1 MUNICIPALITY OF SOUTHWEST MIDDLESEX COUNCIL MINUTES MAY 6, 2015 CALL TO ORDER Mayor Blackmore called the meeting to order at 7:00 p.m. In attendance were Mayor Vance Blackmore, Deputy Mayor Marigay Wilkins and Councillors Karen Aranha, Rick Cowell, John Kavelaars, John Kendall, Don McCallum and Martin Vink. Staff members in attendance were Administrator/Clerk Janneke Newitt, Treasurer Kristen McGill, Public Works Manager Jaime Francisco and Facilities and Recreation Manager Steve MacDonald. Utility/Drainage Superintendent Liz Jeffery was present for the Deputations and Petitions portion of the meeting. APPROVAL OF AGENDA R. Cowell / M. Vink # That the agenda be approved with the following change: - item #15(8) K2 Wind Energy Documents moved to Action Correspondence DISCLOSURE OF PECUNIARY INTEREST Councillor Vink declared an indirect pecuniary interest in item #9(F)(7) Request for an Engineer Report under Section 78 of the Drainage Act Peter Mitchell Drain advising that he has a farming arrangement with John Schaeken s son Michael and some of the equipment is owned by John Schaeken. BUSINESS ARISING FROM THE MINUTES Council members were advised that a staff report was forthcoming from the strategic planning discussion on March 30 th. VOUCHERS J. Kavelaars / M. Wilkins # That vouchers totaling $504, be approved. ACTION CORRESPONDENCE 2015 Mosquito Larviciding M. Wilkins / R. Cowell # That the Municipality of Southwest Middlesex supports local action by the Middlesex-London Health Unit to reduce the risk of West Nile Virus including, larviciding catch basins and other surface water locations within our jurisdiction. In addition, Southwest Middlesex supports any permit application for West Nile Virus control submitted to the Ministry of the Environment from an appropriately licensed exterminator contracted by a private property owner, to apply a larvicide into catch basins located on private property within the Municipality of Southwest Middlesex. Wind Energy Correspondence The Administrator/Clerk was instructed to send the documents in agenda item #15(8) to the County legal department for clarification on how the situation described in those documents differs from the solar leases that Southwest Middlesex is involved in. Facilities and Recreation O.P.P. Lease Extension J. Kendall / K. Aranha # That a by-law be passed authorizing the Mayor and Clerk/Administrator to sign a lease extension and amending agreement for the property at 157 Water Street. Middlesex Active Communities Partnership M. Wilkins / J. Kavelaars # That Council supports the website initiative being pursued by the Middlesex Active Communities Partnership. Minor Hockey Request Arena Floor Rental R. Cowell / J. Kavelaars # That Council approves a 2015 arena floor minor hockey rental rate of $5 per player per hour for dry-land training, with a minimum of 10 players per hour. 5 That Council approve Quad County Support Services having free use of the fairgrounds on Saturday, June 27 th (or free use of the arena in the event of inclement weather that day) in order to hold a fundraising event. Public Works Old Decorative Street Light Fixtures J. Kavelaars / K. Aranha # That the old decorative street light fixtures from Main Street in Glencoe be sold at a price of $25 per fixture on a first come, first serve basis to the residents of Southwest Middlesex. Sidewalk Area Restoration J. Kendall / J. Kavelaars # That the Public Works Manager s report on possible sidewalk restoration be received for information. Engine Replacement on 2009 International J. Kavelaars / M. Wilkins # That the Public Works Manager send the International dealership a detailed letter regarding the engine damage to the 2009 Southwest Middlesex truck and requesting compensation for repair costs; and That the Public Works Manager draft an article on the situation for publication in appropriate periodicals. Cowell # That the updated Public Works Five Year Construction Plan be received and filed; and That the projects scheduled on the Five Year Construction Plan to be done in 2015 be approved and proceeded with. Kavelaars # That Spriets Associates be engaged to develop a plan and profile of the existing roadway conditions for Wellington Avenue, Elgin Street, Argyle Street and Front Street in the Village of Appin. 6 That the Public Works Manager s activity report for the month of April be received for information. Request for an Engineer Report Peter Mitchell Drain R. Cowell / D. McCallum # That no action be taken on the request to appoint an engineer under Section 78 of the Drainage Act for the Peter Mitchell Drain; and That, as per Section 5(1)(a) of the Drainage Act, notice of this decision be sent to the petitioner. Request for an Engineer Report - Section 4 of the Drainage Act M. Wilkins / J. Kavelaars # That council accepts the Petition for Drainage Works as described in the petition in Lots 16 and 17, Range 2 South, former Ekfrid Township and appoints Spriet Engineering under Section 4 of the Drainage Act to examine the area and produce a report to council. Kavelaars # That the following by-laws be given first and second readings: By-law No. 2015/032, to confirm the proceedings of the council of the Municipality of Southwest Middlesex (April 22, 2015) By-law No. 2015/033, to authorize the Mayor and Clerk to sign a lease agreement between the Municipality and the Ontario Realty Corporation respecting the property known as 157 Water Street, Glencoe. INFORMATION CORRESPONDENCE M. Vink / J. Kavelaars # That the Information Correspondence be received and filed. COUNCILLORS COMMENTS AND ENQUIRIES Councillors Aranha and Cowell reported on the Emergency Registration and Intake workshop that they and Deputy Mayor Wilkins attended. Councillor Cowell also reported on his attendance at the tour of the West Lorne water treatment facility. The Mayor advised that the Rodney Cadet Corps was interested in finding a facility in Glencoe in which to meet and that the Facility & Recreation Manager would be assisting them on that. CLOSED SESSION (Committee of the Whole) R. Cowell / K. Aranha # That, as of 9:20p.m., the next portion of the meeting be closed to the public as permitted by Section 239 of the Municipal Act S.O. 2001, c.25, to discuss a potential acquisition of property and to deal with procedural matters (closed session minutes). Coming out of the closed session at 9:40 p.m., the Deputy Mayor reported that direction had been given to staff with respect to the possible acquisition of property and that procedural matters (closed session minutes) had been dealt with.
