The Chair began introductions and verified that SSPC 90.2 had a quorum in order to conduct business. The meeting was recessed at 5:00PM to permit subcommittee meetings to take place. In doing so the SSPC will need to become self sufficient with respect to lap top computers, power chords, projectors, distribution of information, etc. As part of that effort to make more information open a new SSPC 90.2 web site located at contains a public section for information about the committee and meetings: The Chair would like to thank Merle McBride for providing the use of a computer projector at this meeting. 2.0 Approval of Agenda: Agenda was approved. 3 3.0 Roster: Chair updated committee on changes to the SSPC 90.2 roster, as follows: Retiring are: Mr. Wayne Reedy (Voted to ASHRAE BOD), and Mr. Roy Crawford. Reinstated are: Mr. Bob Lucas (DOE) Changes are: Mr. Ken Sagan (NAHB) to replace Mr. Larry Brown (NAHB) as alternates. New members include: Mr. Tom Meyer (Green Mechanical Council) 4.0 Approval of Minutes: Motion by McBride, Second by Muns, to approve minutes as shown in the draft. Vote: Subcommittees Schedule: Chair announced the meeting times and locations for the subcommittees. Subcommittees consist of the following members: Envelope Subcommittee: (Merle McBride Chair) Craig Drumheller Al Fraser Bob Lucas Ron Nickson Steve Rosenstock Steve Skalko Martha VanGeem HVAC Subcommittee: (No Chair assigned) Paul Cabot Chuck Foster Wayne Reedy 6.0 Special Reports: 6.1 SPLS Liaison (Frank Jacob): Reported that there is a task force assigned to review and determine where further streamlining of ASHRAE procedures can take place. Also, he announced that Mr. Jakob would be replaced by Mr. Doug Reindle as SPLS Liaison beginning 1 July Mr. Jakob indicated that he is moving into other interesting fields within his firm and would therefore no longer be able to work on SPLS. The committee thanked him for his service to SSPC Standard Addenda a : Mr. Kennedy (Standards Council) announced that Addenda a was disapproved by Tech Council. As a result of this action, the current language contained in Standard shall remain intact Standard 62.2: Report by attendees of the meetings that they are working on distribution coefficients (e.g. Modifiers of 1.0, 1.5 and 2.0) that are independent of climate zone. 4 6.4 - ASHRAE Comment Database: Mr. Ferguson reported that ASRHAE has test run their on line comment database with SSPC 135, and have chosen SSPC 90.1 as the next SSPC to begin this processing of comments. Expect that in 2009 most if not all SSPC s will have an on line comment data base ICC Code Hearings: Mr. Ferguson reviewed the code change proposals that were of interest to SSPC 90.2, the actions taken on the ICC proposals, and what he is doing to prepare for the 2008 final action hearings to be held in September No action by SSPC 90.2 necessary. 6.6 NFPA Code Development: Mr. Fraser announced that Standard was accepted into NFPA 5000 and 900. Next target is to complete Standard and submit to NFPA for their code cycle. 6.7 NAHB Green Standard: Mr. Drumheller provided a brief outline of the recently completed NAHB Green Standard. This document is due to be available to the general public during the summer of Advanced Energy Design Guide: Mr. Humble reviewed SSPC 90.2 past activity to request if ASRHAE would produce an AEDG for residential construction, and the results of that request. Mr. Stamatopoulos provided an outline of questions for SSPC 90.2 consideration if the SSPC were to consider development of an Advanced Energy Design Guide for low-rise residential construction. Discussion: Need more accurate construction cost data to support such a project in order to for AEDG to be meaningful. Who is target audience? Why not use the existing optimization spread sheet to process such a document? Committee should be aggressive in achieving substantial energy savings. Which document is going to be cost effective? (Standard 90.2 or AEDG) What scenarios are to be used to determine what is better? Need to develop criteria and to evaluate energy savings. Question of sensitivity and usability. Where does SSPC 90.2 get funding to complete such a project? Scoping issues between single family and multi-family? 7.0 Title Purpose and Scope: Ms. VanGeem provided the attendees with a copy of a proposal to modify the Standard 90.2 title, purpose and scope in preparation for Following a discussion the members modified the proposal (See Appendix A). This will be distributed to both voting members and interested parties for comments during the summer of Further reviews will take place during the fall of Page 4
