1 THE CORPORATION OF THE TOWN OF SAUGEEN SHORES COUNCIL MINUTES The Regular Meeting of the Council of the Corporation of the Town of Saugeen Shores was held on Monday, at 7:30 p.m. in the Council Chambers at 515 Goderich Street, Port Elgin, Ontario. PRESENT: Deputy Mayor John Van Bastelaar Vice-Deputy Mayor Christine Coulter-Whittaker Councillors Bill Motley Mike Smith Thead Seaman Elgin Shular Dennis Haggerty ABSENT: Mayor Mark Kraemer Councillor Douglas Freiburger 1.0 CALL TO ORDER Deputy Mayor Van Bastelaar welcomed the Public, Press & Staff and called the Meeting to order. 2.0 DISCLOSURE OF PECUNIARY INTEREST AND NATURE None Declared. 3.0 ADOPTION OF MINUTES 3.1 Res. No That Council adopt the minutes of the Regular Council Meeting of November 15, 1999 and the minutes of the Special Council Meeting of November 22, 1999 as presented. 3.2 Res No That Council noted and file the Committee of Whole minutes of November 15 th and November 22 nd, Special Committee of Whole Minutes Councillor Haggerty asked Council to consider a plebiscite for the next election regarding ward system with the Deputy Mayor asking the Clerk to make a report in the new year on the process. 4.0 DEPUTATIONS 4.1 MIKE STERLING - MARINE HERITAGE COMMITTEE - CHANTRY ISLAND RESTORATION Deputy Mayor Van Bastelaar welcomed Mike Sterling of the Marine Heritage Committee for the presentation of the Chantry Island Restoration Project. Mike Sterling introduced Bob Trelford and Michael Goodwin members of the Marine Heritage Committee.

2 2 Mike Sterling presented a table top model, picture board and continued with a slide presentation on the work completed to date on Chantry Island. It was noted that Committee and volunteers had accumulated 7,000 of volunteer work and raised $60,000 for the works to date. Mike Sterling presented the vision, objectives/goals, time frames and future fundraising for the project. The presentation noted the former Town of Southampton had gone through the strategic planning process and from that process the residents had indicated that one of the major development areas was the restoration of Chantry Island. The Marine Heritage Committee and the Propellor Club took the task and created a work plan which would eventually lead to the Bruce County Museum and Archives being the final player in the project. The Marine Heritage Committee through its volunteers have built a portable dock, cleared debris and rebuilt the lighthouse keeper s cottage which was completed in 1999, completing the mandate of the Committee for this year. Future plans include: a slate roof, repairs to the lighthouse, a more permanent dock, interior work of the lighthouse keepers cottage, landscaping, tours to and from the Island and fund raising $50,000. Eventually the Bruce County Museum and Archives would be endowed with the project, as it is historical in nature, and future funds would be set aside to continue to maintain the complete restoration. Mr. Sterling thanked the dedicated volunteers who have worked on the project and will continue to do so through the years. The restoration of Chantry Island will be marketed as an attraction and would benefit all of Saugeen Shores. In closing Mr. Sterling thanked the Council for allowing the Committee to update them on the restoration and introduced Michael Goodwin who sang a theme song that he had composed for the Beacon on Chantry Island. Deputy Mayor Van Bastelaar reported that this was one of the most enjoyable presentations before Council and commended Mr. Sterling and all the volunteers on their ambitious work plan and dedication to the restoration. Deputy Mayor Van Bastelaar thanked Mr. Sterling and suggested that if they require assistance perhaps the Council could assist during the budget deliberations. In closing Deputy Mayor Van Bastelaar congratulated the Marine Heritage Committee and looked forward to the next stages of restoration over the two years. 5.0 REPORT OF COMMITTEE OF WHOLE 6.0 REPORT OF MUNICIPAL OFFICERS/COMMITTEES 7.0 ACCOUNTS PAYABLE Res. Smith That Council approves the Town of Saugeen Shores accounts payable to in the amount of $504, NEW BUSINESS Deputy Mayor Van Bastelaar thanked the CAW for holding their annual Violence Against Women ceremony with Councillor Motley attending on behalf of Council. Deputy Mayor Van Bastelaar reported that the Saugeen Shores Community Complex have two time capsules for the complex and were looking for any club mementos, history or any memorabilia and that the Community Services Department should be contacted as soon as possible.

3 3 The Deputy Mayor also asked if Staff could bring a report forward about the financing of the Community Complex which was considered at the Transition Board indicating that taxes would be raised for the new Community Complex. OTHER BUSINESS Councillor Motley reported that costs associated with a search and rescue mission in Amabel Township might result in the municipality paying for those costs and asked Staff to investigate the matter as it might be wise to include something in the budget. Councillor Haggerty questioned whether the costs for leasing took into consideration cost costs for signage and taxes. The Deputy Mayor reported that the sign would at the cost of the applicant and the CAO confirmed that the municipal property was not subject to taxation. 9.0 UNFINISHED BUSINESS 10.0 MOTIONS AND NOTICE OF MOTIONS 10.1 Resolution of Support for the Grey Bruce Police Association Deputy Mayor Van Bastelaar explained that the resolution being put forth was to maintain a quality of policing as there were many new policy changes and police adequacy standards that are costly to smaller police services. A study was being recommended with the cost of the study to be based on an assessment basis which included Owen Sound, Hanover, Brockton, Meaford, Durham and Saugeen Shores. After some further discussion the Committee passed the following resolution. Res. No Moved by: J. Van Bastelaar That the Council of the Corporation of the Town of Saugeen Shores support the initiative of the Grey Bruce Police Services Committee to hire a consultant to investigate the cost sharing / amalgamation of the Hanover, Brockton, Owen Sound, Meaford, Durham and Saugeen Shores Police Services with a cost sharing to be based on assessment from $9, to $11, BY-LAWS 11.1 By-law # Agreement to Complete Dock Work - Port Elgin Harbour Res. Seaman That By-law being a by-law to authorize the entering into of a Contract Agreement with Huron District Contracting Ltd. be read a first, second and third time and finally passed and sealed this 6 th day of December, By-law # Establish Water & Sewer Rates for Saugeen Shores Res.
