2 Handbook Committee Minutes June 25, 2017 Long Beach, California MAJOR PASSED MOTIONS No. 2 3 Motion To modify the Authors and Revisers Guide (ARG) to remove the field for Fax from the Chapter Approval Checklist. To modify the Authors and Revisers Guide (ARG) by adding instructions to the Chapter Approval Checklist on how to list more Contributors than the three for which space is now provided. ACTION ITEMS No. Responsibility Action Item 1 All members; 2019A Subcommittee Mr. Yount asked that all members review the proposal and that the 2019 subcommittee provide a recommendation for the full committee to vote on at the 2018 Chicago conference in January. 2 Staff 3 Owen Add the permissions request boilerplate and flowchart documents to the TCs folders in the Portal. Investigate and report in January on whether, if members prepay dues for more than one year, they cannot change their benefit selection subsequently. 1. Call to Order Mr. Yount called the meeting to order at 10:35 a.m. and noted that a quorum was present. 2. Introductions Mr. Yount welcomed all attendees. Members and visitors introduced themselves. 3. ASHRAE Code of Ethics Commitment Mr. Yount read the following excerpt from the ASHRAE Code of Ethics: In this and all other ASHRAE meetings, we will act with honesty, fairness, courtesy, competence, integrity and respect for others, and we shall avoid all real or perceived conflicts of interests. (See full Code of Ethics: 4. Approval of Minutes It was moved and seconded (1) to approve the minutes of the committee s January 2017 meeting in Las Vegas. MOTION (1) PASSED, voice vote. 5. Agenda Updates There were no additions to the agenda. 2

Chair s Comments 6.1 Publishing and Education Council (PEC) update Mr. Yount reported that, beginning with the 2018 volume, Handbook PDFs will no longer be provided on a CD but will instead be delivered via a download link. The content will be the same; only the delivery method will change. Mr. Schwedler added that a proposal was referred to Members Council to consider having members pay a delivery charge for the print volume (varying by country). The proposal is not yet approved. 7. Board of Directors Ex-Officio (BOD ExO) Member Report Mr. Schwedler thanked the committee and gave a brief PowerPoint presentation (Attachment A) of Society announcements and news. He noted a recent survey of Young Engineers in ASHRAE (YEA) showed that the Handbook has the highest recognition rate of all ASHRAE publications among those members. 8. Coordinating Officer (CO) Report (No report.) 9. Handbook Editor s Report Mr. Owen provided an update of information on distribution (about 30,000 print volumes and 7800 CDs) of the 2017 ASHRAE Handbook Fundamentals. In addition, he reported that ASHRAE Handbook Online now has approximately 13,500 active subscribers. Regarding the ASHRAE Authoring Portal, Mr. Owen reported that the site now has 676 users who visited it for 11,396 pageviews since launch last June. 10. Volume Subcommittee Report Mr. Yount thanked all the volume chairs, liaisons, and TC volunteers for their efforts on Handbook content development Fundamentals Mr. Yuill reported that the volume was published and distributed on schedule. He noted that the 2017 edition includes a new chapter on moisture management (two more new chapters were planned but not completed in time and will likely be in the 2021 volume) Refrigeration Mr. Fenton reported most chapters have been reviewed/revised, and many will be voted on at this conference and are due for submission by end July HVAC Applications Ms. LeViseur reported that TCs are getting moving on revision work Proposed new chapter: Occupant Sensing and Controls (TC 1.5/MTG.OBB) Mr. Hong presented a proposal for a new chapter. Members questions included the following: 1. Is the topic is already addressed in other Handbook chapters? Mr. Hong said that it is but not enough. 2. Should the content be combined with content addressing other types of sensors (e.g., temperature) as well? 3. Should the content be split into other chapters? 4. Is HVAC Applications the right volume? Members voiced concern that more time is needed to look at the proposal in depth.* Mr. Yount asked that all members review the proposal and that the 2019 subcommittee provide a recommendation for the full committee to vote on at the 2018 Chicago conference in January (ACTION ITEM #1). *The chapter proposal was inadvertently omitted from the attachments sent to the committee by the editor prior to the meeting, preventing members from having adequate time to review it for discussion. 3
4 Handbook Committee Minutes June 25, 2017 Long Beach, California HVAC Systems and Equipment Mr. Patton reported attendance of about 14 at the Volume/TCs meeting. TCs are getting focused and planning their revisions. 11. Subcommittee Reports 11.1 Training Mr. Patton reported that training was conducted earlier in the morning with about 20 attendees. The presentation included the structure and content of Handbook Central and an introduction to the Authoring Portal Authoring Portal Much of the focus at the training session was on the new ASHRAE Authoring Portal (AAP) (authoring.ashrae.org). Questions/comments covered employer restrictions, Internet Explorer limitation, permissions, and trusted sites issues. To help with permissions, staff will add the permissions request boilerplate and flowchart documents to the TCs folders in the Portal (ACTION ITEM #2). Mr. Patton reported that the new demo or sandbox folder on the portal was helpful in showing TCs how to use the resource Functional Rules of the Board (ROBs) Ms. LeViseur reported no changes Manual of Procedures (MOP) Ms. LeViseur reported no changes Authors and Revisers Guide (ARG) Ms. LeViseur presented the following motion: (2) to modify the Authors and Revisers Guide (ARG) to remove the field for Fax from the Chapter Approval Checklist. How is ASHRAE s electronic Handbook content protected internationally? 2. What are value points (e.g., content, portability, features, reference links) and challenges (e.g., Internet access, learning navigation) in promoting ASHRAE Handbook Online? One member commented that if you prepay your dues for more than one year, you cannot change your benefit selection subsequently. Mr. Owen will investigate and report in January (ACTION ITEM #3). 4

Information Items 12.1 Year MBOs Mr. Yount reviewed the status of MBOs for (updates noted in Attachment B) Year MBOs Mr. Yuill reviewed a draft of his MBOs for (Attachment C). 13. Action Items Mr. Yount reviewed action items from the January 2017 meeting: No. Responsibility Action Item Status 1 Functional Subcommittee Review the content on handling errors as now contained in the Authors and Revisers Guide (ARG) and Manual of Procedures (MOP). COMPLETE. (Mr. Owen reported TCs response on errata as generally prompt, with no need to further formalize procedures.) 2 Owen Add the ASHRAE Authoring Portal (AAP) PowerPoint presentation to Handbook Central as soon as possible at this (St. Louis) conference. 13 Flammable Low GWP Refrigerants Multi-disciplinary Task Group (MTG) Low GWP is sponsoring 3 research projects aimed toward safety: $800k $80k $120k 1806-RP Flammable Refrigerants Post-ignition Simulation of Severity and Risk Assessment Update ($800k) 1807-RP Compile Existing Guidelines for Flammable Refrigerants Handling, etc. ($80k) 1808-RP Assessment of Field-made Mechanical Joints for Safe Use With Flammable Refrigerants ($120k) AHRI has sponsored a number of risk assessments to evaluate the probability of ignition events occurring as a result of refrigerant leaks. The MTG will communicate their findings to Standards and Codes bodies once the research is complete.