5 8.0 Cool Roof Requirements: Chairman brought the committee s attention to activities within Standard 90.1 where they currently have an addenda (Addenda f ) published for public comment concerning the cool roof provisions (Copy of Addenda f contained in agenda). Following the committee discussion, it was felt that there was insufficient information, data, or other pertinent resources for SSPC 90.2 to modify the current cool roof provisions at this time. 9.0 HVAC Subcommittee Report: Chair reported that members of the HVAC subcommittee would be working on two items, one; reviewing and proposed updating of referenced standards, and two; consideration for committee developed proposals concerning duct sealing provisions. Further investigation is being developed for the latter project Envelope Subcommittee Report: Chair reported that members of the Envelope Subcommittee would be working on one; reviewing and updating of the referenced standards, and two; fine tuning the optimization spread sheet. ACTION ITEM: All voting members were asked to review the construction types and construction cost data of the program and submit comments to Mr. McBride and the SSPC 90.2 chair concurrently on or prior to 15 August Research Project 1481 (Economic Data Base in Support of Standard 90.2): Chair reported that research project 1481 contract has been signed as of 4 June It is anticipated that since this is an eight (8) month project that the deliverables will be submitted on or about April The chair also announced that the Project Monitoring Subcommittee will consist of Mr. Merle McBride (Chair), Ms. Shirely Muns, and Mr. Ronald Nickson. They will report to the SSPC 90.2 as necessary, and will oversee the development and completion of the research project. The project monitoring subcommittee s first meeting with the contractor was held on 23 June Next Meeting: The next SSPC 90.2 full committee, and subcommittees, meetings will be held in Chicago, IL on January Adjournment: Meeting Adjourned at 3:00 PM 24 June Page 5
6 APPENDI A Standard 90.2 Title Purpose and Scope Revised in accordance with comments from meetings, as follows: (Bold double-underline = new text, strike-through underline = deletion of text) PROPOSED CHANGE 1. PURPOSE The purpose of this standard is to provide minimum requirements for the energy-efficient design of residential buildings. To establish the minimum requirements for energy efficiency requirements of residential buildings, for: 2. SCOPE 1. design, and construction, operation and maintenance, and 2. utilization of on-site, renewable energy resources 2.1 This standard provides: a. minimum energy-efficient requirements for the design, and construction, operation and maintenance of: 1. new residential dwelling units and their systems and where explicitly specified 2. new portions of residential dwelling units and their systems 3. new systems and equipment in existing dwelling units b. criteria for determining compliance with these requirements. Note: There are no requirements in this standard that apply to new portions of residential dwelling units and their systems, nor to new systems and equipment in existing dwelling units. For purposes of this standard, residential dwelling units include singlefamily houses, multi-family structures (of three stories or fewer above grade), and modular houses. This standard does not include transient housing, such as hotels, motels, nursing homes, jails, and barracks, or manufactured housing. Page 6
7 2.2 This standard applies to the building envelope, heating and equipment and systems, air-conditioning equipment and systems, domestic water-heating equipment and systems, and provisions for overall building design alternatives and trade-offs. 2.3 The provisions of this standard does not apply to buildings that use neither electricity nor fossil fuel. a. specific procedures for the operation, maintenance, and use of residential bulidngs; b. portable products such as appliances and heaters; and c. residential electric service or lighting requirements 2.4 This standard shall not be used to abridge any safety, health, or environmental requirements. Rationale: These changes clarify that the standard applies to new portions as well as new equipment and systems (renovations). They also expand the scope to allow the standard to include electric service, lighting, operations, and maintenance. These changes are consistent with the proposed changes to 90.1 TPS. Page 7
