THAT the Engineer s Report for the Heffer Drain Extension 2013, as prepared by Spriet Associates and dated May 24, 2013, be accepted; AND THAT By-law No being a by-law to provide for the Heffer Drain drainage works be read a first and second time and provisionally adopted. 4. 18 11 June 5, 2013 Ms. Michelle Casavecchia Chief Administrative Officer Township of Malahide 87 John Street South, Aylmer, Ontario, N5H 2C3 Ms. Casavecchia, On behalf of the St. Thomas-Elgin Local Partnership initiative, I would like to request to appear as a delegation before the Malahide Township Council on June 20 th, 2013 at 7:30 p.m. to provide an update on the work that has been completed, as well as some upcoming initiatives. The St. Thomas-Elgin Local Immigration Partnership (ST-ELIP) is a collaborative community initiative funded by Citizenship and Immigration Canada (CIC) to strengthen the role of local agencies, stakeholders, and service provider organizations in serving and integrating immigrants in the City of St. Thomas and the County of Elgin. We would like to explore ways for the Township of Malahide to collaborate with this worthwhile initiative. Some concrete ways to achieve this collaboration is by helping in facilitating network opportunities between the municipalities, its institutions and departments and the ST-ELIP project team and promoting the activities organized by the ST-ELIP through different communication mediums. I am convinced that the level of success in this project will be determined by the level of collaboration that takes place across different levels of government and across sectors. 19 05/06/ Background Government of Canada and Ontario and the Association of Municipalities of Ontario created the Local Immigration Partnerships (LIPs) across Ontario. Township of Malahide Council In 2005, Ontario signed the first Canada-Ontario Immigration Agreement (COIA) = municipalities have a crucial role to play in offering newcomers the necessary support and services to successfully integrate. Municipal Immigration Committee (MIC) was established under COIA to explore municipal interest in immigration. The first Local Immigration Partnerships were established in The St. Thomas-Elgin Local Immigration Partnership was established in 2011 June 20, 2013 Mandate Establish a Local Immigration Partnership Council Enhance understanding of non-settlement service providers and the community at large of newcomer s challenges, needs and services. Strengthen awareness and capacity to integrate newcomers Develop a local settlement strategy and an annual action plan that addresses local priorities identified in the consultation process The St. Thomas-Elgin Local Immigration Partnership The St. Thomas-Elgin Local Immigration Partnership (ST-ELIP) is a community initiative to facilitate the development and implementation of sustainable solutions for the successful integration of newcomers to the city of St. Thomas and to the County of Elgin 4 1

D17 Reg. 300/81, s.1, Form 6 Being a By-law to provide for a drainage works on the Heffer Drain Extension 2013 in the Township of Malahide, in the County of Elgin *********** WHEREAS the requisite number of owners have petitioned the Council of the Township of Malahide in the County of Elgin in accordance with the provisions of the Drainage Act, requesting that the following lands and roads may be drained by a drainage works. Lots Concession 2-4 In the Township of Malahide In the County of Elgin AND WHEREAS the Council for the Township of Malahide has procured a report made by Spriet Associates and the report is attached hereto and forms part of this by-law. AND WHEREAS the estimated total cost of constructing the drainage works is $73, AND WHEREAS $73, is the amount to be contributed by the municipality for construction of the drainage works. AND WHEREAS $73, is being assessed in the Township of Malahide in the County of Elgin. AND WHEREAS the Council is of the opinion that the drainage of the area is desirable. NOW THEREFORE, THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF MALAHIDE UNDER THE DRAINAGE ACT ENACTS AS FOLLOWS: 1. The report dated May 24, 2013, and attached hereto is hereby adopted and the drainage works as therein indicated and set forth is hereby authorized, and shall be completed in accordance therewith. 2. (a) The Corporation of the Township of Malahide may borrow on the credit of the Corporation the amount of $73, being

