Welcome The new members were welcomed to the meeting. 2. Role of ACDI in the Municipal World 2.1. History (Phil) Phil presented an overview of the history of the ACDI from 1998 to date, and the many accomplishments of the Committee Terms of Reference (Claudia) Claudia reviewed and provided a summary of the ACDI Terms of Reference. Members were informed that membership terms are for two year terms and members can serve three consecutive terms. On completion of the third term and if there is a vacancy and no potential candidates, a member can reapply for an extension to the term and on approval by the Committee and appointing Council, the member can serve a further term. 2 2.3. Relationships with Staff, Clerk, and Council (Alex ) The staff members on ACDI are non-voting and are from each of the three municipalities. Members were invited to contact the staff on any issues related to the Committee as the staff role is to help and assist members. Staff will respond in a timely manner to all communications. The Councillor members on ACDI are non-voting and are from each of the three municipalities. Members were invited to contact Councillors on any questions or issues. The Committee s Clerk is also available to assist members. Cllr Lewis noted the substantial contributions made to date by the Committee to issues such as building codes, design of sidewalks, accessibility to buildings and, on behalf of the municipality, members were thanked for past, present and future contributions. It was noted that from time to time requests have been received to allow the possibility of having caregivers as members of the Committee. At present the Committee has decided to maintain its current terms of reference which require the members themselves have a disability in order to be on the Committee. 3. Getting to Know Us Members provided brief personal introductions. 4. Work Program and Project Identification Members reviewed the proposed 2015 ACDI work plan which comprises tasks that the Committee has identified to work on this year relating to all three municipalities. Community Mail Boxes assigned to the Transportation & Mobility Subcommittee o Meet with engineering staff and Canada Post. o Consider if new design and location guidelines are needed. Access & Inclusion Policy assigned to the Development & Inclusion Subcommittee o Promote existing West Vancouver Inclusion policy for the City and District. Access Awareness Event assigned to the Access Awareness & Events Subcommittee o Decide where, when and type of event. Discussion to begin at the March meeting. Page 2 of 10

3 Website Testing assigned to the Publication & Communication Subcommittee o Test all three municipal sites for accessibility Public Art Installation Standards assigned to the Development & Inclusion Subcommittee o Meet with Arts Office staff to investigate creating a policy for installation of public art. Taxi Service assigned to the Transportation & Mobility Subcommittee o Meet with local service providers to discuss concerns and what service they provide for people with disabilities. 5. Schedule of Guest Speakers/Themes Members reviewed the proposed 2015 schedule of guest speakers and meeting themes, and members were invited to add or make changes to the proposed schedule. March transportation theme, involving the City s Integrated Transportation Committee and possibly the Translink/Handidart issues. April - Educational theme, involving School Districts #44 and #45, and resources for students with disabilities. May Municipal Human Resources Theme June Meeting with other accessibility committees. The Burnaby advisory committee has expressed interest to have a casual meeting with the North Shore ACDI, and to possibly include the City of Vancouver or Coquitlam. July Summer Break (no meeting) August Picnic in the Park Outdoor Recreation Theme, meeting with the trail riders and interested parties through BC Blind Sports to come and speak. 4 December Annual Christmas Party (no regular meeting however subcommittees may meet if necessary) Other items may include the proposed Transit Plan for North Shore, and the Province s plans for a new highway interchange in the Mountain Highway area. Teresa noted that the Parks & Recreation Accessibility & Audit Subcommittee is interested in programing within recreation centres and asked whether there could be a discussion with recreation staff about this. ACTION: Staff will put together a draft agenda and circulate to Executive. 6. Sub-Committees Alex provided a brief summary of the responsibilities of the various ACDI subcommittees. Park & Recreation Accessibility & Audit Subcommittee reviews parks and recreation centres projects and undertakes audits to identify how accessibility elements could be improved. Development & Inclusion Subcommittee reviews and inspects development projects involving public buildings (eg., when City Hall was being renovated), and reviews some private developments in West Vancouver. Review of accessibility issues related to private development in the District of North Vancouver is handled by that municipality s Advisory Design Panel which has a member with a disability on it (currently ACDI member Greg Travers). In West Vancouver private development applications are reviewed by the ACDI sub-committee as that municipality does not have separate accessible design guidelines. In the City a separate set of accessibility design criteria are used by staff to ensure appropriate levels of access are provided for each private development application. The sub-committee also reviews area wide streetscape design (with the Transportation & Mobility sub-committee) and form and character design guidelines for all 3 municipalities when being developed. Transportation & Mobility Subcommittee reviews transportation issues, including sidewalks, auditory pedestrian signals, countdown times and Handydart. Access Awareness & Events Subcommittee plans June access awareness event, and the December Christmas party. Publications Subcommittee meets once or twice per year as needed, and can bring projects to other subcommittees. Page 4 of 10

