2 D. Working Session 1. Emergency Management Program The Senior Project Advisor / Executive Assistant provided a detailed presentation regarding the corporation s emergency management program. Councillors Cairns and Pilger joined the meeting at 2:10 pm. Committee engaged in a discussion regarding communications within an emergency including messaging outlets, public awareness, and composition of members from other authorities including school boards and hydro. Committee reviewed previous training sessions and spring awareness programs. E. Deputations 1. Rob Abbott from the Gravenhurst Winter Carnival Committee re: Updates on the Gravenhurst Winter Carnival Rob Abbott from the Gravenhurst Winter Carnival Committee provided updates regarding the 2017 event including financials, button sales, events and cancellations. He identified that for 2018 the event would be moving back to a four day schedule including Family Day. Committee thanked the Winter Carnival Committee and all the volunteers for their work on the festival. 2. Brian Tilson and Bob Covey re: Pickleball Courts Brian Tilson and Bob Covey presented to Committee regarding pickleball and requested consideration of the development of a pickleball specific court. Committee discussed funding options including community fundraising initiatives and the use of other community centres. Committee requested and received information regarding participation levels. F. New Business Financial Statements Report No. COR The Director of Corporate Services / Treasurer and appointed Auditors provided a review of the report and 2016 Financial Statements. Committee requested and received information regarding general financial items considered within reviews that cause concerns. Moved by Councillor Eiter Seconded by Councillor Colhoun #C BE IT RESOLVED THAT the financial statements for the Town of Gravenhurst with an unqualified opinion provided by Pahapill and Associates Professional Corporation, the external auditors for the Town be approved: 2016 Gravenhurst Consolidated Financial Statements; 2016 Gravenhurst Business Improvement Area (BIA) Financial Statement; and; 2016 Gravenhurst Trust Funds Financial Statements. 2. Vianet Pop Site Lease Agreement Report No. DEV The Director of Development Services provided a review of the report. Committee requested and received information regarding existing infrastructure.

4 Moved by Councillor Colhoun Seconded by Councillor Kelly #D BE IT RESOLVED THAT the Town of Gravenhurst enter into a Lease Agreement with Vianet Inc. to establish a Fibre Internet Pop Site onto the lands described as Plan 2 Lot 34 to 35 PT known as 190 Harvie Street (Fire Station No.1); AND THAT the content of the Lease Agreement be in a form satisfactory to the Director of Development Services, Director of Infrastructure and the Chief Administrative Officer. 3. BIA TODS Program Support Resolution Report No. DEV The Manager of Economic Development provided a review of the report and support resolution request from the Gravenhurst BIA. Committee requested and received information regarding impact and location of proposed signs. Moved by Councillor Lorenz Seconded by Councillor Cairns #E BE IT RESOLVED THAT Committee supports the BIA s application for Tourism Oriented Directional Signs (TODS) marketing Historic Downtown Gravenhurst 4. Community Improvement Plan Funding Report No. DEV The Manager of Economic Development provided a review of the report and recommendations for the 2017 Community Improvement Plan funding program. Committee requested and received information regarding building code compliance, accessibility measures, compliance with existing municipal by-laws, criteria for recommendations, funding agreements, timelines to complete the application and the release of funds. Moved by Councillor Cairns Seconded by Councillor Pilger #F BE IT RESOLVED THAT the applications and associated funding allocation recommended by the Community Improvement Plan Review Committee (contained in Appendix A of Report No. DEV ) be approved.

Gravenhurst Winter Carnival Update Report No. RAC The Director of Recreation, Arts & Culture and Marketing and Events Facilitator provided a review of the report and recommendations for community charitable donations. Moved by Councillor Eiter Seconded by Councillor Kelly #G BE IT RESOLVED THAT Committee receive Report No. RAC for information purposes; AND THAT Committee approves a $4,000 donation from the proceeds of the 2017 Winter Carnival to be divided equally between the following two groups: Salvation Army Food Bank Muskoka Children s Foundation 6. Correspondence - Delegation from Xiangshu Cou Committee engaged in a discussion regarding increased interest of international visits to the municipality, other international relationship and types of visitors (business, dignitaries etc.). The Chief Administrative Officer provided information regarding increased international interest in the municipality, process for requests, and Committee awareness. Moved by Mayor Donaldson Seconded by Councillor Kelly #H BE IT RESOLVED THAT the correspondence from the Xiangshan County, Ningbo City regarding a delegate visit to the Town of Gravenhurst be received; AND THAT Committee direct staff to coordinate the necessary arrangements and report back to Committee regarding timelines, cost and planned activities.