24 17 the amount necessary for construction of the drainage works. (b) The Corporation may issue debentures for the amount borrowed less the total amount of, i. Grants received under section 85 of the Act; ii. Commuted payments made in respect of lands and roads assessed within the municipality; iii. Moneys paid under subsection 61(3) of the Act; and iv. Moneys assessed in and payable by another municipality, (c) And such debentures shall be made payable within five years from the date of the debenture and shall bear interest at a rate not higher than the rate charged by The Ontario Municipal Improvement Corporation on the date of sale of such debentures. 3. A special equal amount rate sufficient to redeem the principal and interest on the debentures shall be levied upon the lands and roads as west forth in the Schedule to be collected in the same manner and at the same time as other taxes are collected in each year for five years after the passing of this by-law. 4. All assessments of $ or less are payable in the first year in which the assessment is imposed. 5. 58 51 Report No: CAO Date: June 13, 2013 Attachment County Council Report ELGIN ECONOMIC DEVELOPMENT ADVISORY GROUP Recommendation: THAT Report No. CAO entitled Elgin Economic Development Advisory Group be received; AND THAT the Chief Administrative Officer/Clerk be appointed as the Township of Malahide representative to the newly created Elgin Economic Development Advisory Group. Background: For some time there have been informal discussions between the Municipal Staff with regard to developing a more formal relationship with other area municipalities with respect to economic development. Currently, Malahide partners with the Town of Aylmer and other neighbouring municipalities regarding some economic development and tourism initiatives, but no formal partnership exists. As well, one of the recommendations identified in the Cultivating Malahide Integrated Community Sustainability Plan states that The County of Elgin s Economic Development & Tourism Department should be regularly engaged in discussions aimed at aligning Malahide s economic development priorities with those of the County s. As a point of departure, discussions should be held with the County to determine how its Economic Development Strategy & Action Plan can be implemented in Malahide. Comments/Analysis: On May 7, 2013, the County Staff filed a report with the County Council that recommended dissolving the already established County of Elgin Economic Development and Tourism Advisory Committee and creating a new committee with revised terms of reference. The County Council approved the establishment of a new Elgin Economic Development Advisory Group (EEDAG). The EEDAG will consist of two County Council representatives, the Staff of the County, the lower tier municipalities responsible for economic development, and several Chamber of Commerce representatives across the County. The report presented and approved by the County Council is attached to this report for reference.

59 52 It is recognized that developing another structure that would include Malahide Township Staff on a regular basis and be more regional in nature is a positive step forward. Such a regional approach allows for more economic development knowledge for the region as a whole, more financial and human resources available for potential projects, and is in line with the Federal and Provincial approach to providing grant funding especially as it applies to economic development. It is recommended that Malahide participate in this newly created Committee and that the Chief Administrative Officer/Clerk be appointed at the Township s representative to the new EEDAG. WHEREAS Section 5(3) of the Municipal Act, 2001, c. 25, as amended, provides that the powers of every council are to be exercised by by-law; AND WHEREAS in many cases, action which is taken or authorized to be taken by the Township of Malahide does not lend itself to the passage of an individual by-law; AND WHEREAS it is deemed expedient that the proceedings of the Council of the Township of Malahide at this meeting be confirmed and adopted by bylaw; NOW THEREFORE the Council of The Corporation of the Township of Malahide HEREBY ENACTS AS FOLLOWS: 1. THAT the actions of the Council of the Township of Malahide, at its regular meeting held on June 20, 2013, in respect of each motion, resolution and other action taken by the Council of the Township of Malahide at such meeting is, except where the prior approval of the Ontario Municipal Board or other authority is required by law, is hereby adopted, ratified and confirmed as if all such proceedings were expressly embodied in this By-law. 2. THAT the Mayor and the appropriate officials of the Township of Malahide are hereby authorized and directed to do all things necessary to give effect to the action of the Council of the Township of Malahide referred to in the proceeding section. 3. THAT the Mayor and the Clerk are hereby authorized and directed to execute all documents necessary in that behalf and to affix thereto the corporate seal of the Township of Malahide. 4. THAT this By-law shall come into force and take effect upon the final passing thereof.
