6 TENDERS AND REQUESTS FOR PROPOSALS There were no Tenders nor Requests for Proposals. NEW BUSINESS 1 Installation of Street Cameras at Cenotaph and Silver Cross Click for detail --> [J Whereas there have been instances of graffiti and/or other mischief at various memorials to our soldiers; and Whereas Cornwall Police have already installed several street level cameras to monitor various parts of the City. Now therefore be it resolved that Cornwall Police be requested to report on a cost estimate to install similar monitoring devices at the Cornwall Cenotaph (Second Street and Bedford Street) as well as the Silver Cross (Pitt Street and Tollgate Road). Seconded By: Andre Rivette, Councillor 2 Canada's Sesquicentennial Committee Click for detail --> D Whereas, in February 2016, Council passed a motion that: 1. Staff respond to a series of possibilities for the commemoration of Canada's Sesquicentennial in Cornwall in December 2016 and January The key elements were: a) Festive lighting of the waterfront, especially in Lamoureux Park; b) Clearing snow from the walking paths in the Park and on the waterfront; c) Holding a fishing derby on the Port Lands water lot and near the boat launch; d) Creating an outdoor skating rink in Guindon Park, with a temporary warming hut to change skates; and

7 e) Allowing vendors to sell hot chocolate and beaver tails du ring the derby in Lamoureux Park and on weekends in Guindon Park. 2. To appoint an Ad Hoc Committee to plan and coordinate events during all of 2017 in Cornwall's public parks and recreation areas. Whereas Staff's well considered response vis-a-vis feasibility and requirements lead us to this follow-up motion which calls for action on these items: a) Relighting the park: due to weather concerns, staff suggested Jan-Feb 2017 instead of Dec 2016 and January Because this disallows the installation of lights during the Christmas season and misses the opportunity to participate in the pre-christmas decorating, we move the original dates be adhered to, and the light display run from December 2016 to January The lights' festival would capitalize on Christmas and segue into the sesquicentennial celebration, linking the downtown to the waterfront in a continuous expanse for the duration. The estimated cost for the purchase of lights, installation and maintenance of the display is $60,000. As staff recommends, we suggest leaving the decoration of Point Maligne and the path by the Legion ball fields to the future, when electricity is readily available. The December 2016-January 2017 light display would be restricted to the Citizens' Walkway, the oval in front of the Bandshell, the public washroom and museum in Lamoureux Park, and hopefully, the structures in the splash pad and Kinsmen play structure, wherever electricity allows. As the staff report notes, the Clock Tower is currently decorated each winter. As more and more city business is conducted in the Civic Complex, it would be appropriate to include that building too. b) The second proposal, namely the clearing of snow from the walking paths will complement the lights festival and make the Cornwall Lamoureux Park waterfront the go-to destination for walkers, shoppers and sightseers this winter season. In every survey and poll conducted, people prioritize the waterfront. These two proposals would extend use and enjoyment of the waterfront into the winter season. Estimated cost: $6,000. ) c) Fishing Derby: given the in-house staffing challenges, the derby idea should be dropped unless a qualified competent community group comes forward to organize it. Expertise in ice-fishing safety is a pre-requisite. A demonstration

8 rather than a derby is a possibility, should a group come forward with a proposal. d) Skating rink: Given the history of a rink in Guindon Park, a rink within the Bandshell oval is preferable. Cost: as reported to the Waterfront Committee, is $20,000. e) As reported in the staff response, the permit process has been updated to allow for special events. A prospective vendor should simply apply. There does not seem to be need for special accommodations made. Staffs response to the initial proposal included many references to the proposed committee. The lights, the rink, the snow clearing need no direction external to normal operating procedures. However, any activities beyond that would need direction and coordination by an Ad Hoc Committee, with which any community or neighbourhood group should refer if they wish to mount an event or activity related to Canada's sesquicentennial. The Committee should have council and staff liaison personnel but it should be community-based and volunteer in composition. The committee would be an Ad Hoc Committee, existing for the sole purpose of co-ordinating Cornwall's sesquicentennial activities (working December 2016 to February 2018) and its members should be selected by the Council Committee. Now therefore be it resolved that the Canada's Sesquicentennial Committee be implemented and supported during that time frame, from December 2016 to February Now therefore be it also resolved that the lighting and snow clearing in Lamoureux Park be implemented and that the ice rink be prepared.
