Project Manager Nickole Branch) 7. Informal Comments: (Residents may sign up to speak) 8. Unfinished Business Fire Inspection Resolution: (Adopt Resolution and Interlocal Agreement with Union County to transfer fire inspections from Union County to the Town of Waxhaw) 9. New Business Small Town Main Street Coordinator: (Request by Commissioner Fitzgerald to request Ms. Sherry Adams, Small Town Main Street Coordinator, Western Region, to address the proposed staff position for Downtown Main Street Director.) Town Manager Search-RFQ : (RFQ Presentation by Consultant Sean Poccia- Daedal Consulting. Mr. Poccia will present a draft RFQ for adoption by the board to seek consulting firms to submit qualifications to assist in the process of seeking a new town manager.) TA :(A staff initiated request to amend Sections SIGNS THAT DO NOT REQUIRE A PERMIT, of The Town of Waxhaw Unified Development Ordinance to include previsions for scoreboard signs and sponsorship signs in outdoor sports, fields, performance areas and parks.) Public hearing held May 13 th, 2014.) 2

3 TA ( A request by the Town of Waxhaw Events Department to amend Section 8.2 (Definitions) and Section (Murals) of the Town of Waxhaw Unified Development Ordinance to amend the definition of murals and the standards that regulate murals as signs. The proposed amendment includes changes to the approval process, the location and placement, the materials that may be used, and lighting of murals.) Waxhaw Park & Recreation Advisory Board Request -RFQ Contract: (Request by the Waxhaw Park & Recreation Advisory Board to approve the RFQ contract site plan for Horton Property and David G. Barnes Park in packet- Chair Loseke to make presentation) Tree Survey Report: (Request by Mayor Gardner for discussion of the tree survey and ordinance on our next agenda. We will need a copy of the tree survey and notation of any changes since the survey was originally taken) Donation-JAARS: (Request by Commissioner Fitzgerald to make a donation to the JAARS Center for providing meeting location and lunch for board and staff on May 2, 2014 during the work session- Commissioner Fitzgerald) Project Manager Contract:(Discussion and possible action on renewing or providing notice of cancellation of Project Manager Nickole Branch contract through Integra Staffing, Inc.) Amend the Adopted Budget Schedule :(Action to amend the Adopted Budget Schedule (adopted January 14, 2014) amending adoption of the budget to June 10, 2014 town meeting instead of May 27 th 2014.) Sanitation Fee: (Request by town staff for a decision involving sanitation fee for next year. Union County Tax Assessor s Office is requesting this information by June 1 st to start coding parcel numbers. Town staff is required to provide an excel file with parcel numbers for each lot that has a home on it. This requires research by the town tax department). 3

4 Discussion- Donation of House: (Request by Commissioner Fitzgerald to hold discussion and possible action on the possibility of accepting a house offered to the town as a donation. 10. Note other budget items to follow in June for approval of budget ending June 30, 2014) Monthly Tax Report: (Approve monthly tax report submitted by Tax Collector Sutton) Tax/License Refunds: (Approve the request to release and refund privilege license fees and tax refunds) Fee Schedule: (Approval of Fee Schedule to reflect fire inspection fees for town authorized starting July 1, 2014 to make inspections) Request to Destroy Documents;( Request by Tax Collector Sutton to destroy privilege license and supporting documents per NC Municipal Records Retention and Disposal Schedule for documents that are three years or older that license has expired and other town documents that are allowed under the NC retention disposal schedule.) Surplus Property Officer:(Appoint Interim Town Manager Mahar as Surplus Property Officer to replace retired Town Manager McLaurin). Survey Invoice Payment-Waxhaw Southside Cemetery:(Request for payment to Providence Land Group for surveying of Section L Extension in Southside Cemetery to define new lots for sale- Memo Total Cost 4

5 Small Town Main Street Advisory Committee: (Request to reaffirm Small Town Main Street Advisory Committee election of members- Requested by liaison to the STMS Committee Events Director Lisa Hoffman). Resolution Small Town Main Street Participation: (Request Adopting an Agreement to Continue Participation In The North Carolina Small Town Main Street Program ) EnerGov:(Request by Interim Town Manager Mahar to pay Energov Invoice in the amount of $10, for Names User License for Land Management Software. 11. Reports/Requests Interim Town Manager s Reports/Request: Requests: Request for Waxhaw police facility and New Municipal Building Receive update on Police Department project and approve agreements and/or change orders related thereto.