Subcommittee Meetings Locations and Meeting Time Subcommittee meetings are normally held at the District of North Vancouver. There was a discussion with regard to the subcommittee meeting dates and time, and it was suggested to change the Park & Recreation Accessibility & Audit Subcommittee meeting time to 5:00 6:30pm to better accommodate members schedules. ACTION: Mary will send out the subcommittee meeting schedule Staff roles Members were reminded that there is a staff representative on each subcommittee to assist members. As well, any member can attend subcommittee meetings even though they may not be official members of that particular subcommittee. 7. Adoption of agenda for Regular Meeting Item 13.2 Harbourside Update was added. MOVED BY Jean and seconded by Alexis TO adopt the amended agenda. 8. Garbage/recycling bins on sidewalks residential practice report from West Vancouver Claudia provided an update indicating that the District of West Vancouver s practice on the placement of containers and solid waste containers is dealt with by the solid waste utility by-law which prescribes where containers are placed. 10. Accessibility issues in front of Council City of North Vancouver Page 6 of 10

7 Sidewalk Policy Presentation Synopsis of Council discussion and direction Staff received from Council Amy brought a suggestion that it may be beneficial if there were some volunteers to monitor the CNV, DNV and DWV websites to see what is in front of Councils. ACTION: Consider asking for volunteers at the March meeting. Alex reported that there will be a public hearing with regard to the City of North Vancouver Official Community Plan on Tuesday, March 3 rd at 6:00 p.m. at the City Hall. The previous plan stalled at second reading and this has now been revisited and the second public hearing scheduled. Members were reminded, and new members informed that the Committee wrote recommendations which were incorporated into the OCP. Members were invited to attend the public hearing to speak as private citizens and not as a member representing the Committee and a signup sheet would be available at 5:30 p.m. Alex informed the Committee that a few weeks ago, City Engineering staff attended a workshop on sidewalk policy. The sidewalk let downs are the standards developed by ACDI and a report will be going to Council and asking for Council support. There will be further discussions with staff about the standard joint between each panel of sidewalk and this will be brought back to the Committee for a formal presentation for feedback or recommendation for different techniques District of North Vancouver Phil reported that Council adopted the new accessibility policy which replaces the adaptable design guidelines. He thanked the members for their input and support for the new policy. ACTION: Phil will send a copy to the Committee District of West Vancouver The first report on the initiation of West Vancouver s OCP review will be submitted on March 30 th. This will begin this year and will be a work item. Further information will be shared with the Committee once received. John Calimente, Acting Assistant Manager, Roads & Transportation attended the Transportation & Mobility Subcommittee meeting and discussed the West Vancouver s Pedestrian Network Study. 8 requested, as well as information on when the content of the study would be made public. ACTION: Claudia will contact John Calimente and report back. 11. Subcommittee Updates Development & Inclusion Subcommittee Members reviewed the Development & Inclusion Subcommittee report with regard to two proposed developments, Hollyburn Gardens, st Street, West Vancouver and the Masonic Hall, 1763 Bellevue, West Vancouver. MOVED BY Teresa and seconded by Kamelia The ACDI forward the recommendations in the report from the Development & Inclusion Subcommittee dated February 26 th, 2015 to the project team for Hollyburn Gardens, st Street. CARRIED MOVED BY Monica and seconded by Kamelia The ACDI forward the recommendations in the report from the Development & Inclusion Subcommittee dated February 26 th, 2015 to the project team for the Masonic Hall, 1763 Bellevue Avenue. CARRIED There was a discussion on the possibility of the ACDI making a recommendation that the City of North Vancouver create a position on their design panel to allow ACDI representation if they did not wish to have ACDI review individual private development applications. ACTION: Alex to undertake further discussions on this matter with City staff Transportation & Mobility Subcommittee Members reviewed the Transportation& Mobility Subcommittee report with regard to the Lynn Valley Town Centre Streetscape Design report and it was noted that there was still an opportunity for a further meeting to discuss pavers. ACTION: Phil will forward additional information on pavers and will arrange a further meeting with Karen Rendek. Page 8 of 10

Recruitment MOVED BY Alexis and seconded by Gardiner The ACDI forward the recommendations in the report from the Transportation and Mobility Subcommittee dated February 26, 2015 to the DNV project team for the Lynn Valley Town Centre with the proviso that the Committee can continue discussion with staff regarding surface materials. No report was provided as the subcommittee did not meet. CARRIED 12. New Business Report on Joint Meeting with Burnaby ACDI Phil reported that the Burnaby ACDI have expressed an interest in hosting an informal meeting with the Committee and members discussed possible formats for a joint meeting. ACTION: Amy will draft an agenda and send to Phil for review. ACTION: Phil will contact Burnaby and work on meeting details BC W/O Barriers Campaign This item was deferred to the March meeting Sparc Card and Accessible Parking Web Page Update Members had an opportunity to review the City of North Vancouver Sparc Card and accessible parking web page. king%20in%20the%20city/sparc%20cards ACTION: Alex was to correct a typo on the web page and add information about the height clearance for overhead vehicles for the underground parking at the City Library. 13. Other business and correspondence DNV Website Update This item was covered earlier in the agenda under workplan and project identification. Page 9 of 10

10 13.2 Harbourside Update Alex reported that there will be two opportunities to comment on the Harbourside development, (Kings Mill Walk Park Masterplan and Draft Harbourside Streetscape Guidelines). ACTION: Alex to coordinate with City staff to inform them when the regular subcommittee meeting times occur. A question arose on whether ACDI will have an opportunity to review each of the buildings at Harbourside prior to construction for accessibility and housing issues. ACTION: Alex will contact the Community Development staff to determine if there is opportunity for ACDI to be involved and report back to the Committee. 14.
