2 A. Call to Order The Chair called the meeting to order at 9:47 a.m. and a round table introduction was held. It was reported that the former Chief Building Administrator, Ata Khan, recently passed on. B. Adoption of Agenda The following new items were added to the agenda: E Public Safety During Construction E Update from SCC on Accredited Organization Monitoring E Status Updates AMA Permit Inspection Services E Feedback on Six-Storey Wood Frame Condo Construction David Dixon / Chuck Perry moved to adopt the agenda, as amended; CARRIED C. (a) Adoption of Minutes Bill Barnowich / Ken McLaren moved to adopt the minutes of the September 9, 2010 meeting, as circulated; CARRIED D. Business Arising from the Minutes E Approval of Revised & Updated Building SCO Certification Course Material Feedback from the review of Course Building, Group A3, Part 3 Subjects for a Level 3 Safety Codes Officer was circulated with the agenda package and a couple of additional comments were circulated at the meeting and reviewed (Handout #3). Cal Ploof / Ken McLaren moved to accept the Course Material for Course Building, Group A3, Part 3 Subjects for a Level 3 Safety Codes Officer with the proposed revisions, as circulated; CARRIED E Barrier Free Items a) Parking It was reported that the Barrier Free Council has a Working Group to review barrier-free parking and they are making good progress. As previously reported, the Working Group is proposing a change in design where two stalls would have a designated area between the two. The second proposed change would be that vertical signage is a requirement. Other areas the Working Group are reviewing relate to a barrier free path of travel from the parking area to the structure, barrier free parking for strip malls and the total number and ratio of stalls required. It was questioned whether consideration has been given to the distance of the stall relative to the structure. It was noted that this is not something currently in the code. 3 It was questioned whether the proposed changes would be retroactive or only for new construction. Concern was expressed relative to enforcement at the development permit phase and potential conflicts with municipal bylaws. It was noted that the proposed changes provide options to a developer on how to design and manage barrier free parking stalls. Once the proposed changes are adopted, it was suggested that the SCC take forward a proposal to the municipalities to ensure consistency throughout Alberta. [Atkinson] b) Draft STANDATA Barrier free seating It was reported that the Barrier Free Council has a Working Group to review barrier-free seating. The two issues being discussed include defining scattered seating and the total number and ratio of seating. At the present time, only stadiums are being reviewed rather than all general assembly occupancies. A few US stadiums are being reviewed as best practices. c) Enforcement of barrier free issues update It was reported that the greatest issue is how to ensure barrier free provisions are maintained. The Chair will forward the drafted letter to the President/CEO and the TCC Chair requesting clarification of enforcement. [Otto] d) Barrier Free Design Section in Alberta Building Code It was suggested that ideally a National Standard for Barrier Free Provisions would assist in providing consistency throughout Canada. Correspondence from the Barrier Free Council was circulated with the agenda package. The request was considered and it was deemed that where the barrier provisions are located in the code makes no difference to their importance. Barrier free provisions are code requirements regardless of their location. Consensus was reached that Section 3.8 remain where it is located. E GTC Mechanically Vented Appliances draft STANDATA This item will be removed from the agenda as it was discussed under agenda item E E FTC/BTC Liaison - update ABC Definition of Nurse update It was reported that the Fire discipline is working on a Care Facilities Guideline with possible new definitions within the code. The definition of nurse or nursing care will likely be addressed within these guidelines. Being no further action, this item will be removed from the agenda. 4 E Sept. 11/08 Letter from MD of Rockyview #44 Re: depressurization in houses The Chair will respond to the MD of Rockyview #44 about the draft STANDATA and will emphasize that enforcing provisions above and beyond the code is neither acceptable nor permissible. [Otto] E Review of the Matrix A meeting will be held in December 2010 to finalize discussions and the Working Group will bring forward a recommendation at the next meeting. E Table Steel Beams A package was circulated and reviewed relative to errors contained within the table (Handout #4). The proposed changes and the percentage of the variance in comparison to what is currently in the code were provided. Two samples of the calculations were also included in the report. The Acting Chief Building Administrator reported on discussions held at the national level. It was reported that this issues has been brought to the national level on previous occasions and that many of the calculations included in the national code are empirical data. With no reports of failures as a result of following the table contained in the code, it is unlikely that any proposed change would be considered. The Acting Chief Building Administrator will provide this information package to NRC. [Laviolette/Salvian] E Iconic Structures It was reported that an was received back from the Chief Fire Administrator. The structure was in use, the structure was completed destroyed and investigators were unable to determine the cause. As this was not a structure being considered for restoration as a museum, this case is not applicable. The Acting Chief Building Administrator is still reviewing the proposal for potentially including in a STANDATA. [Salvian] E Firefighter Emergency Operation (FEO) It was reported that it is not the STANDATA that is the issue but compliance relative to when the building permit was issued. AEDARSA is insisting that when the building permit is issued is irrelevant and it is the code in force at the time of elevator certification / occupancy that is considered by the elevator discipline. The question was asked regarding AEDARSA s authority to retroactively insist on requirements in force after the building permit is issued. The Chief Elevator Administrator will be invited to the next meeting to address the issues. [Atkinson] E Renovations & Barrier Free Access This item was deferred to the next meeting. 5 E Request from Electrical Contractors Association for seat on BTC This item is being discussed by the Matrix Working Group and will be removed from the agenda. E Hold Open Devices 4 Storey Buildings It was questioned why you can have a hold open device in a three storey and not a four storey wood frame building. Don Dessario will provide further information to the Acting Chief Building Administrator for forwarding to NRC for action. [Dessario/Salvian] E Draft STANDATA General Information on STANDATAs The draft STANDATA was circulated with the agenda. It was suggested that from a SCC perspective it was uncertain whether there was a need for a STANDATA to request a STANDATA. It was noted that Alberta Municipal Affairs is consistently questioned on what exactly a STANDATA is and its enforceability. This STANDATA is a means of addressing the questions asked on a regular basis. The SCC and AMA will work together to resolve concerns relative to this STANDATA. [Alford/Salvian] A general discussion was held regarding challenges experienced by industry regarding inconsistencies with interpreting the code. It was suggested that when a business receives different interpretations from one jurisdiction to another, industry can request an interpretation from the Chief Building Administrator. E. New Business E HIRF & Fire Department Response Times This item was deferred to the next meeting. E Out-of-Province Part 10 Program Changes The QMS for Manufacturing Plants Outside of Alberta relative to Part 10 Structures was circulated with the agenda package. A brief overview was provided of the changes. Being no further action, this item will be removed from the agenda. E RVs and Park Model Trailers A Recreational Vehicles and Park Model Trailers discussion paper was circulated with the agenda package. A brief overview was provided regarding the challenges. A draft STANDATA will be developed to address spatial separation particularly relative to developments containing a large number of RVs or park model trailers. 6 E Draft STANDATA 06-BCI-011 Visual Signal Appliances for Fire Alarm Systems The redrafted STANDATA was circulated with the agenda package and reviewed. Burgess Bredo / Don Dessario moved to adopt and release STANDATA 06-BCI-011 Visual Signal Appliances for Fire Alarm Systems; CARRIED E Draft STANDATA Mechanically Vented Appliances The draft STANDATA was circulated with the agenda package and reviewed. All occurrences of flu were corrected to read flue. Cal Ploof / Scott Lee moved to adopt and release STANDATA 06-BCI-XXX Mechanically Vented Appliances, as corrected; CARRIED E Reissuance of STANDATA 97-DR-029 An from C & V Portable Accommodations was circulated with the agenda package requested reissuance of STANDATA 97-DR-029. It was reported that the reason for not reissuing this STANDATA was because it was considered a relaxation. Cal Ploof / David Dixon moved that STANDATA 97-DR-029 not be reissued; CARRIED E Presentation Public Safety During Construction Wayne Brown, David McKinnon and Marco Civitarese were welcomed to the meeting and provided a presentation on Public Safety During Construction. A copy of the presentation was circulated (Handout #1). A summary of the agenda included: Alberta Building Code Variances in Acts Options City of Calgary Review of Cases A list of initiatives implemented by the City of Calgary was presented. The following recommendations were presented: 2 Year Statute Increase in Fines Safety Barriers Netting Mandatory Reporting Employment of CSOs Defined Terms of Safety An On-Site Construction Safety Best Practices manual was circulated (Handout #2). It was suggested that a Working Group be established to review the Alberta Building Code to determine what needs to be changed to maximize public safety in construction areas and to ensure enforceability. It was suggested that this Working Group could also consider proposing changes to the Safety Codes Act. MINUTES: Building Technical Council November 17, 2010 Page 6
7 Cal Ploof / Burgess Bredo moved that an On-Site Construction Safety Working Group be established; CARRIED Cal Ploof, David Dixon, Chuck Perry and Mark Iantkow volunteered as members of the Working Group along with Chris Salvian or another representative from Alberta Municipal Affairs. The Working Group will determine the Chair. E Update from SCC on Accredited Organization Monitoring It was reported that the council used to receive statistics regarding checklist monitoring. It was questioned why we haven t received these reports in some time. The Administrator of Certification will follow up with the Administrator of Accreditation regarding these reports. [Atkinson/Baron] E Status Updates AMA Permit Inspection Services It was requested that a status update be provided regarding the levels of service provided to non-accredited municipalities. This led to an overall discussion of Uniform QMPs and at what stage the SCC is at in consistencies amongst municipalities. Alex Morrison and the Administrator of Accreditation will be invited to a future meeting to discussion monitoring and QMPs. [Atkinson/Salvian] E Feedback on Six-Storey Wood Frame Condo Construction It was reported that a discussion paper is being developed relative to Six-Storey Wood Frame Condo Construction and feedback was sought from the BTC. It was reported that BC developed a template and this would be an excellent model to use for the review process. It was suggested that the BTC should be receptive to proposals as a result of changing technologies, new building practices, etc. David Dixon will look into getting more information from BC or potentially having a presentation from BC at a future meeting. [Dixon] F. Standing Agenda Items a) Technical Coordinating Committee Report It was reported that there was not a quorum at the last meeting and brief overview was provided on some of the general discussion topics. b) Appeals/Review of Orders The Administrator of Certification provided an overview of appeals and reviews of orders. It was suggested that more detail be provided including the subject matter and whether the order was upheld, modified, etc. MINUTES: Building Technical Council November 17, 2010 Page 7
8 c) Alberta Building Code 2006 (i) Professional Involvement Committee There was nothing new to report. ii) Upcoming Code Cycle It was reported that the National Building Code will be published November 29, Alberta Municipal Affairs will accept proposed code changes until March 31, It is anticipated that the new Alberta Building Code will be published sometime in the summer of d) Conditional Grant Agreements The Administrator of Certification provided a brief report on the conditional grant agreements and asked what type of information the council was interested in receiving. It was reported that a needs assessment meeting was held earlier this week for the Building Envelope Course. It was suggested that the SCC provide a brief overview of these projects on items that might be considered as relative to the Building Technical Council. [Atkinson] e) Correspondence Correspondence was including from the Deaf and Hard of Hearing Society with the agenda package as information. G.
